Today, on the eve of the Constitution and State Flag Day of Turkmenistan, the capital’s Center of Public Organizations has hosted a scientific and practical conference “The New Epoch of the Powerful State and Development: an exemplary path of statehood, democracy, respect for universal values”.
The event was attended by members of the Halk Maslakhaty of Turkmenistan, deputies of the Mejlis, party and public figures, scientists and political analysts, as well as representatives of different ministries, departments and mass media, university professors, lecturers and students.
An exhibition was organized in the foyer of the Center, where decorative-applied and contemporary artworks, museum values, and printed matter were displayed.
A musical and dance composition, performed with inspiration by the art figures, added a bright color to the program of the holiday forum.
At the scientific and practical conference opening ceremony reports were made on the State Flag of the country, the national pride, a symbol of true statehood, which the Turkmen people treat as a shrine, as well as the principles and provisions enshrined in the Constitution of Turkmenistan and laid down in the basis of the state system and public life, which are a legislative and legal guarantee of an exemplary path of sovereign development.
The forum was held in three thematic sections that were united by the key principle of the country’s policy, enshrined in the Basic Law, which is laconically and succinctly embodied in the motto “State for People!”.
The first sectional meeting considered issues of protection and observance of the rights and freedoms of a person and citizen. Particular attention was paid to the consistent and purposeful work to strengthen the legal foundations of the Turkmen state, taking into account the primordial democratic principles of our people.
The conference participants noted that in accordance with the modern requirements the highest representative body of people’s power, the Halk Maslakhaty of Turkmenistan, was established in the country. It was emphasized that the Constitution reflects the content of the unique model of the state system, the traditions and customs of the Turkmens, and universal values.
The role of the legal system in the implementation of the “Revival of the New Epoch of the Powerful State: the National Program for Socio-Economic Development of Turkmenistan in 2022-2052” was comprehensively covered in the second section of the forum. As was noted, the Basic Law is a reliable legal framework for successes and achievements of the sovereign Homeland, which has the developed economy and effective social protection mechanisms, pursues the constructive international policy to maintain global peace, and confidently builds a democratic, legal, secular state.
The historical and political significance of the peaceful foreign policy initiatives of President Serdar Berdimuhamedov was highlighted in the reports and speeches made during the third section, where it was said about the wide-ranging and active work of our country with the reputable UN agencies, and about the energy, transport and water diplomacy of Turkmenistan.
In its international relations, the Turkmen state is invariably committed to the policy of positive neutrality. This legal status of our sovereign Homeland was twice recognized by the relevant Resolutions of the United Nations General Assembly. Turkmenistan is the only country in the world that has introduced the UN Resolutions on the permanent neutrality status in its Basic Law.
Highly evaluating the successful implementation of the national foreign policy doctrine, the speakers pointed out that the principles of peaceful coexistence, good neighborliness and mutually beneficial cooperation laid down in the Constitution made it possible to raise the prestige of the independent neutral Turkmen state and contributed to its recognition by the world community.
The conference once again highlighted the great significance of this holiday, the Constitution and State Flag Day, and the fundamental principles of the state such as independence and permanent neutrality, peace and unity, democracy and rule of law.
At the end of the conference, an Address of Gratitude to the President of Turkmenistan was adopted on behalf of its participants.
