In the morning, President Gurbanguly Berdimuhamedov left with working visit for Balkan Velayat. The Head of the State was met by the officials in Turkmenbashy International Airport.
At the airport, the Head of the State held working session with participation of the Deputies Chairman of the Cabinet of Ministers, who supervise transport and communication sphere, industry, oil and gas complex, as well with the Hyakim of Balkan Velayat.
The issues related to industrialization of national economy under the programmes of social and economic development of the country were discussed during the meeting and specific directions of intensification of the economy were defined.
After the session, the President of Turkmenistan flew to Garabogaz town, Turkmenbashy etrap, where new carbamide plant is currently under construction.
The Head of the State started familiarization with the plant from ammonia production workshop; where displays with projects and drawings of production line were set up. The employee of the management department of “Garabogazkarbamid” spoke about the work of the workshop, accompanying the information with figures and data demonstrating the output capacity and functionalities of production installations.
Natural gas, which reserves put Turkmenistan into the leading positions in the world, will be input material for the enterprise. This factor creates perspectives for construction of new enterprises producing nitrogen fertilizers, in particular the carbamide
The Head of the State expressed the interest in the technologies of the leading world’s companies to be utilized in the plant. The President of Turkmenistan paid special attention to the subjects of environmental impact of the plant and application of licensed technologies in this field, having noted that ecological aspect is one of the most important one during all phases of construction and operation of the plant.
Put of the plant into operation would allow to multiply the production output of the chemical industry of Turkmenistan what, in its turn, would lead to increase of export capabilities of the branch, - President Gurbanguly Berdimuhamedov said.
Carbamide fertilizers will be dispatched in tight containers from the plant’s warehouses to the seaport, from where it will be shipped by vessels to other countries by Caspian Sea.
The President of Turkmenistan said that maximum utilization of domestic raw materials, satisfaction of current requirements of other spheres of the economy, expansion of the export potential of the branch are the main objectives of chemical industry. Resource capability of Turkmenistan allow producing of all types of mineral fertilizers in the volumes able to satisfy internal demands of the country and their export. The Head of the State highlighted good opportunity for selling of carbamide fertilizers, produced in Garabogaz plant, to many countries via modernized seaport in Turkmenbashy.
Examining total territory of the plant complex accompanied by the specialists, the president of Turkmenistan expressed keen interest in all production facilities and engineering and technological sub-systems. After, President Gurbanguly Berdimuhamedov proceeded to special tent where he met the representatives of the client and contractor of the project.
There were models and drawings, which were used by the young specialist to explain certain technological links of the plant operation including shipment and transport of the production, water intake form the sea, etc. Environmental consideration of the investment project, developed with account of international nature protection conventions ratified by Turkmneistan, was an important subject.
Having spoken on the main stages of project realization, the specialist assured the Head of Turkmenistan that all contractual obligations would be certainly fulfilled and proper quality of construction of this important facility, which is to be another bright example of efficient and beneficial partnership, would be provided.
The Head of the State expressed the interest in financing of this large project, timely payments, adherence to the plans of equipment delivery and schedule of construction works and the work for further sale of carbamide fertilizers to foreign countries.
The presence of the richest raw material resources allows Turkmenistan to enter the list of the largest producers of iodine, bromine and other chemical production. In this regard, the construction of the plant in Garabogaz, which is unique source of precious chemical components and which golden bottom serves as raw material base for sulphate industry, is another large step on the way of establishment of Turkmenistan as industrially developed state.
At present moment, hundreds of young engineers from all the country, including those who received the education in leading Japanese Universities, as well as workers, who received qualification and modern knowledge during developing of new production, are involved in work at gas and chemical complex. Around 900 working places will be established once the plan would be put into operation. The project stipulates construction of social facilities including living complex for 3500 people. In the future, there will be comfortable town with all necessary social infrastructure, school, kindergarten, etc.

The specialists of the complex reported to the President of the country on the course of installation works, havingintroduced technical characteristics and capabilities of the enterprise, which is planned to be put into operation in September 2018.
However, the construction works undergo well ahead of the schedule. Currently, more than 12 170 workers, where 10 242 are the local employees and 1 929 are foreign citizens, are involved in construction.
The project works are almost completed (99.5 percent are done). The delivery of production equipment was fulfilled by 97.3 percent. At present time, the reservoirs for fire, technical and drinking water, purified condensate, demineralized and desalinated water, steam generator as well as reservoirs for non-condensed oil and flammable gas were delivered and are being assembled at construction site.
The production of polyethylene and polypropylene will be based on modern technologies, which is distinguished by thorough separation of initial raw material from various substances using unique methods, which result in the end in ecologically friendly production meeting the highest international standards.
Head of the State Gurbanguly Berdimuhamedov noted that put into operation of new production structure in Kiyanly would give strong impulse to diversification of petrochemical production and would become important contribution in successful solution of the objectives for rapid industrialization of the national economy.

Today, more than 5.3 thousand people, where more than 4.9 thousands are Turkmen specialists and 377 are foreign citizen, work at the site.
The works for sand fill, installation of vertical drainage, transfer of temporary cargoes, filling of the dam for construction of the jetty and other were accomplished.
Having listened to the information, President of Turkmenistan asked in details about practical aspects of realization of seaport project, organizational and technical measures for its efficient operation, technical provision and functional features of the port and its control systems. With regards to technical provision of new seaport, it will be equipped with most modern hardware and software complexes, which are necessary for provision of safety and efficiency of navigation and cargo traffic as well as environmental protection. The control for ship movement inside the port, loading and offloading works at all locations will be controlled by automated systems and electronic technologies in live mode.
Together with port construction, large work for training of the personnel, operators and profile specialists is carried out in Turkmenistan and abroad.

New Turkmenbashy International Seaport will considerably effect the geopolitics and will become one of the most important component of international cooperation in transport sphere as well as will favour the general situation in the region and beyond its borders. It will also be able to become considerable condition for stability and security in Eurasian space and will promote the improvement of sustainability of the whole system of political relations in the continent.
New port will give strong impulse to economic progress of Turkmenistan, development of industrial and transport infrastructure, establishment of new work places as well will enhance the attraction of large investments.
