Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, general Serdar Berdimuhamedov held the next meeting of the State Security Council. The agenda of the meeting included results of work of military and law enforcement bodies for eight months of the current year as well as issues of security and tranquillity in the independent Turkmen state, strengthening of the technical and material basis of security departments and further perfection of their activity.
Secretary of the State Security Council, minister of defence B.Gundogdyev, who was the first to take the floor, reported on a set of activities taken in military units of the national army for consolidation of defensibility of the fatherland, increase of professionalism of servicemen, creation of conditions for effective service and life for officers and members of their families from the beginning of the year.
Preparation for the military parade timed to the 32nd anniversary of independence of Turkmenistan and results of successful entrance examinations in educational institutions of military and law enforcement bodies became separate themes of the report.
Summarising the report, the head of the state drew the attention to priority issues of realised defensive military doctrine acting as a reliable guarantor of peaceful and tranquil life in the country. In the given context, necessity of further perfection of activity of the defence ministry and its accountable structures for the account of active introduction of digital system was stated. At the same time, importance of organisation of patriotic-educational actions among young officers and conscripts on a constant basis was marked.
President Serdar Berdimuhamedov also instructed the Secretary of the State Security Council, minister of defence to provide a high level of preparation of military parade in honour of the upcoming anniversary of sacred independence of the native fatherland.
Attorney General S.Malikgulyev reported on results of the work carried out for January-August of the current year, course of implementation of the program of development of system of bodies of the office of the prosecutor.
Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted that it is necessary to undertake concrete measures for maintenance of prevalence of law, protection of the rights and freedom of citizens and interests of society and the state.
Having emphasised importance of proper fulfilment of standing goals on realisation of reliable public prosecutor's supervision over exact execution of laws and regulatory legal acts, the head of the state gave the Attorney General a number of instructions.
Having signed corresponding documents on appointments and release of public prosecutors, the head of Turkmenistan gave the head of the office of Attorney General a number of instructions.
Minister of Internal Affairs M.Khydyrov, who spoke further, reported on results of the work carried out to improve order, prevent offences and combat crimes and observe requirements of fire safety in all parts of the country for the considered period. He also reported on created conditions for fruitful service and life of employees of the department and members of their families, in particular, measures undertaken from the beginning of the year to strengthen the technical and material basis and social projects put in operation.
The head of the Ministry of Internal Affairs also informed on the actions planned within the month held traditionally in September under the motto "Road safety - the peace of our lives".
Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country underlined importance of active use of modern methods and digital system for accurate fulfilment of assigned powers. Propaganda of principles of healthy way of life among population also acts as priorities, President Serdar Berdimuhamedov said and gave a number of instructions in this respect. The instructions according to time realities were also given to the minister to improve activity of structural divisions and to solve issues of social character on a constant basis.
The head of Turkmenistan instructed him to hold under a strict control implementation of all planned actions within the month “Road safety - the peace of our lives”, in particular on optimisation of transport flow in the capital and velayats, increase of awareness of pedestrians about traffic regulations at a high level.
Chairman of the Supreme Court B.Khojamgulyev reported on results of work for eight months, as well as undertaken measures for the purpose of further reforming the national judicial system at the expense of wide use of high technologies. Fulfilment of instructions of the President of Turkmenistan became a separate theme of the report.
Summarising the report, the head of the state pointed out importance of successful solution of the goals defined in the Program of development of the given sphere. All activity in this direction is focused on observance of legality, justice and law and order, elimination of reasons and conditions that causes offences. For effective functioning of the judicial system it is necessary to carry out actions for improvement of professional skill of employees on a regular basis, to introduce digital technologies, the Supreme Commander-in-Chief of the Armed Forces of the country underlined and gave the head of the department corresponding instructions.
Within the meeting, President Serdar Berdimuhamedov signed the document on appointments and release of judges of Turkmenistan.
Minister of national security N.Atagarayev, who took the floor then, reported on results of the work within the implementation of the Program of development of MNS, undertaken concrete steps on maintenance of stability and tranquillity in the country as well as issues of preparation of highly-skilled personnel carried out for the considered period.
Summarising the report, President Serdar Berdimuhamedov underlined that protection of achievements of sacred independence, further maintenance of well-being of the fatherland, its economic power - key lines of activity of the given body and gave the minister a number of concrete instructions.
Further, head of the State Border Service Ya.Nuryev reported on results of work of the structure to protect sacred boundaries of the fatherland, undertaken practical steps to modernise the technical and material basis and increase professionalism of servicemen for eight months of the current year. He also reported on a complex of new buildings and facilities of the Service to be commissioned into operation in August of the current year in Balkan velayat.
Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasised that systematic perfection of activity of frontier troops, equipment of frontier units with advanced military technology and devices, introduction of digital system, preparation of officers with high combat training, capable successfully to solve serious tasks act as priority vectors. Boundaries of our state are borders of friendship and good neighbourhood with all neighbouring countries, President Serdar Berdimuhamedov said and gave the head of the Service concrete instructions.
One of the key aspects of the military reform carried out in the country - creation of conditions for appropriate service of frontier guards and well-provided life of members of their families, the head of the state underlined and instructed to hold under a strict control the given issue.
Minister of justice M.Taganov reported on the activities carried out for January-August of the current year as well as realised measures on all-round modernisation of national legislative basis at the expense of its improvement in conformity to standard norms of international law. He also reported on the course of implementation of the corresponding Program and creation of uniform digital system.
Having heard the report, the head of Turkmenistan noted importance of constant study of advanced world experience in the area of jurisprudence and its introduction into practice. At the same time, it is necessary to carry out monitoring of operating regulatory legal acts for the purpose of preparation of proposals on further perfection of laws on a regular basis, President Serdar Berdimuhamedov underlined and gave the minister a number of concrete instructions.
Then, Chairman of the State Customs Service M.Khudaykuliyev reported on the consecutive steps undertaken on perfection of activity of the given structure, use of modern methods of work and digital system as well as fulfilment of instructions given earlier by the head of Turkmenistan for the specified period.
Summarising the report, the Supreme Commander-in-Chief of the Armed Forces of the country underlined an increasing geostrategic role of our fatherland on the Eurasian continent as an important crossroads of transport-transit corridors. In the given context, the instructions, concerning organisation of activity of the Service according to time realities were given to the head of the Service.
Further, Chairman of the State Migration Service A.Sazakov reported on results of work of accountable units for eight months of the current year as well as fulfilment of the Program of development of the given body and introduction of digital system.
Having heard the report, the head of Turkmenistan noted importance of the further strengthening of the technical and material basis of the Service, active application of innovative methods and modern technologies in practice. It is necessary to give paramount attention to exploration of advanced experience in this sphere and preparation of highly skilled personnel, President Serdar Berdimuhamedov added and gave the head of the department a number of concrete instructions.
Summing up the meeting, the Supreme Commander-in-Chief of the Armed Forces of the country made an emphasis on key tasks facing military and law enforcement bodies. Our independent Fatherland adheres to the legal status of neutrality and maintains friendship and good neighbourhood relations with states and nations of the world. Proceeding from these principles, the national military doctrine has an exceptionally defensive character. As it was underlined, according to the tasks defined in it, we will further perfect the structure of security departments to increase defensibility of our fatherland, to improve conditions of service and life of servicemen and members of their families.
At the meeting of the State Security Council, other issues were also considered and corresponding decisions were made.
At the end of the meeting, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, general Serdar Berdimuhamedov wished its participants sound health, well-being and big successes in their responsible service for peace and happy life of people.
