During the conversation with personnel of the plant for production of petrol from natural gas in Ovadandepe, the Head of the State noted that Turkmenistan, possessing rich hydrocarbon reserves, successfully implements the policy aimed at realization of huge potential for the sake of the people as well as export of Turkmen energy carriers to the world’s markets.
President Gurbanguly Berdimuhamedov said that large works in this direction would be continued. Construction of few similar facilities is to be started. Along with the construction of the factories and plants, social facilities will be also built and necessary measures will be taken at sites for this purpose in the nearest future taking to account wishes of the populations.
After, the Head of the State answered the questions, which character was dictated by the Presidential Elections campaign. One of the question touched such aspect of election programme as development of entrepreneurship as well establishment of favourable conditions for the development of private sector and related issues and objectives. Answering the question, President Gurbanguly Berdimuhamedov highlighted that making developed state, based on market relation, out of our country is our main target. Following this purpose, we privatize industrial facilities, transfer enterprises of transport and communication sector to joint stock ventures. Privatization of the entire industrial sector is stipulated later. Thus, we will gradually turn our state to the country relying on private business.
Answering the question regarding large work for formation of healthy society, improvement of life level of the people and further steps in this sphere, the Head of the State noted that healthy life style principle is a direction, which is constantly under the attention of the state policy.
The Head of the State designated the issues of further improvement of social and living conditions of the population among priority objectives. Salaries, pensions, government allowances and students scholarships are increased annually.

Answering the question, President Gurbanguly Berdimuhamedov emphasized that active transformations in agricultural sphere of the region would be continued as this region is a state granary where not only wheat and cotton but also fruits, vegetables, watermelons and melons, forage cultures are grown. The main attention will be focused on scientific approach to selection and seed growing, development of processing agricultural production, expansion of the network of consumer goods manufacturing enterprises with involvement of the private sector of the velayat to this sphere. In this regard, the Head of the State mentioned that construction of drain collectors toward Altyn Asyr Turkmen Lake would be continued in the future for improvement of land reclamation condition of vast territories and supplying of pastures and fields with water.
Today, new industrial centre of the velayat is formed in Ahal. Accumulation of industrial powers oriented to processing of domestic materials is continued in this direction. Following this, it will be necessary to build the plant for production of synthetic liquid fuel from natural gas as well as to continue construction of this plant, - the President of Turkmenistan said.
Considering large construction in the country, it is necessary to launch new line for production of cement at Kelyata cement factory and to plan the construction of powerful enterprise for production of decorative and facing tiles. It is reasonable to build power line between Ahal and Balkan Velayats for provision of energy to new industrial complexes.
Geographical location of the region determines its considerable potential in transit trafficking. Large capital investments to development of transport system are stipulated there as well, - the head of the State noted. This is about continuation of construction of high-speed roads of international importance Turkmenbashy – Farab and Ashgabat – Dashoguz running via the territory of Ahal Velayat.
Improvement of social and economy level of rural areas remains in the centre of attention of the State. Thus, it is necessary to build around fifty secondary comprehensive schools, same number of kindergartens, hospitals and cultural houses as well as reconstruct exisiting medical facilities for 2017 – 2023 period.
President Gurbanguly Berdimuhamedov explained that this is not only about renovation of the infrastructure of the region, which erase the borders between the cities and rural areas by the comfort, but also about improvement of the conditions for entrepreneurship investment and innovative activity. In particular, large poultry farm and incubator for meat spices of chicken, milk and vegetable oil processing plants have to be built for improvement of food independence, large fruit and garden farms with drip irrigation have to be established for improvement of food independence.
Construction of large warehouse with freezers has to be planned for reliable storage of food items. Number of modern water purifying plants has to be also built for supplying of the population with pure drinking water.
Today, economic development presents not the quantitative growth but quality changes. The essence of the production is being changed. The main thing today is not to produce as much as possible of this or that type of goods but to consider new demands of the customers, trends of internal and foreign markets, competitive conditions and find trade routes.
Thus, further development of Ahal Velayat as well as of the whole country seems in formation of flexible economic system, which adequately responds to time challenges and is self-sufficient and resistant to external affects. The priority remains the same – establishment of the conditions providing high level of human life, - the Head of the State highlighted.
