Today, National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov held a meeting of the Presidium of the Halk Maslakhaty of Turkmenistan. It was attended by members of the Presidium, Mejlis deputies, deputy chairpersons of the Cabinet of Ministers, the heads of military and law enforcement agencies, ministries and sectoral departments, political parties and public associations, the media, rectors of higher education institutions and many representatives of younger generation. The meeting discussed the outcomes of the work carried out following the historic meeting of the Halk Maslakhaty of Turkmenistan that took place on September 24, as well as objectives for the future.
Having announced the agenda, the National Leader of the Turkmen people gave the floor to Office Manager of the Halk Maslakhaty of Turkmenistan K. Babayev who reported on the work done following the nationwide forum.
As was reported, the Hero Arkadag’s initiatives to strengthen the unity and cohesion of the people of Turkmenistan and address issues of national importance after discussion with representatives of the public are currently successfully implemented. Fulfilling the assignments for harmonious development of the Independent Neutral Homeland and improving the people’s social and living conditions inspires our hardworking people to make new progress.
The report was also delivered on the work being carried out by the Halk Maslakhaty jointly with the Mejlis, and other state bodies and public organizations, aimed at implementing the provisions outlined at the nationwide forum. In this regard, meetings are held at organizations and higher education institutions, during which the historical and political significance of the Halk Maslakhaty is explained, and speeches are organized in the media.
Specifying the need to continue effective work to update legal culture and develop national democracy, the Hero Arkadag emphasized that special importance must be given to the successful implementation of the state youth policy. The steps being taken in this direction must meet the spirit and requirements of the new historical epoch.
Then Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the work ongoing in the fields of science, education, healthcare and sports. The report was delivered on the measures being taken to bring up an educated, broad-minded young generation, train qualified specialists, as well as on upcoming objectives.
Currently, as in all sectors of the national economy, complex activities are under way in the above areas aimed at their improvement, upgrading management structures and the relative legislative and legal framework. At the same time, the necessary steps are taken to actively assimilate national and world experience, apply innovative technologies, and carry on this work in accordance with the present-day requirements.
Due to the successful implementation, under the leadership of Arkadag Hero Serdar, of the initiatives put forward by the Hero Arkadag, the advances of modern science and cutting-edge technologies are introduced, and measures are implemented to expand cooperation with countries around the world and major international organizations. In this context, the deputy prime minister emphasized that every effort is made to bring up an educated, physically strong and spiritually rich generation, improve curricula and training programs, and strengthen the specialized material and technical resources.
The State Program “Saglyk” adopted on the initiative of the Doctor Arkadag includes a wide range of issues related to the protection of people’s health, the provision of high-quality medical services, disease prevention, the construction in the capital, Arkadag city and the velayats of international-class diagnostic and medical centers, hospitals, sanatoriums and pharmaceutical enterprises.
Having said that young Turkmen citizens are getting treatment and undergoing operations funded from the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, the deputy prime minister emphasized that this activity will be effectively continued in the future.
Noting that the state level work is underway in Turkmenistan, recognized as the country of peace, health and inspiration, to support the Olympic movement, sports of high achievements and international cooperation in this area, the Deputy Chairman of the Cabinet of Ministers assured that every effort will be made to successfully achieve the assigned objectives. The deputy prime minister also expressed deep gratitude to the Hero Arkadag and Arkadag Hero Serdar for their concern for development of the above-mentioned areas.
The National Leader of the Turkmen people specified the necessity to attach special importance to the consistent improvement of educational methods, the scientific system, and the introduction of advanced experience and digital technologies in these areas. Having focused on the importance of upbringing and educating young Turkmen citizens so that they become excellent professionals capable of deeply integrating into world science, the Scientist Arkadag gave a number of specific instructions to further step up international cooperation in this area.
Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov also pointed out the need to create appropriate conditions and optimal use of all available opportunities so that young people can study in their chosen specialty and reveal their talents and abilities. In this regard, educational and training work must be improved so that young people are well-versed in all areas of life.
In this matter, a responsible and comprehensive approach is required from the teaching staff, which will make it possible to foster a comprehensively educated, purposeful and persistent young generation, the future of the Homeland.
The Hero Arkadag then gave the floor to Deputy Chairman of the Cabinet of Ministers B. Atdaev.
As was reported, the necessary measures are implemented as part of state support for domestic manufacturers to provide the population with products manufactured in Turkmenistan, improve the culture of trade, and promote the activity of entrepreneurs specializing in this area. As a result of the above steps, the production of bakery confectionery and meat products, chicken meat, eggs, milk and dairy products, cottonseed oil, as well as vegetable products, fruit juices and soft drinks have increased.
Noting that private producers make a significant contribution to increasing the country’s export capacity, the deputy prime minister emphasized that program activities are ongoing to further develop this activity and increase the export production.
The Deputy Chairman of the Cabinet of Ministers expressed sincere gratitude to the Hero Arkadag and Arkadag Hero Serdar for providing the state level support for entrepreneurship, and paying attention to issues of improving the domestic trade system.
The National Leader of the Turkmen people specified that important requirements are to strengthen the country’s food security, create an abundance of various products, and provide Turkmen citizens with basic goods. In this regard, special importance must be attached to increasing the quantity of products manufactured and grown in Turkmenistan. At the same time, the culture of trade must be improved. Wide opportunities are also opening up for the development of telecommunications.
As the Hero Arkadag pointed out, today the demand for poultry meat is constantly growing in the world, and in view of this, appropriate measures must be taken to increase its production in our country.
Then Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the work ongoing to develop the transport and communications system, and implement constructive initiatives put forward in the Homeland in this area.
As was reported, in recent years Turkmenistan has become a country that has an important role to play in effectively dealing with issues on the international agenda for this sector. Proposals of our state for the creation of multimodal transport corridors and the development of international cooperation in this area are widely supported by the international community.
Today, in the process of successful implementation of globally significant initiatives put forward by the Hero Arkadag and being carried out under the leadership of President Serdar Berdimuhamedov, much attention is paid to improving the operation of transport and transit corridors in the country. As a result, communication routes are brought into operation in different directions.
Highlighting the important role of the Turkmenbashy International Seaport in the development of transcontinental transport corridors, the Agency head emphasized that the further activity in this area will open up broad prospects for increasing the amount of international freight and passenger traffic. Thus, a diverse combined transport and logistics system is created along the East-West and North-South routes.
In this context, detailed information was provided on the implementation progress of comprehensive measures to establish joint transport and logistics centers and maximize the use of modern specialized infrastructure.
The Hero Arkadag noted that specific objectives had been outlined for the country’s transport and communications complex, the successful achievement of which, as well as the development of international cooperation, is an important requirement of the present time. In addition, while making the full use of the capabilities of transport corridors, attention must also be paid to upgrading the communication system.
Speaking about this, the Hero Arkadag emphasized the importance of further development of the digitalization process in the country, and improving the operation of the Internet, instructing to continue systematic work in this area.
Then the floor was given to Secretary of the State Security Council of Turkmenistan, Minister of Defense B. Gundogdyev, who reported on the work to transfer to the reserve conscripted military servants and the regular conscription of citizens for military service.
As was reported, measures are taken based on the previous instructions to properly train and educate young people. At the same time, according to a special plan, ceremonial farewells for recruits to the army are organized, as well as events for the transfer to the reserve of military personnel who have completed their service.
Educational and awareness-raising work is regularly carried out among young soldiers using the examples of such qualities of our glorious ancestors as courage, patriotism and bravery. In this regard, special meetings are organized with the participation of the country’s military and law enforcement agencies, and representatives of public organizations.
The Secretary of the State Security Council, Minister of Defense expressed heartfelt gratitude, on behalf of all military personnel, to the National Leader of the Turkmen people for paying attention to creating all conditions for the successful service of the Homeland defenders, comfortable life and rest for young officers.
The Hero Arkadag emphasized the need to ensure a high organizational level of events related to the transfer of conscripted military servants to the reserve and the conscription of young citizens for military service, specifying that this work must be approached very responsibly, on an integrated basis.
The National Leader of the Turkmen people also addressed the youth with instructions to faithfully serve their people and Homeland, making every effort to honorably perform their sacred military duty.
As the Hero Arkadag said, development of our independent state was summed up, achievements and successes were highlighted at today’s meeting, as well as during the historic meeting of the Halk Maslakhaty. In addition, important objectives facing us in the new historical period and arising from the requirements of the present time and new economic conditions were discussed.
Highlighting that democratic principles have been inherent in the national mentality of the Turkmen people from time immemorial, Arkadag Gurbanguly Berdimuhamedov emphasized that the tradition of joint discussion of important issues dates back to ancient times.
Nowadays, these principles, in which national identity is reflected, have become the basis of development, and the driving force of society in addressing priority problems. As they say: “A robe tailored together is never short”. This democratic principle has been existing in the life of the Turkmen people for thousands of years, the Hero Arkadag said.
Having said that the issues on the agenda had been considered, National Leader of the Turkmen people Gurbanguly Berdimuhamedov concluded the meeting of the Presidium of the Halk Maslakhaty of Turkmenistan, wishing all participants success in their work and making a ponderable contribution to achieving the objectives.
