President Gurbanguly Berdimuhamedov held regular session of the Government with participation of leaders of military and law enforcement agencies, number of ministries and departments, hyakims of some vealyats and Ashgabat.
Going over to the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov who reported on work of the MFA under realization of the Concept of foreign policy course of Turkmenistan for 2017 – 2023 as well as on preparation to the official visit of the President of the Republic of Belarus planned on March 29 – 31.
Continuing the report, the Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs reported on preparation to International Sport Congress “Asian Games 2017: International Cooperation in Sport for Peace and Progress”.
At present time, there is a comprehensive preparation to V Asian Indoor and Martial Arts Games in Turkmenistan. For familiarization of the world’s sport community with the work in this sphere and exchange of experience, the above-mentioned Congress is planned to be held in Avaza National tourist zone on April 7. It is expected that leaders and representatives of the Asian Olympic Council, International sport federations, profile organizations and National Olympic Committees of different countries would take part in the forum. At the same time, it is planned to organize the presentation of 2017 Asian Games and introduction of the capital Olympic village to foreign guests.
Having listened to the report, the Head of the State noted that it is the first time for Turkmenistan to host such large sport event as Asian Indoor and Martial Arts Games. That is why it is necessary to take maximum efforts for organization and conduct of 2017 Asian Games on the highest level.
Continuing the subject, the Head of the State pointed at the necessity of strict control for preparation to Asian Games and all related events.
Deputy Chairman of the Cabinet of Ministers B. Hojamammedov reported on complex measures undertaken for improvement of activity of banking organizations. The Vice-premier informed that according to the Resolution of the President of Turkmenistan from October 3, 2013, transfer of salaries to bank cards as well as payment of different services by cards was implemented in all ministries, branch departments, local administrations and lower organization from January 1, 2016. In this context, the information on the work for development of noncash payment system and expansion of services rendered by the banks to the population was given.
Summing up the report, the Head of the State noted that phased modernization of banking methods and technologies in Turkmenistan would increase the process of payment transfers and improvement of reliability of noncash payments. Generally, undertaken practical measures in this sphere will allow national banking system to correspond to modern standards as well as will provide steadfast transfer to market relations and will promote prosperity of the country, President Gurbanguly Berdimuhamedov said.
The Head of the State requested the Vice-premier to analyse in details this subject and prepare the proposals as well as addressed number of instruction for improvement of activity of their structures to Minister of Finances M. Muhammedov and Chairman of the Central Bank M. Annadurdiyev.

Having noted positive experience in this sphere and the necessity of its improvement, the Leader of the Nation approved the conceptual idea of the exposition of our country at the World’s Exhibition EXPO 2107 and requested to develop in details its design and content.

Orazmyradov with assignments to study the issues of increase of trade turnover volumes and establishment of production of consumer goods including manufacturing of netbooks under the State programme of import substitutive production.

The Head of the State requested to organize the competition among the artistic workers for devising of the anthem of V Asian Games and make relative proposals, having noted the reasonability of the performance of the anthem at cultural and public events held in Avaza national tourist zone in April.

The programme of events for celebration of “Drop of Water – Grain of Gold” holiday was presented to the Head of the State. Scientific and practice conference will be held in Ashgabat under the event. The main occasion is planned to be held on the bank of the Karakum River. The information about preparation to the Holiday of Turkmen Horse was also given.
Draft Resolution, according to which it is planned to sow 18 300 hectares with rice and gather 81 600 tons of the product in Dashoguz and Lebap Velayats, was presented for review to the Head of the State.

Having listened to the report and highlighted that legislation activity of the Mejlis is efficient mechanism of successful realization of socially oriented government policy, the Head of the State made focus on the necessity of activation of work of national parliament for consolidation of civic institutes and adoption of democratic principles in the society.
