Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system, at which priority issues of state life were discussed.

The floor was first given to Chairwoman of the Mejlis D. Gulmanova, who informed about the ongoing legislative work. As was reported, draft laws are currently prepared to further strengthen the legal framework for ensuring the protection of human rights and freedoms, improving civil law relations, energy saving and efficient use of energy, and determining the legal framework for hydrometeorological activities. At the same time, the necessary amendments and addenda are made to the Family and Civil Procedure Codes, and the provisions contained in a number of laws are brought into line with the requirements of the time.

In addition, practical steps are taken to expand cooperation with foreign states and international organizations. Thus, on behalf of the President of Turkmenistan, credentials were accepted from the Ambassador Extraordinary and Plenipotentiary of the Swiss Confederation to our country. At the same time, meetings were held with the plenipotentiary representatives of the People’s Republic of China and the Republic of Turkiye, during which issues of further development of inter-parliamentary relations were discussed.

The report included information on the participation of Mejlis deputies in events to explain the basic aspects of the domestic and foreign policy of the independent Homeland and the socio-political significance of the motto of 2024, and to popularize the literary heritage of great Turkmen poet and thinker Magtymguly Fragi. As was reported, people’s representatives systematically appear in the mass media with materials about the goals of the adopted legislative regulations.

Summing up the information, President Serdar Berdimuhamedov focused on the importance of continuing activities to further improve the national legislative framework.

Then, Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the work being carried out by supervised institutions, as well as on the fulfillment of instructions given earlier by the President of Turkmenistan.

Practical steps taken to successfully achieve the priority goals identified in government programs for the socio-economic development of the country was a separate topic of the report. At the same time, information was provided on the measures being taken to further improve the activities of organizations in the financial and economic complex, as well as banking institutions.

Having heard the report, President Serdar Berdimuhamedov emphasized the importance of the systematic development of the financial and economic system. In this regard, the deputy prime minister was given specific instructions.

Further, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the work ongoing to launch the manufacture of new types of petroleum products at the oil refineries of the State Concern “Türkmennebit”.

As was reported, appropriate steps are taken to develop the petrochemical industry in accordance with the requirements of the time, widely introduce international practices, and increase the range of goods. In particular, the report included information that the Turkmenbashy Complex of Oil Refineries has launched the production of “Hydro Plus” diesel fuel, intended for jet diesel engines in extremely cold conditions.

The TCOR has also launched the production of “SAE 50 API CF-4” motor oil for high capacity diesel engines in cars and installations operating at high temperatures.

Summing up the report, President Serdar Berdimuhamedov noted that studying new methods for manufacturing petroleum products and bringing the quality of goods, which are in high demand, into compliance with the requirements of environmental standards are the main goal of the country’s specialized enterprises.

Today, the Turkmenbashy Complex of Oil Refineries makes several types of petroleum products that are in high demand in the domestic and international markets, the head of state said. Stressing that the new products will expand the range of goods produced in the country, the President of Turkmenistan gave the deputy prime minister a number of instructions in this respect.

Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the progress of seasonal work in the agro-industrial complex and velayats of the country.

As was reported, preparations for cotton sowing are well under way in the regions, including land plowing, leveling and planning. Along with this, appropriate treatment of wheat fields is carried out.

The report included information on the progress of proper work on the rational and efficient use of water resources, irrigation of agricultural land, optimization of land reclamation, and creation of additional water reserves. Irrigation canals and drainage system are cleaned in the velayats.

Information was provided that programs are implemented to preserve the country’s flora and fauna for future generations, their scientific study and restoration.

As was reported, experiments on growing Turkmen juniper, ash and pistachio trees, as well as rare and valuable plant species found in specially protected natural areas, are carried out in the scientific and experimental areas of state natural reserves of the Ministry of Environmental Protection.

In addition, research work is carried out at state nature reserves and protected areas to preserve wild animals, birds migrating and wintering in our country, and to count the number of representatives of rare species of fauna.

Having heard the report, the President of Turkmenistan ordered to constantly focus on the organization and timely high-quality implementation of agro-technical measures for growing crops.

Speaking about the continuation of work to create additional water reserves, the head of state gave the deputy prime minister an instruction to strengthen control over the effective and targeted use of water resources.

The deputy prime minister was also charged with monitoring comprehensive activities to preserve and enrich the country’s unique ecological systems, flora and fauna.

Then Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the work in progress to improve the capital city, in particular, on the planned reconstruction of the square “15 Years of Independence of Turkmenistan”.

During the Revival of the New Epoch of the Powerful State, on the initiative of President Serdar Berdimuhamedov, exemplary activities are carried out to further transform the architectural and urban look of white marble Ashgabat, turning it into a city favorable for living, working and cultural recreation. This is clearly evidenced by many residential buildings being built, social facilities, and the construction of highways and public gardens.

The total area of the capital’s square “15 Years of Independence of Turkmenistan” is 50 hectares. As part of the reconstruction, it is planned to build two overhead pedestrian crossings, bicycle paths, canopies, swimming pools, covered parking lots, and install modern street lighting in the recreation area. It is also planned to carry out landscaping work within the square.

Summing up the report, President Serdar Berdimuhamedov noted that today the architectural look of Ashgabat is becoming more beautiful. Exemplary projects for comfortable life, work and cultural leisure of the population are carried out in the capital.

In this regard, speaking about the importance of the upcoming reconstruction of the capital’s square “15 Years of Independence of Turkmenistan”, the head of state emphasized the necessity to create all conditions for recreation for citizens. The beautiful square must fully correspond to the general look of the white marble capital, the President of the country said, giving the deputy prime minister the relevant instructions.

Then Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the measures being taken to prepare the pattern of the national trademark “Made in Turkmenistan”.

According to the deputy prime minister, in the period of the Revival of the New Epoch of the Powerful State, large-scale activities are carried out to increase the export capacity of the Homeland, and expand trade and economic cooperation with foreign countries.

According to the “Foreign Trade Strategy of Turkmenistan for 2021–2030” and the “Strategy of Turkmenistan for Improving Activities in Organizing Exhibitions, Fairs and Conferences for 2020–2025”, relevant activities are under way to actively promote domestic products in world markets.

The report included information that the Chamber of Commerce and Industry, with the participation of relevant ministries and sectoral departments, has set up an interdepartmental working group, which has currently prepared a pattern of the national trademark “Made in Turkmenistan” and draft Regulations on the national trademark.

Having heard the report, President Serdar Berdimuhamedov emphasized the necessity to further introduce the digital system when organizing e-commerce, as well as when ordering, preparing and distributing products.

At the same time, it is crtical to take appropriate steps to increase the quantity and range of goods produced under the national brand “Made in Turkmenistan”. Having focused on organizing advertising activities in order to widely distribute domestic high-quality food and textile products in foreign markets, the head of state emphasized that the work of Turkmenistan Trading Houses in foreign countries must be improved, having given instructions to the deputy prime minister in this regard.

Then Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the Schedule for the major events and opening of social facilities in February this year.

As was reported, on the occasion of declaring 2024 “The Fount of Wisdom of Magtymguly Fragi”, as well as the celebration of the 300th anniversary of the birth of the great Turkmen poet, various creative events, briefings, media forums, seminars, exhibitions, online scientific and practical conferences, awareness-raising and explanatory events, song and musical performances are planned for the coming month. In addition, there is a pan for organizing art readings, various contests, competitions in various sports, and summing up the results of previously announced shows.

Information was also provided on the preparation of cultural events to celebrate significant days and the opening of facilities.

Summing up the report, Head of State Serdar Berdimuhamedov noted that in the year “The Fount of Wisdom of Magtymguly Fragi” many socio-cultural facilities will be commissioned, and a number of events will be held that will demonstrate the achievements of the Homeland. In this regard, the deputy prime minister was instructed to ensure a high organizational level of upcoming significant events.

Further, Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the proposals presented by the intersectoral commission to ensure the effectiveness of scientific research in Turkmenistan.

As was reported, based on the objectives arising from the Decree of the head of state on setting up this commission, technologies are developed to expand the production of competitive, import-substituting products in the country and to further develop national industry based on local raw materials.

In this regard, economically beneficial proposals were presented to the head of state that were analyzed by the intersectoral commission to ensure the effectiveness of scientific research in Turkmenistan, which will contribute to innovative development of the country.

Having heard the report, President Serdar Berdimuhamedov emphasized the importance of the widespread introduction of modern technologies, in particular, the digital system, into the leading sectors of the national economy and conducting relevant research in this field, giving the deputy prime minister a number of specific instructions.

Then, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the outcomes of the working visit of the delegation of Turkmenistan to Japan, which took place on the instruction of the head of state on January 21-24.

During the visit, meetings and negotiations were held with leaders of the Government, Parliament, large financial and trade organizations and companies of a friendly country.

Thus, a meeting was held with Secretary General of the Cabinet of Ministers of Japan Yoshimasa Hayashi, during which issues related to the current state and further development of bilateral cooperation were discussed. In particular, the topic of holding the First Summit of the Heads of State of the “Central Asia + Japan” Dialogue this year was discussed.

A meeting was also held with Chairman of the Japanese-Turkmen Inter-Parliamentary Friendship Group, member of the House of Representatives of the Japanese Parliament Endo Toshiaki. The topic of an interested exchange of views was the prospects for expanding ties between the legislative bodies of the two countries. In this context, a proposal was made by the Turkmen part to jointly implement the Hero Arkadag’s initiative to hold an inter-parliamentary forum in the “Central Asia + Japan” format in Ashgabat.

In addition, the delegation of Turkmenistan met with Japanese Foreign Minister Yoko Kamikawa, during which issues of cooperation in the political, diplomatic, trade, economic, cultural and humanitarian areas were discussed. It was emphasized that a special role in the development of interstate relations is attached to visits and negotiations at the highest level.

During the meeting with Minister of Economy, Trade and Industry of Japan Ken Saito, the possibilities of further stepping up the Turkmen-Japanese economic partnership were considered, and its specific areas were outlined, including in such areas as hydrogen production and transportation technologies, trade, commerce, energy, etc.

Issues of cooperation in the field of digitalization and cybersecurity, training specialized personnel, telemedicine and healthcare, construction of “smart” cities, sustainable development and other relevant areas were put on the agenda of negotiations with Minister for Digital Transformation of Japan Taro Kono.

Meetings were held with Chairman and CEO of the Japan Export and Investment Insurance Agency (NEXI) Atsuo Kuroda, and Chairman and CEO of the Japan External Trade Organization (JETRO) Norihiko Ishiguro. Issues of strengthening trade and investment relations, improving mechanisms for financing projects ongoing in Turkmenistan with the participation of Japanese companies, organizing specialized seminars, strengthening cooperation within international financial organizations, and developing small and medium-sized businesses were discussed. In particular, the possibilities of opening a JETRO representative office in Turkmenistan and establishing the activities of trading houses in both countries were considered.

During the visit, a meeting was held with representatives of the Turkmen-Japanese Committee for Economic Cooperation, which includes leading companies of the friendly state. The issues were discussed related to the construction of new gas chemical industry enterprises, reconstruction of a number of facilities, purchase of Japanese equipment and vehicles, as well as establishing partnerships in the field of hydrogen energy, etc.

The prospects for cooperation in the scientific and educational area were discussed during meetings with President of the Japanese University of Tsukuba Nagata Kyosuke, and President of Soka University Masashi Suzuki. A discussion took place on issues related to expanding cooperation in some promising areas in this area, training young teaching staff, and student exchanges.

A presentation of the book “Ömrümiň manysynyň dowamaty” by the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov, translated and published in Japanese, was also organized at the University of Tsukuba.

Following the working visit, documents were signed aimed at further enhancing multifaceted Turkmen-Japanese cooperation that meets common interests.

Summing up the report, President Serdar Berdimuhamedov emphasized that building up constructive relations with countries of the world is one of the priorities of the foreign policy of neutral Turkmenistan. As for Turkmen-Japanese cooperation, it is successfully developing on both bilateral and multilateral basis.

The progressive dynamics of interstate partnership is also clearly indicated by the recent working visit of our country’s delegation to Tokyo, during which negotiations took place with Japanese colleagues and a wide range of issues of cooperation in the political, economic, cultural and humanitarian fields were considered, and a number of bilateral documents were signed.

Noting that the outcomes of the visit will significantly stregnthen the long-term fruitful cooperation between Turkmenistan and Japan, the head of state gave relevant instructions to the deputy prime minister, head of the Ministry of Foreign Affairs in this regard.

Further, Director General of the Agency for Transport and Communications under the Cabinet of Ministers M. Chakyev reported on the improvement of national legislation in accordance with international standards in order to improve the efficiency of the maritime industry and ensure the safety of ship transportation.

The report also covered activities being carried out to upgrade the transport infrastructure in the Turkmen section of the Caspian Sea, supplement the maritime fleet, and increase cargo traffic in the Turkmenbashy International Seaport.

In this regard, appropriate measures are taken for the accession of Turkmenistan to the Convention on Facilitation of International Maritime Traffic of the International Maritime Organization (IMO) in order to develop international cooperation, simplify maritime navigation and traffic procedures in accordance with international standards, and improve trade relations with foreign countries.

Having heard the report, President Serdar Berdimuhamedov emphasized the need to increase the volume of cargo transportation by sea and river transport, instructing the Agency head to take appropriate steps in this direction.

A number of other issues of public life were also discussed at the meeting, on which appropriate decisions were made.

Concluding the meeting of the Cabinet of Ministers via a digital system, President Serdar Berdimuhamedov wished the participants sound health, family wellbeing and great success in their work for the benefit of the sovereign Homeland.
