Turkmenistan – Germany: development of cooperation in the field of law

On January 30, 2024, the opening ceremony of the Resource Center for Turkmen-German Comparative Law was held at the Institute of State, Law and Democracy. The event was attended by the representatives of the Embassy of the Federal Republic of Germany in Turkmenistan, German Society for International Cooperation (GIZ) Regional Program “Promoting legal statehood in Central Asia”, as well as relevant departments of our country and academia staff of the Institute.

In the modern historical era, our neutral Motherland, under the leadership of President Serdar Berdimuhamedov, continues to steadily follow the course of broad constructive interaction with all interested states of the world. One of the long and major partners of Turkmenistan is the Federal Republic of Germany, relations with which are friendly and progressive. Traditional interstate dialogue is developing dynamically in various areas, including the field of law. An important aspect of the fundamental changes in our country in this area is the study and practical implementation of the best practices, introduction of generally recognized norms of international law into national legislation, which provides favorable opportunities for strengthening long-term fruitful cooperation.

The Resource Center was created on the basis of a Memorandum of Understanding on cooperation in the field of law, which were signed between the Institute of State, Law and Democracy of Turkmenistan and GIZ. As part of the opening ceremony, the corresponding Regulations on the Center were signed.

Its activity is aimed at carrying out scientific research in the field of comparative law, assistance in capacity building of specialists in civil, civil procedural, administrative, administrative procedural law, joint work to develop the scientific and practical legal literature, and conducting consultations on improving legislation.

The GIZ Regional Program will assist the Center to equip with specialized literature and set up its library fund, as well as to maintain the relevant equipment in proper condition.

The series of scientific and practical seminars with the participation of national and international experts are expected to be held to meet those goals.

The main activity of the Resource Center is the development of cooperation between scientific and educational institutions of Turkmenistan and Germany. Thus, its creation and opening will serve to further strengthen productive bilateral contacts and enrich their content.
