Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to sum up the results of work done in economic sectors over two months of 2024, to hear relevant reports, and to discuss priority objectives for of the country’s socio-economic development.

Chairwoman of the Mejlis D. Gulmanova was first to speak, who informed about the results of work done in January-February of the current year.

During the period under review, the Law of Turkmenistan “On establishing the anniversary medal of Turkmenistan “Magtymguly Pyragynyň 300 ýyllygyna” was adopted. Currently, the Working Commission, jointly with representatives of ministries and sectoral departments, is preparing bills on civil law relations, as well as on energy saving and efficient energy use, and hydrometeorological activities. At the same time, the introduction of new regulations into the Family and Civil Procedure Codes continued. In accordance with the present-day requirements, draft laws are developed relating to seed production of agricultural crops and improving the social and living standards of the people.

As was reported, the long-term guidance for legislative activities was the “Plan for activities and measures in the major areas of activity of the Khalk Maslakhaty to be carried out this year jointly with the Mejlis of the country, ministries, sectoral departments and public associations for the purposes of implementing the “Program of Socio-Economic Development of Turkmenistan and Investments in 2024” approved at a meeting of the Khalk Maslakhaty Presidium.

Information was provided on practical steps being taken to strengthen effective relations with parliaments of foreign countries and international organizations. In this regard, it was reported that 6 meetings were held during the period under review. Along with this, deputies attended 18 seminars on improving legislative activity, organized by the relevant institutions of our country jointly with reputable international organizations.

In order to study advanced experiences, parliamentarians made 5 official trips abroad, in particular, the delegation of Turkmenistan visited the city of Tokyo (Japan). 

The first meeting “The Role of Parliamentary Collaboration in Strengthening Peace and Dialogue” was held in a hybrid form with the participation of the parliament heads of the Group of Friends of Neutrality member countries.

The report included Information on the participation of Mejlis deputies in events to explain to the general public the aims of improving national legislation, key aspects of the domestic and foreign policy of the independent Homeland, the goals of the adopted legal regulations, as well as to popularize the literary heritage of great Turkmen poet Magtymguly Pyragy.

Summing the information presented, President Serdar Berdimuhamedov emphasized that dynamic development of the sovereign Homeland on a targeted basis, and the regular improvement of the people’s wellbeing is associated with the modern laws adopted. In this regard, emphasis was placed on the need to further update the country’s legislation in accordance with the realities of the time.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on macroeconomic indicators for two months of the current year.

As was reported, due to the successful implementation of comprehensive measures during the period under review, the GDP growth rate was 6.3 percent.

The production increased by 7.9 percent compared to the same period in 2023, contributing to the positive growth of production indicators in industries.

Over the two past months of this year, retail trade turnover increased by 10.5 percent and foreign trade turnover by 1.1 percent compared to the same period last year.

The revenues and expenditures of the State budget were executed at the level of 107.2 and 97.9 percent, respectively.

Since the beginning of this year, wages at large and medium-sized enterprises in the country have increased by 10.3 percent in comparison with the similar period in 2023. Wages, pensions, government benefits and student scholarships are funded in a timely manner.

The amount of capital investments assimilated in January–February from all sources of financing increased by 24.6 percent compared to the same period last year.

The report also covered the progress of implementing the National Rural Program.

Summing up the report, President Serdar Berdimuhamedov focused on the importance of carrying out effective work in order to maintain a high level of GDP growth.

The head of Turkmen state instructed the deputy prime minister to keep under strict control the full-scale fulfillment of the production plans by ministries and sectoral departments.

Further, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the results of work completed by the industry under his supervision in January-February 2024.

As was reported, over two months from the beginning of this year, the production plans were fulfilled 100.2 percent for the of oil and gas condensate, in particular, 102.4 percent by the State Concern “Türkmennebit”. The report included information on fulfilling the oil refining plan 101.9 percent at the State Concern’s oil refineries.

During the period under review, the production plans were implemented 101.8 percent for the gasoline, 100.4 percent for the diesel fuel, and 109 percent for lubricating oils. The gas exports growth rate totaled 100.5 percent compared to the same period last year.

The report also covered technical and economic indicators achieved in the production of polypropylene, liquefied gas, natural and associated gas.

Having heard the report, President Serdar Berdimuhamedov emphasized that in order to ensure the operation of oil refineries at full capacity, it is necessary to take comprehensive measures to increase the production of hydrocarbons.

In this regard, focusing on the importance of actively introducing modern technologies into the industry, the head of state gave the deputy prime minister relevant instructions.

Then Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the results of activities carried out in the supervised industries over two months of the current year, as well as on preparations for the spring trees planting campaign.

As was reported, the production growth rate amounted to 104.2 percent in the agro-industrial complex as a whole. Accordingly, this indicator was 124.2 percent for the Ministry of Agriculture, 123.5 percent for the Ministry of Environmental Protection, 123.2 percent for the State Water Management Committee, 101.6 percent for the State Concern “Türkmenpagta”, 109 .5 percent for the State Association “Türkmengallaönümleri”, 106.7 percent for the State Association “Türkmenobahyzmat”, 100.5 percent for the State Association of Food Industry, 100 percent for the State Association of Livestock and Poultry Industry, and 101.9 percent for the State Association “Türkmen atlary”. The investments assimilation plan was carried out 230.4 percent.

As was reported, care for wheat crops continues, and appropriate measures are taken to prepare areas for cotton planting, as well as agricultural machinery for spring sowing. Currently, the necessary work is in progress to provide the population with potatoes and vegetable, watermelon and melon crops produced in the country. At the same time, steps are taken to ensure rational and efficient use of water resources.

Summing up the report, President Serdar Berdimuhamedov emphasized the importance of timely and high-quality implementation of agro-technical measures for growing crops, and ordered to keep all organizational work under strict control.

Focusing on the issues of improving the water supply system in the country, the head of state emphasized the need for widespread introduction of modern technologies for rational water use in irrigation systems, giving the deputy prime minister relevant instructions in this regard.

Furthermore, the cabinet deputy chairman reported on the large-scale work being carried out as part of the state policy to maintain environmental safety in the country, in particular, on preparations for the spring trees planting campaign.

In particular, the report covered the measures being taken to organize a national trees planting campaign at a high level, including in the cities of Ashgabat and Arkadag.

In this regard, the deputy prime minister submitted a draft Decree on holding a nationwide trees planting campaign in Turkmenistan for consideration by the President of the country.

Having heard the report, President Serdar Berdimuhamedov addressed the meeting participants, reminding that, by tradition, an important environmental event, a trees planting campaign is conducted in the country every year.

Noting that a nationwide trees planting campaign will be conducted on March 16, the head of state signed the relevant document and sent it to the deputy prime minister via a digital system, giving a number of specific instructions.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the results of work completed in the construction and industrial sectors in January-February 2024.

The plan for production of goods and carrying out works by the complex during the reporting period was fulfilled 117.2 percent.

Thus, the plan for work done by the Ministry of Construction and Architecture was implemented 107.3 percent.

Over the first two months of this year, the Ministry of Industry and Construction Production fulfilled the production and work plan 100 percent.

During the period under review, the Ministry of Energy fulfilled the production and work plan 112.4 percent.

Since the beginning of the year, the State Concern “Türkmenhimiýa” has carried out the production and work plan 143.7 percent.

In January-February this year, the plans for work carried out were fulfilled 109.8 percent by the State Highways Construction Management Agency, and 109.7 percent by the Ashgabat City Khyakimlik.

Having heard the report, President Serdar Berdimuhamedov noted that several large industrial and social facilities are to be commissioned in the country this year. In this regard, it is important to achieve the effective operation of enterprises in the construction and industrial complexes in order to complete the construction of these facilities in a timely and high quality manner.

The importance of using chemical plants at full capacity was also pointed out.

– It is necessary to increase the capacity of the energy sector and electricity exports. Work on the construction of interregional and internal highways, as well as the reconstruction of existing roads, must be accelerated, the head of state emphasized, giving the deputy prime minister relevant instructions.

Further, Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the results of work carried out by the ministries and departments under his supervision, as well as in the business sector in January-February of the current year.

As for the Ministry of Trade and Foreign Economic Relations, the trade turnover growth during the reporting period totaled 102.2 percent compared to the same period last year.

In comparison with the similar period last year, the enterprises of the Ministry of Textile Industry fulfilled the production plans 100 percent for cotton fabric, garments and knitwear, and 106.1 percent for leathers.

The production plan for the State Association “Türkmenhaly” was implemented 104.2 percent.

The State Commodities and Raw Materials Exchange held 49 trades in January-February, during which 4 thousand 455 contracts were registered. The growth income rate totaled 102.4 percent compared to the same period last year.

The growth rate of work carried out by the Chamber of Commerce and Industry during the period under review reached 103.4 percent, and it organized 16 forums.

As for the Union of Industrialists and Entrepreneurs, the production growth rate over two months amounted to 104.1 percent for agricultural and food products, and 107.3 percent for industrial goods. 

Summing up the report, President Serdar Berdimuhamedov emphasized the need to improve the operation of the country’s markets and retail outlets and instructed to keep the supply of food and consumer goods to the population under constant control.

The head of state also focused on the importance of improving trade activities based on international practice, giving the deputy prime minister specific instructions.

Then Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the results of work carried out in the area under her supervision in January-February of the ongoing year.

As was reported, during the period under review, various events and forums were held in the country on the occasion of national holidays and the 300th anniversary of the birth of great thinker of the East, Turkmen classical poet Magtymguly Pyragy.

In order to discuss issues related to the implementation of objectives and instructions outlined by the head of Turkmen state at the extended meeting of the Cabinet of Ministers on February 9 this year, a working meeting was held with the participation of deputy khyakims of velayats, and the cities of Ashgabat and Arkadag.

During the reporting period, a forum “The importance of joint actions of the state and society in the implementation of development programs of President of Turkmenistan Arkadag Hero Serdar” was organized.

Various events were held within the framework of international cooperation. In this regard, the report was given that Turkmen professionals visited a number of countries on business trips, where they took participation in cultural events, festivals and conferences.

The report included information on a videoconference between representatives of the country’s Ministry of Culture and the leadership of the New Museum in Berlin, during which issues of organizing an exhibition of artifacts of the Parthian Empire and the heritage of the Seljuk Empire were discussed.

The closing ceremony of the Year of Culture of the People’s Republic of China in Turkmenistan also took place in February.

A separate topic of the report related to the results of activities carried out over the indicated period by theaters, cinemas, film and concert centers, libraries, museums, the Turkmen State Publishing Service, the “Türkmenfilm” Association named after Oguzhan, and the State News Agency.

The deputy prime minister also informed about the practical steps being taken in order to successfully implement the objectives arising from the state programs and the Digital Economy Development Concept. In this regard, the report covered work ongoing to increase the number of electronic publications, fill in the websites of institutions in the supervised area with information, and improve the professional skills of employees.

Having heard the report, President Serdar Berdimuhamedov ordered to widely publicize the successes being achieved in the country. At the same time, an instruction was given to conduct cultural events scheduled on the occasion of upcoming holidays and significant dates at a high level and in an organized manner.

In the course of the meeting, the deputy prime minister reported on preparations for the International Conference “Major Areas and Potential for Developing Tourism in Turkmenistan” to be held on March 27-28 this year.

It is expected that the upcoming forum will be attended by leaders and representatives of specialized international organizations, as well as leading travel agencies of a number of countries. Opportunities will be provided to delegates to see the city of Arkadag, unique historical and cultural monuments, museums and, in general, the tourism potential of our country.

There are also plans for the guests to participate in the events to celebrate the announcement of Anau city as the cultural capital of the Turkic world in 2024. Moreover, it is planned as part of the conference to organize meetings, a scientific and practical forum, as well as a ceremony for signing cooperation documents between tourism institutions.

Summing up the report, President Serdar Berdimuhamedov noted that taking into account the natural features of the country, the development of the tourism sector, introducing to historical monuments and cultural values, is very important. In this context, the head of state instructed to hold the International Conference “Major Areas and Potential for Developing Tourism in Turkmenistan” at a high level.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan N. Amannepesov reported on the work done in January-February this year in the fields of education, science, healthcare and sports.

As was reported, during the period under review, reforms were carried on aimed at bringing up an educated generation, improving curricula and programs, and strengthening the material and technical resources of the education system.

According to the Concepts for the development of a digital educational system, improving the teaching of foreign languages, natural and exact sciences, advanced methods and scientific achievements are widely used in teaching. Appropriate measures have been taken to expand the electronic document management system.

Schoolchildren successfully performed and won 30 medals at international internet subject contests.

Reforms aimed at modernizing the field of science were continued during the reporting period. The development of 494 scientific topics was agreed upon, textbooks, manuals and programs were analyzed, of which 359 were approved.

Work is underway to organize the International Scientific Conference “Ancient Anau Culture” on the occasion of celebrating the 300th anniversary of the birth of outstanding thinker and classical poet of the East Magtymguly Puragy and declaring the ancient city of Anau the cultural capital of the Turkic world in 2024.

In January-February, planned activities were carried out at medical institutions. Various operations and treatment of sick children were funded by the Charitable Foundation for Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov. The building and reconstruction of scientific and clinical centers continues.

Work is in progress to develop the sports and Olympic movement in the country, prepare athletes for the Olympic Games, championships and major international tournaments, and develop the digital system. Turkmen athletes won a total of 37 medals at international competitions (10 gold, 9 silver and 18 bronze).

A meeting of the organizing committee for the international hockey tournament, set up in accordance with the Resolution of the head of state, was held.

Business trips were made to foreign countries were organized to improve skills and exchange experience.

Having heard the report, the head of state emphasized that special attention must be paid to improving the performance of educational institutions and introducing digital technologies into the national education system.

Particular attention must be paid to the development of sports, in view of which various sporting events and international competitions are regularly held in the country.

Furthermore, the deputy prime minister presented the draft Decree on establishing the Oguzhan Engineering and Technological University-based “Oghuz Khan” Scientific and Technological Center of Turkmenistan.

To study the best world experience in setting up international innovation centers and technological parks, as well as implementing the provisions defined in the “Action Plan of the development of international cooperation aimed at attracting high and innovative technologies to the economy of Turkmenistan for 2023-2024”, the relevant ministries and departments, jointly with the Academy of Sciences of Turkmenistan, are suggested establishing the “Oghuz Khan” Scientific and Technological Center.

The main goal of this center is the development and sale of products in the field of innovative nano-, bio- and information technologies, cybersecurity, digital technologies, artificial intelligence, information and communications, computer and mobile applications, and electronic equipment.

Having heard the report, President Serdar Berdimuhamedov signed the Decree on establishing the “Oghuz Khan” Scientific and Technological Center of the Oguzhan University of Engineering and Technology in order to develop priority fields of science, production and industry, and actively attract youth to the development of innovative technologies, and sent it to the deputy prime minister by a digital system, giving a number of specific instructions.

Addressing members of the Cabinet of Ministers, President Serdar Berdimuhamedov noted with satisfaction that the results of work carried out over the past two months of the current year show that our independent state continues to develop dynamically.

The gross domestic product indicators in the country’s economy are 6.3 percent, the same as at the beginning of the year.

During the reporting period, the growth rates totaled 5.6 percent in the production industry, 8.1 percent in trade, 6.6 percent in transport and communications, and 3.9 percent in agriculture.

Considering the current situation in the global economy, it is necessary to undertake appropriate measures to maintain the growth pace achieved, the head of state emphasized.

Further, President Serdar Berdimuhamedov highlighted the important role of mothers, who carry out great work to preserve the sacred family hearth, raise their sons and daughters with dignity, and strengthen the unity of our society.

- Dear mothers in our independent country, who enhance the reputation of the Homeland with their work, are highly respected, the head of state said, and signed the Decree on conferring the honorary title “Ene mähri” on mothers of large families.

Addressing the meeting participants, the head of state reminded that opening ceremonies of many facilities and several international events will be held in our country in March of the year “The Fount of Wisdom of Magtymguly Pyragy”.

In conclusion the head of state emphasized that it is necessary to prepare well for the holidays, celebrations, events and international contests to take place in March, and conduct them at a high organizational level, having given issue-related instructions.

A number of other issues of public activity were also discussed at the meeting, on which appropriate decisions were made.

Concluding the regular meeting of the Cabinet of Ministers via a digital system, President Serdar Berdimuhamedov wished its participants sound health, family wellbeing and great success in their work for the prosperity of the sovereign Homeland.
