The Next Issue of the “Democracy and Law” Magazine

The next issue of the quarterly scientific and applied journal “Democracy and Law”, published by the Institute of State, Law and Democracy in Turkmen, English and Russian, has been published.

The series of publications opens with a speech by President Serdar Berdimuhamedov at an enlarged meeting of the Cabinet of Ministers, held on February 9 of this year. The speech of the head of state renders a detailed analysis of the results of the work of sectors of the national economy over the past year, 2023, and also identifies the priority tasks of Turkmenistan’s domestic and foreign policy in the year “The Fount of Wisdom of Magtymguly Fragi”.

In his speech, the President of the country noted the high rates of economic development, in particular, GDP growth amounted to 6.3 percent, including in the industrial sector – 4.3 percent, trade – 12.8 percent, in agriculture – 4.4 percent. The volume of investments increased by 7.5 percent. This year, in order to improve the social and living standards of the people, within the framework of the implementation of the “Program of socio-economic development of Turkmenistan and investments in 2024” in the velayats and the capital, it is planned to start the construction of many facilities, as well as complete the construction of a number of buildings.

President Serdar Berdimuhamedov emphasized that during the year “The Fount of Wisdom of Magtymguly Fragi”, international events will be held in our country to mark the 300th anniversary of the birth of the great poet-thinker of the East, as well as the declaration of Anau as the cultural capital of the Turkic world in 2024.

Among other materials of the issue is the article “Turkmenistan–UNESCO: Cooperation for the Sake of Prosperity.” Interaction with this Organization opens up broad opportunities in the context of establishing and strengthening international dialogue, which is one of the key factors in the protection of national heritage and its popularization.

As the author notes, 2021–2023 have become the most productive years in the 30-year history of cooperation. During this period, the “Turkmen art of embroidery”, “The craft of making dutar, performing musical art on it and the art of bakhshi”, “The art of Ahalteke horse breeding and traditions of horse decoration” were included in the UNESCO List of Intangible Cultural Heritage of Humanity.

Over the past year, our country’s nature reserves – Bereketli Garagum, Gaplaňgyr and Repetek – have been included in the UNESCO World Heritage List.

The Amul fortress located in Lebap velayat and six historical monuments of Mary velayat are included in the UNESCO World Heritage List in the serial nomination “The Great Silk Road: Zarafshan-Karakum Corridor”. In addition, the List of tangible and intangible heritage of humanity includes “Novruz Bayramy”, “Sericulture and traditional production of silk for weaving” and “Traditions of retelling the parables of Molla Ependi”.

Over the past year, the International Register of the United Nations Educational, Scientific and Cultural Organization (UNESCO) Memory of the World Programme included a collection of manuscripts of Magtymguly Fragi, and the 300th anniversary of the poet and thinker was included in the UNESCO List of Commemorative Dates for the period 2024–2025.

The publication “Development of the Constitution and Legal System of Turkmenistan” provides extensive information about the steps taken in our country to improve the Constitution of Turkmenistan, enrich the content of the norms that establish the foundations of the constitutional structure of the state. As the author emphasizes, the laws adopted over the years of independence demonstrate a significant modernization of the national legislative framework.

The article “Universal human values in the works of Magtymguly Fragi” is also presented to the attention of readers, which examines the deep ideological content of the works of Magtymguly Fragi. The poetry of the great thinker today is a storehouse of spiritual wisdom, a source of morality, patriotism, and a school of education for the younger generation.

The article “Development of Labor Protection Legislation in Turkmenistan” is devoted to consistent measures taken to improve legislation in this area.

The publication “Constitutional Principles and Development of National Legislation”, which addresses issues of strengthening the legal framework and modernizing the laws of our country, will also attract the attention of readers.

The article “The Role of a Franchise Agreement in Entrepreneurship” notes that support for the private sector is one of the most important aspects of the socio-economic development of Turkmenistan and is closely related to the implementation of major government programs. As is known, in our country, consistent activities are carried out on a legal basis to develop individual entrepreneurship and strengthen its position in the structure of the national economy.

The publication places special emphasis on the development of franchising agreements in market practice. This form of business allows getting the opportunity to use already proven and proven technologies, a well-known and popular brand, as well as learn and receive the necessary advice. Franchising creates the most favorable starting conditions for small businesses.

The next issue of the magazine ends with the traditional “Chronicle” section, which provides an overview of meetings, sessions and other events held in Ashgabat with the participation of representatives of authoritative international organizations.
