The Next Issue of the “Democracy and Law” Journal

The next issue of the quarterly scientific and applied journal “Democracy and Law”, published by the Institute of State, Law and Democracy of Turkmenistan, has been published. was published.

The edition published in Turkmen, English and Russian languages, opens with the congratulatory message of President Serdar Berdimuhamedov to the people of the country on the occasion of Day of the Constitution and National Flag of Turkmenistan.

As marked in the message, in the year «Fount of Wisdom of Magtymguly Fragi», which is rich with festivities, evoke a feeling of huge pride in Turkmen nationals, who follow in the Era of Revival of the New Epoch of the Powerful State the path of progress with great hope for the bright future.

The Main Law, conventional standards of international law in the field of the human rights and freedom, principles of democracy, peace, friendship, justice and humanism, centuries-old experience of construction of national statehood, firm love for the country, unity and self-denying work serve as a support and guideline in recognition of independence and neutrality, development of the country and well-being of Turkmen nationals.

The national flag is an invaluable property personifying our independence and neutrality, our great past, happy present and bright future, our honour and advantage. The green Banner, which bears ancient carpet ornaments, half-moon with five stars and olive branches as a symbol of legal status of neutrality recognised by the UN General Assembly, glorifies our native land and our brave people, the head of Turkmenistan marks.

It is also pointed out in the message that sacred symbols of statehood - the Main Law and green Banner - make a firm basis of perfect legal system for embodiment of grandiose purposes of the new era.

The article «Cooperation between the European Union and Turkmenistan» is presented to the attention of readers. The author of the publication - EU Ambassador to our country Beata Peksa, marks mutual strategic interest of Turkmenistan and the European Union in stimulation and further development of constructive relations. Present ongoing Joint programs and projects aimed at close interaction in economy, security, public health services, education, transport, ecology and others visually testify to this fact.

In particular, an important group of projects is connected with "green" economic development and private sector support, increase of its competitiveness. It is also noted that partnership within the Regional program «Sustainable Energy Connectivity in Central Asia (SECCA)» is aimed at solution of climate changes by means of optimisation of energy efficiency and introduction of renewed energy sources.

As to cooperation in the area of education, then it is underlined in the edition, perfection of this sphere acts as a priority of the state policy of Turkmenistan pursued by President Serdar Berdimuhamedov. Interaction in the field is carried out within the realisation of profile programs, including Erasmus +, aimed at support of student and teacher exchanges.

The magazine also holds the article «Creativity of Magtymguly Fragi and principles of international cooperation». As the author marks, by means of his great works, the great poet and thinker of the East informed his contemporaries of knowledge of world structure, states and nations of the world, their features, culture, literature and big cities. It promoted acquaintance by correspondence with other people. Thus, in poems of Magtymguly Fragi, whose 300th birthday anniversary is widely celebrated this year, have found reflexion principles of national diplomacy for a long time serving as the tool of strengthening of peace, mutual understanding, friendly and good-neighbourhood.

In the publication, it is also underlined that creativity of Magtymguly Fragi is famous far outside of Turkmenistan and serves as a subject of study of many foreign scientists. Collections of his works are translated into tens of languages. Through inspired verses of the poet in which eternal universal values, high humanistic ideals are glorified, readers and scientists of different countries have an opportunity to feel the inner world of Turkmen people, its wise vital and moral values. In turn, it promotes rapprochement of people, expansion of their knowledge of each other and serves a contribution to process of cultural exchanges.

The article «Views of Magtymguly Fragi of statehood» is also devoted to the theme of creative heritage of the outstanding son of Turkmen people. As is underlined in the publication, the genius poet and thinker, proceeding from deep understanding of the past and future, by means of poetry could express fundamental bases of lawful state, civil society that have found in the present period a visible embodiment in the Constitution of Turkmenistan.

In this connection, the author of the article also draws the attention to various images and symbols, which Magtymguly Fragi used in his works with a view to inform not only scientists, but also ordinary people theoretical and philosophical concepts of a strong sovereign state, its firm bases and structure. Thus, his creativity is of great importance from the point of view not only history, literature, philosophy, linguistics, but also of jurisprudence.

The article «Caspian sea - the sea of peace and friendship» a special emphasis is made on the fact that development and rational use of natural riches of the Caspian sea, preservation of its unique biodiversity as well as international cooperation in the Caspian region is one of the strategic areas of the state policy of Turkmenistan initiated by Hero-Arkadag Gurbanguly Berdimuhamedov and nowadays consistently realised by President Serdar Berdimuhamedov.

Proceeding from these goals, our country develops constructive partnership with Caspian states as well as with authoritative international organisations, first of all with the United Nations Organization and its specialised structures, including with the United Nations Environment Programme (UNEP) and UNESCO.

Putting forward specific proposals in the sphere of ecology, preservation of the environment and rational wildlife management, initiating large-scale projects, Turkmenistan undertakes consecutive steps in the given direction, bringing a powerful contribution to the strengthening of fruitful regional and international interaction for universal well-being and sustainable development.

The article «Neutrality and promotion of legislation in the sphere of international cooperation» has been also published. It provides scientific-practical analysis of the legal status of permanent neutrality of Turkmenistan, which bears deep roots in history, culture and outlook of our people, its primordial adherence to principles of peaceful disposition, creation and universal humanistic values. In the given context, significance of the book by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov «Turkmenistan - the native land of neutrality» is especially underlined.

The article «Perfection of legislation of property in Turkmenistan» is also provided to the attention of readers. In the publication importance of systematic work carried out in our country for modernisation of profile legislative-legal base, its compliance with conventional standards of international law is marked.

The article «Practice of organisation of public service» is devoted to the theme of perfection of preparation and improvement of professional skill of state employees that has a great significance for balanced development of all branches of national economy, dynamic progress of our fatherland.

Today, the State Civil Service Academy under the President of Turkmenistan carries out this activity. In the given context, the great attention is given to formation of corresponding scientific and methodological basis, study of the best practice and advanced experience of the countries of the world. In this regard, cooperation with the People’s Republic of China is given as an example in the publication.

The edition is concluded with the traditional headline "Chronicles" in which the review of meetings, conferences, seminars and other actions, which have taken place in Ashgabat with participation of representatives of authoritative international organisations, is given to the attention of readers.
