Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, the agenda of which included a number of priority issues of state life.
The first to speak was the Chairwoman of the Mejlis D. Gulmanova, who informed about the ongoing work to modernize national legislation.
As reported, at present, in order to strengthen the legal framework for large-scale reforms carried out in the country, amendments and additions are being made to a number of legislative acts, in particular, those regulating civil law relations, issues related to administrative offenses, taxes, and the development of automobile transport.
There was also information on the preparations for the national forum dedicated to the 33rd anniversary of the independence of the Fatherland. Work in this direction is being carried out jointly with the Office of the Halk Maslakhaty, the Cabinet of Ministers, relevant ministries and industry departments, khyakimliks, and public organizations.
As part of strengthening relations with the parliaments of foreign countries and international organizations, a meeting was held with the head of the regional development department of the Ministry of Foreign Affairs, Commonwealth and Development of Great Britain. There were also held meetings of the Mejlis deputies with representatives of the structural divisions of the United Nations.
The head of the Parliament informed about the participation of the people’s representatives in events to explain to the general public the goals and objectives of the state policy being implemented and the laws being adopted, the historical and socio-political significance of the upcoming meeting of the Halk Maslakhaty, the successes achieved in the country over 33 years of independence.
Summarizing the presented information, President Serdar Berdimuhamedov noted that the new bills being developed must be perfect and meet modern realities. These laws must reflect the effectiveness of the state policy being implemented, create conditions for further improving the well-being of the people, the head of Turkmenistan said, emphasizing that work should be continued to explain them to the population.
Deputy Chairman of the Cabinet of Ministers H.Geldimyradov, who spoke next, reported on the results of the Investment Forum, an international conference on attracting high technologies and innovations to the economy of Turkmenistan, as well as specialized exhibitions held in Ashgabat on September 10-11.
As reported, representatives from 44 countries took part in the Investment Forum, including 22 international organizations, government agencies of foreign countries and companies, embassies accredited in Turkmenistan. According to the program, three plenary sessions were held within its framework, dedicated to the development and international initiatives of our country in the economic sphere, transport and communications sector, oil and gas and energy complexes, 7 sessions on key areas of the economy, 4 round table meetings.
Representatives of Turkmenistan in their speeches widely covered the investment potential of the national economy sectors, promising projects planned for implementation, the created favorable investment climate, as well as the legal, financial and economic conditions available for foreign investors. The reports of foreign experts, heads of authoritative organizations and companies noted the growing authority of our country on the world stage and its commitment to fulfilling its international obligations.
At the same time, delegates of the forum on the digital system took part in the opening and laying of major facilities related to the oil and gas, energy, transport and logistics and communications sectors, which are symbols of good-neighborly and fraternal Turkmen-Afghan relations.
In addition, within the framework of the Investment Forum, 9 Memorandums, 5 Agreements and 8 contracts were signed between the relevant ministries, industry departments, enterprises of our country and foreign partners. More than 80 meetings were organized with the heads and representatives of international organizations, financial institutions, foreign government and state structures, during which an exchange of views took place on the possibilities of establishing and developing cooperation in various sectors of the economy, on priority areas of mutually beneficial partnership.
28 ministries and industry departments, 58 domestic private companies and 28 companies from 14 countries took part in the work of the international conference on attracting high technologies and innovations to the economy of Turkmenistan and the exhibition, which was held at the International Scientific and Technical Park of the Academy of Sciences. The results of the “Hi-tech Startup Turkmenistan 2024” competition were summed up within the framework of the forum.
After hearing the report, President Serdar Berdimuhamedov noted that the Investment Forum held in the capital was a good opportunity to strengthen our country’s economic ties with the world community, establish new business contacts, and get acquainted with the investment potential of the Homeland. In this regard, the Deputy Prime Minister was assigned to continue work on the implementation of investment projects and the further development of international cooperation in this area.
Then Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the activities carried out to discover and develop the country’s territories rich in hydrocarbon resources, as well as to improve the material and technical base of the supervised industry.
As noted, the acquisition by the Türkmengeologiýa State Corporation of a complex of 3D geophysical equipment with digital control, capable of functioning in various conditions, will allow Turkmen geologists to identify areas rich in hydrocarbons and obtain accurate data.
In this regard, a corresponding proposal to strengthen the material and technical base of the industry was submitted to the head of state for consideration. Summarizing the report, President Serdar Berdimuhamedov emphasized that in order to increase the pace of work on identifying underground storage facilities, increasing the resource base of hydrocarbon raw materials and modernizing the industry’s infrastructure, it is necessary to continue providing it with specialized equipment.
Having approved the proposal to introduce a 3D geophysical equipment complex into the activities of the Türkmengeologiýa State Corporation, the head of Turkmenistan commissioned the Deputy Prime Minister to take appropriate measures in this direction.
Deputy Chairman of the Cabinet of Ministers T. Atahallyyev reported on the progress of seasonal agricultural campaigns in the country.
As noted, wheat sowing is currently being carried out in all regions of Turkmenistan in accordance with agro-technical standards. The necessary steps are being taken to provide producers with high-quality seeds, as well as to effectively operate agricultural machinery involved in sowing.
Along with this, cotton harvesting, which began with the blessing of the head of state, continues in an organized manner. Appropriate measures are being implemented to ensure uninterrupted reception of collected raw cotton at reception points and cotton ginning plants, and efficient operation of motor transport used to transport the ‘white gold’.
In order to increase the livestock population and improve its productivity, all necessary measures are being taken to create reserve stocks of feed in the livestock farms of the velayats. Corresponding work is also being carried out to increase the number of Akhalteke horses, ensure proper care for them and preserve the purity of the breed.
In addition, in order to improve the water supply of agricultural fields and the melioration state of lands, and the careful and efficient use of water resources, work is continuing to strengthen river banks, irrigate and clean drainage canals.
Having heard the report, President Serdar Berdimuhamedov, emphasizing the importance of timely sowing of wheat in the velayats, providing farmers with high-quality seed material, optimal use of the sowing equipment, instructed the Deputy Prime Minister to ensure the harvesting of the grown cotton crop without losses.
Continuing with the report, the Deputy Chairman of the Cabinet of Ministers reported on the preparations for the meeting of the Intergovernmental Coordination Council on Seed Issues of the Commonwealth of Independent States scheduled for September 16 of this year, as well as for the international scientific conference “Achievements in the Field of Seed Production of Agricultural Crops and Prospective Tasks” scheduled for September 19-20.
As noted, the Deputy Secretary General of the CIS, members of the Intergovernmental Coordination Council on Seed Issues of the CIS, specialists and researchers working in this area and other sectors of the agro-industrial complex, and representatives of companies are planned to participate in these events.

Annamamedov reported on the work being carried out in the capital in preparation for the 33rd anniversary of Turkmenistan’s independence, widely celebrated in the year of “The Fount of Wisdom of Magtymguly Fragi”, as well as for the upcoming meeting of the Halk Maslakhaty.
As the Deputy Prime Minister reported, on the eve of the country’s main holiday, necessary measures are being taken to turn Ashgabat into a blooming garden, create the most favorable conditions for cultural recreation of residents and guests of the city, and hold the scheduled events at a high level.
In this regard, work is underway to repair social and cultural buildings, improve adjacent areas, parks, squares, fountains, and plant decorative flowers. Monitoring is carried out to maintain the cleanliness of streets and residential complexes.
Great importance is attached to the festive decoration of the city.
Grand openings are planned in the Parahat-7 residential complex of Ashgabat for four 9-story 54-apartment and nine 9-story 36-apartment residential buildings, as well as a park.
In addition, preparations are underway for the meeting of the Halk Maslakhaty of Turkmenistan – a historical event of great importance in the life of the Fatherland.

Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the work to organize an exhibition of economic achievements dedicated to the 33rd anniversary of Turkmenistan’s independence.
As reported, the exhibition is planned to be held near the capital’s Garagum Hotel. Its opening is scheduled for September 19.
The exposition will reflect the transformations carried out in the era of the Revival of a new epoch of a powerful state under the leadership of President Serdar Berdimuhamedov in all areas, as well as the country’s successes achieved over the years of independence. The forum provides for the organization of presentations of new products of state and private enterprises, investment projects and promising programs for the development of various sectors of the economy.
In addition, it is planned to hold master classes to familiarize with folk crafts, such as carpet weaving, dutar making, pottery, etc.

In order to thoroughly study the rich literary heritage of the great Turkmen poet and thinker of the East, stimulate young people who are fond of his work, increase the sense of patriotism, commitment to the principles of unity, honesty, humanism, sung in the works of the classic of Turkmen literature, within the framework of the competition of the President of Turkmenistan for the Türkmeniň Altyn asyry Prize, the competition “The Fount of Wisdom of Magtymguly Fragi” was announced.
On the occasion of the wide celebration of the 300th anniversary of Magtymguly Fragi and the approaching glorious date – the 33rd anniversary of state independence, a number of creative competitions were also held among young writers, playwrights, artists, musicians, library workers, organized by the Ministry of Culture jointly with the State Committee of Turkmenistan for Television, Radio Broadcasting and Cinematography, public organizations of the country. Their results have already been summed up, and award ceremonies for the winners were held.
On September 28, the results of a number of competitions announced to mark important dates will be summed up in the Exhibition Hall of the State Academy of Arts. As noted, they create an excellent opportunity to popularize the rich literary heritage of the outstanding poet and humanist of the East Magtymguly Fragi, and are an inspiring stimulus for young people to achieve new successes, develop national literature and culture.
After hearing the report, President Serdar Berdimuhamedov noted that in honor of the 300th anniversary of Magtymguly Fragi’s birth, large-scale work is being carried out at the international level, which facilitates the widespread popularization of the poet’s work in the world, and the fundamental study of his legacy. In this regard, the Deputy Prime Minister was commissioned to ensure a high organizational level of creative competitions dedicated to the anniversary of the brilliant master of words and the celebration of the 33rd anniversary of the sacred independence of the Fatherland.
Deputy Chairwoman of the Cabinet of Ministers B. Orazdurdyeva reported on the upcoming international Olympiads and scientific and practical conferences in higher educational institutions of the country.
As noted, in the era of the Revival of the new epoch of a powerful state, modern educational institutions equipped with the latest technologies are being built and put into operation, and program activities are being implemented to train qualified specialists.
Positive experience has been accumulated in holding international scientific conferences, exhibitions, competitions and Olympiads, which promote the expansion of international cooperation in the field of science and education.
In this regard, in order to implement the tasks defined in the “Strategy for International Cooperation of the Youth of Turkmenistan for 2023-2030”, as well as in the adopted specialized concepts, the Ministry of Education of Turkmenistan plans to hold:
On October 16-17, an international competition of scientific and project works entitled “Agro Innovations: a Bright Path to Sustainable Development” via a digital system at the Turkmen Agricultural Institute;
On November 1, the open International Olympiad “International Financial Reporting Standards” at the Turkmen State Institute of Finance;
On November 6, the International scientific and practical conference “Development of the agro-industrial complex” via the digital system at the Turkmen Agricultural University named after S.A. Niyazov;
On November 13, the International scientific and practical conference “Prospects of Innovative Technologies in Chemistry and Gas Chemistry” at the International University of Oil and Gas named after Yagshygeldi Kakayev;
On November 15, an open International Internet Olympiad on the subject of Finance, and on November 29 – an International scientific and practical conference via the digital network Sustainable Economic Growth: International Experience and Future Development Trends at the Turkmen State Institute of Economics and Management;
International Olympiads on the subjects of Philosophy (November 18-20) and Economics (November 21-23) at the International University for the Humanities and Development;
On November 20, the third International Olympiad on the subject of Biology at the Turkmen State Medical University named after Myrat Garryev;
On November 25-30, the third International Olympiad on the subject of Chemistry at the Turkmen State University named after Magtymguly.
As noted, along with students, teachers and scientists from our country’s universities, representatives from the Russian Federation, the United States, the People’s Republic of China, the Republic of Korea, the United Arab Emirates, Austria, Germany, Belarus, Malaysia, Uzbekistan, Kazakhstan and other countries will take part in the above-mentioned international Olympiads and scientific and practical conferences.
It is planned to award medals and diplomas of various levels to talented students who win intellectual competitions.
Summarizing the report, President Serdar Berdimuhamedov emphasized the importance of the program work carried out in the country to improve the education system and train personnel.
Noting the great importance of the international scientific conferences, exhibitions and Olympiads that facilitate the development of cooperation in science and education, strengthening friendly ties between students, as well as training highly qualified specialists for promising and fast-growing sectors of the national economy, the head of state instructed to ensure a high organizational level of all events planned for October-November of the current year.
Then the floor was given to Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov, who reported on the measures taken to increase international cooperation of Turkmenistan in the digital sphere. In this context, a number of proposals were submitted to the head of state for consideration.
In particular, it is proposed to develop an Action Plan to bring the domestic legislative framework into line with modern norms of international law. In this regard, it is envisaged to regularly organize seminars and conferences with international partner organizations in order to consider the possibility of Turkmenistan joining the adopted conventions in the field of digitalization, as well as modernizing national legislation in accordance with international documents.
Along with this, it is proposed to hold an interregional Dialogue on the development of digital cooperation in Ashgabat in November 2024. This event will allow considering new prospects for interaction with the states of the region and specialized companies, exchanging experiences, and familiarizing the world community with the activities carried out in Turkmenistan in this area.
In continuation of the report, a proposal was voiced to develop a Cooperation Program with technologically advanced countries of the world in ensuring cybersecurity of the digital system for 2025-2027. In this context, it is envisaged to regularly familiarize domestic specialists with systemic measures taken in foreign countries to ensure cybersecurity, protect information technologies, and exchange experience.
It is also proposed to further strengthen cooperation with the United Nations Counter-Terrorism Office to protect the digital system. At the same time, it seems appropriate for Turkmenistan to actively participate in 2024-2025 in events and projects carried out by this specialized UN structure in a number of relevant areas, such as preventing cyber terrorism on the Internet, protecting key infrastructures from cyber attacks, etc.
In addition, it is proposed to build up partnership with the Organization for Security and Cooperation in Europe in such areas as cybersecurity, digitalization of public and banking services, economics, and increasing the competence of national specialists in the use of digital financial systems. In order to further strengthen cooperation with the OSCE in these areas, it is planned to study the implementation of various regional projects, as well as regularly conduct advanced training courses.
Summarizing the report, President Serdar Berdimuhamedov noted that in our country, in order to modernize the sectors of the national economy, a digital system is being widely introduced. In accordance with the requirements of the time, types of services are being improved, their range is expanding. In this regard, it is necessary to constantly study best practices in order to carry out these activities at the level of international standards, the head of state said, addressing specific instructions to the Deputy Prime Minister and the head of the Ministry of Foreign Affairs.
Then, the Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyyev reported on the work being done to improve the qualifications of civil aviation personnel.
As reported, it is proposed to organize training based on the International Civil Aviation Organization (ICAO) program at the Aviation Personnel Training School of the Türkmenhowaýollary Agency.
In order to increase the cargo turnover of the country’s international airports, effectively use the capacity of cargo warehouses, and increase the number of international cargo transportations, it is planned to organize specialized courses.
In this regard, the head of the Agency submitted a corresponding proposal to the head of state for consideration.
After hearing the report, President Serdar Berdimuhamedov noted that in recent years, the civil aviation industry in our country has been developing more and more dynamically, new aircraft are regularly purchased, modern conditions have been created at airports, which requires training of international-level specialists.
Having approved the proposal to organize training to improve the qualifications of civil aviation personnel and gain experience, the head of state assigned the head of the Agency to carry out appropriate work in this direction.
Then, addressing the members of the Cabinet of Ministers, President Serdar Berdimuhamedov noted that in the year “The Fount of Wisdom of Magtymguly Fragi” the Program of Social and Economic Development of Turkmenistan and Investments in 2024 was adopted, within the framework of which the relevant measures are being implemented. Recently, the Investment Forum was held at a high level in the capital, the head of state said, emphasizing the need to analyze its results and prepare reports on attracting investments to our country in all areas.
In this context, President Serdar Berdimuhamedov instructed the members of the Cabinet of Ministers to ensure a high organizational level of the international conference in the format of a briefing, which will summarize the results of the Investment Forum and the specific proposals made at it, and will also reveal the historical significance of the commissioning and foundation of important facilities. Along with this, the head of state ordered the preparation of a scientifically teaching aid based on the results of the Investment Forum, which will be useful for teachers and students of universities specializing in economics.
Then the Deputy Prime Minister, the head of the Ministry of Foreign Affairs noted that the large-scale activities to create a favorable investment climate in the country, initiated by the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Hero-Arkadag, are consistently continuing under the leadership of President Serdar Berdimuhamedov. A clear confirmation of this is the representative composition of the participants of the Investment Forum and the agreements reached within its framework. Having successfully held this important forum, Turkmenistan once again confirmed its reputation as a reliable partner.
Along with this, the importance of commissioning and starting construction of new facilities in the energy, transport, communications and logistics sectors on the Turkmen-Afghan border was emphasized. As noted, the implementation of these projects is a clear example of cooperation based on the traditions of good neighborliness.
Taking this opportunity, the Deputy Prime Minister, the Minister of Foreign Affairs, on behalf of the participants of the meeting, congratulated President Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov on these significant events and wished them good health, long life and success in all noble endeavors.
The head of state, speaking about the high organizational level of the international Investment Forum, noted the importance of the negotiations held within its framework and the agreements reached.
President Serdar Berdimuhamedov emphasized that the commissioning and laying of the foundations of large facilities that will serve the common interests of the peoples of Turkmenistan and Afghanistan, which took place with the participation of Hero-Arkadag, are a clear confirmation of the successful implementation of the foreign policy of our country, based on the principles of good neighborliness.
The meeting also considered a number of other important issues of state life, on which appropriate decisions were made.
