One of the significant outcomes of the recently concluded III Turkmen-Chinese Science and Innovation Forum in Ashgabat, titled "Innovations, new technologies and issues of their manufacturing application," was the signing of the Memorandum of Understanding between the International Scientific and Technological Park of the Academy of Sciences of Turkmenistan and the International Scientific and Technical Exchange Center of Hubei Province, People's Republic of China. This memorandum concerns the establishment of the Turkmen-Chinese Center for Scientific and Technical Cooperation.

According to the document, the center will be established at the International Scientific and Technological Park of the Academy of Sciences of Turkmenistan, following a proposal by the subcommittee on scientific and technical cooperation under the Turkmen-Chinese Intergovernmental Cooperation Committee, in accordance with the legislation of both countries. The creation of this center will lend a more concrete and systematic character to bilateral scientific and technical cooperation. The Memorandum outlines three main tasks of the Center: facilitating research institutions in establishing and expanding bilateral cooperation in science, technology and innovation; establishing broad connections between research institutions for technology exchange between the two countries, taking into account strategic national needs; creating and jointly using an effective and pragmatic platform for bilateral cooperation in science, technology and innovation.

The Turkmen-Chinese Center for Scientific and Technical Cooperation will engage in various activities, primarily supporting the preparation and implementation of proposals from the subcommittee on scientific and technical cooperation under the Turkmen-Chinese Intergovernmental Cooperation Committee. In the context of technical cooperation and technology exchange, joint collection and exchange of scientific and technical information will be conducted, as well as information about the needs of research institutions in both countries. Plans include jointly organizing or mutually supporting bilateral and multilateral events on scientific and technical cooperation and exchange, including seminars, symposia, conferences and scientific-technical exhibitions. To enhance scientific-technical exchange, mutual visits by representatives from science and technology sectors will be organized, with special attention to expanding exchanges among leading personnel and young scientists.

Special courses are planned to improve the professional level of scientists and technical specialists. To ensure that appropriate decisions are made by the subcommittee on scientific and technical cooperation, the Center will regularly prepare information on results achieved from scientific-technical cooperation between parties and present it to authorized scientific-technical institutions in their respective countries. Other activities may also be undertaken with mutual agreement.
