A working meeting at the national level was held in Ashgabat to discuss Turkmenistan's climate reporting in accordance with its obligations under the United Nations Framework Convention on Climate Change (UNFCCC) of 1992 and the Paris Climate Agreement of 2015.
The event was organized within the framework of the project "Sustainable Cities in Turkmenistan: Integrated Development of Green Cities in Ashgabat and Avaza", implemented jointly by the Ministry of Environmental Protection of Turkmenistan and the United Nations Development Programme (UNDP). The meeting was attended by representatives of relevant ministries and departments of our country and a number of international organizations.
The participants discussed the First updated Biennial Report (DD1/BUR1) and the First Biennial Transparency Report (DDT1/BTR1), prepared with the support of the United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP) jointly with the ministries of Turkmenistan.
The issue of finalizing the preparation of Turkmenistan's Fourth National Communication (HC4/NC4) on climate Change for the United Nations Framework Convention on Climate Change (UNFCCC) was also considered.
An important outcome of the discussions was the launch of the process of Updating the Nationally Determined Contribution (NDC 3.0) under the Paris Climate Agreement.
The obligations under the UNFCCC and the Paris Agreement have a universal framework for reporting on countries' actions to combat climate change. They are based on the UNFCCC National Communications and Nationally Determined Contributions (NDC) under the Paris Agreement. At the same time, transparency in reporting is a fundamental principle of the UNFCCC.
Turkmenistan approved the Nationally Determined Contribution on May 12, 2022, and then submitted it to the UNFCCC Secretariat in accordance with its obligations under the Paris Agreement on Climate Change and the recommendations of Article 4.4 of the Agreement. The current NDC as a strategic document in the field of climate change is currently being implemented in Turkmenistan in close cooperation with the UNDP.
