From June 15 to 22, the Turkmen delegation visited the capital of the Russian Federation on a working visit, which took place within the framework of the projects of the United Nations Industrial Development Organization (UNIDO).

The delegation included representatives of the Ministry of Environmental Protection, the Ministry of Energy, the Ministry of Construction and Architecture, the Ministry of Trade and Foreign Economic Relations, the State Customs Service, the Main State Service "Turkmenstandartlary", the State Concern "Turkmenhimiya", the Union of Industrialists and Entrepreneurs, the International University of Oil and Gas named after Ya. Kakayev, the Turkmen State Institute of Architecture and Construction, and enterprises of the refrigeration industry.

The purpose of the trip is to study the experience of switching to natural refrigerants and increasing energy efficiency in light of the reduction in the consumption of hydro fluorocarbons (HFCs) within the framework of the implementation of the Kigali Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer.

As is known, Turkmenistan is an active participant in international activities to reduce greenhouse gas emissions and fight against global climate change. In 2020, our country joined the Kigali Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer. The amendment provides for a phased reduction in the consumption of HFCs - synthetic greenhouse gases with a high global warming potential, which are used in many areas of economic activity, including the refrigeration industry.

UNIDO is implementing projects in Turkmenistan to implement the Kigali Amendment (KIP) and improve energy efficiency.
During the trip to Russia, representatives of the Turkmen delegation got acquainted with large enterprises and facilities of the refrigeration industry using natural refrigerants.

On the first day of the visit, they visited the manufacturing facility of the “Industrial Solutions” LLC, where industrial refrigeration equipment is manufactured using the natural refrigerant ammonia. The company's team of experienced professionals has implemented more than 500 projects throughout Russia and has developed expertise in the field of energy, oil and gas, and industrial refrigeration.
The company's integrated approach, aimed at ensuring environmental sustainability, combines the reduction of electricity consumption, water consumption, industrial wastewater, and natural gas consumption. Resource savings are achieved through more efficient technologies, decarbonization of production facilities, recycling of waste heat and the use of ecologically safe refrigerants in refrigeration systems.
To the delegates from Turkmenistan were vividly demonstrated the stages of the production process at the refrigeration equipment manufacturing plant. The guests had the opportunity to get acquainted with a variety of technical solutions related to the use of ammonia as a refrigerant.
Next, a meeting was held at the “Globus” hypermarket in the “Gorod Kosino” shopping center, the refrigeration systems of which were designed and installed by the “KrioFrost” group of companies using the ecologically pure refrigerant carbon dioxide.
On the second day of the visit, an excursion took place to the city of Kirzhach in the Vladimir region to the industrial refrigeration equipment plant "TechnoFrost", which is actively increasing the production of equipment using natural refrigerants and introducing energy-efficient technologies.
Modern high-tech production is located on an area of more than 40,000 square meters. In 2022, as part of the import substitution program, the plant developed new product lines, which use more than 90% of Russian raw materials and components. Production of liquid cooling units for air conditioning systems and precision air conditioners for data centers has been established here, and this year a laboratory complex for testing chillers and precision air conditioners has been opened, which has no analogues in Russia and the CIS countries.
During the visit to the plant, the delegation members were able to see the entire production cycle of modern industrial refrigeration equipment and air conditioning systems. The guests were presented with various samples of refrigeration equipment using natural refrigerants.
On the third day of the visit, representatives of Turkmenistan took part in the conference "Energy Efficiency of refrigeration systems in the light of the rejection of hydrofluorocarbons", organized by UNIDO, the “KrioFrost Academy” Scientific and Educational Center and the Russian Union of Refrigeration Industry Enterprises (Rossoyuzkholodprom).
The forum was held in the REC "CryoFrost Academy". The event was opened by international expert Olga Volgina, who presented an overview of international experience in creating minimum energy efficiency standards for refrigeration and air conditioning systems. In this regard, examples of the effective experience of the EU, China, the USA, Belarus and other countries were given. The expert listed the measures taken by Turkmenistan in this direction, including in the framework of international projects to phase out HFCs.
The topic of further steps in the development of regulatory legal, programmatic, methodological and information-analytical documents on Turkmenistan's implementation of obligations under the Montreal Protocol and the Kigali Amendment to it was continued by the international expert of UNIDO Vasily Tselikov.
Yuri Dubrovin, Chairman of the Board of Rossoyuzkholodprom, spoke about the opportunities for Russian business to cooperate with Turkmenistan in the area of implementing the Kigali Amendment.
Alexander Kotlyar, founder and head of the “Technofrost” plant, head of the “KrioFrost” Group of companies, also addressed the audience. He shared his experience in creating and developing a business in the field of refrigeration technology.
Ilya Malafeev, Head of the “KrioFrost Academy”, spoke on the topic of energy efficiency of refrigeration systems using natural refrigerants using the example of real objects.
The “KrioFrost Academy” REC, which became the venue for the conference, was established in 2021 by “Technofrost” to provide practical support to specialists in the refrigeration and related industries. Information resources and the electronic library of the “KrioFrost Academy” contribute to improving the level of training of students and graduates of specialized educational institutions. In addition, the center is a unique platform for organizing research projects, presentations, seminars, and conferences related to refrigeration technologies.
The program of the visit of the delegation from Turkmenistan also included training sessions on the safe handling of natural refrigerants, conducted at the “KrioFrost Academy”. At the end of the training, the participants got acquainted with the operation of another refrigeration system using natural refrigerants at the “Globus” distribution center in Pushkino, Moscow region. On the last day of the visit, the specialists of the Turkmen enterprises who participated in the trainings were awarded certificates of completion.
All the events that took place during the visit to the Russian Federation aroused the keen interest of Turkmen specialists and greatly contributed to the enrichment of their knowledge, to the acquisition of valuable experience and the development of professional skills. Having expressed great gratitude for the productive meetings and warm reception on Russian soil, representatives of Turkmenistan invited Russian experts to take part in the International Conference and Exhibition "Construction, Industry, Energy of Turkmenistan" (CIET 2025), which will be held in Ashgabat on November 3-5, 2025.
