The internationally significant proposal of the President of the People's Republic of China Xi Jinping on global governance is identical to the conceptual understanding of Turkmenistan of further improvement of the architecture of international relations, their collective management based on the principles of equality, justice and mutual respect. This was stated by the President of Turkmenistan Serdar Berdimuhamedov, speaking at the Summit in the SCO+ format.

The head of state placed special emphasis on the fact that the SCO's fundamental approaches to strengthening international and regional stability, creating conditions for political and diplomatic dialogue as the basis for interstate relations and resolving complex issues are understood and supported.

In this regard, President Serdar Berdimuhamedov emphasised the consistently constructive position of the Shanghai Cooperation Organisation on Turkmenistan's foreign policy, permanent neutrality, and international initiatives. The President of Turkmenistan also recalled that the states that are now part of the SCO supported and co-authored the UN General Assembly resolutions on Turkmenistan's neutrality, and a wide range of other UN decisions initiated by Ashgabat.
