For the development of economy and improvement of welfare of the nationals

At the recent enlarged meeting of Cabinet of Ministers of Turkmenistan, the head of state Gurbanguly Berdimuhamedov concretized major trends of the forthcoming work on realization of the Program of all-round development of the country until 2016. As is known, this program was approved among first conceptual documents immediately after inauguration of the president in February of the current year. Its main purpose is the development of economy and further improvement of welfare of the Turkmen residents.

It was sounded in the course of the meeting of Cabinet of Ministers that according to the results of the socio-economic development of Turkmenistan in the first half-year of 2012, realization paces of the Presidential Program, are high. The volume of GDP came to 111.1%. As compared with the same period of the last year, the production volumes increased up to 128.2%.

Large funds are invested in implementation of the scale internal projects. Among them, it is worth mentioning a regular stage of construction of facilities of the National Tourist Zone “Avaza”. In the near future, the “Mollakara” sanatorium will be put into operation there in the Balkan province. Construction of the North-South railway is under completion. As for the oil and gas sector one can mention the agreements on increase of volumes of gas delivery to China through the gas pipeline of the century from Turkmenistan to the Celestial Empire and construction of the gas artery from our country to India through transit countries – Afghanistan and Pakistan. A one thousand-kilometer long inside gas pipeline East-West is built to own funds. In the south-east of Turkmenistan, a giant of the chemical sector – the Garlyk ore-dressing and processing potassium enterprise is being constructed. New and new seats of oil and gas deposits, other minerals appear on the geological map of the country.

It is worth of special mentioning the fancifully rapid development of the white-marbled capital. Suffice it to mention the recent commissioning of the dwelling complex consisting of 18 multistory highly comfortable buildings along the “On yil Abadanchylyk” Avenue. Scales of the forthcoming – regular stage of the capital’s development are very impressive.

Particular attention is paid to the development of the education system, training of qualified specialists. The last enlarged meeting of the government on July 6 didn’t become an exception to the rule. Two new higher educational establishments were opened in Ashgabat for training of most demanded specialists – builders, architects and designers as well as for work in oil and gas sector. Additionally, new cost-accounting educational institutions, which will train essential staff for the country, are created. In 2012-2013 academic years, the higher educational establishments will be replenished with 5766 students. It means that admission of the first-year students will exceed the last year’s level by 711 persons. 5765 students will enter the secondary professional schools. It is by 1794 persons more as compared with the previous year.

Reformations in the village are scale. They will also gain greater scope according to the Presidential Program for the near five years. The leader of nation announced a figure: over 2 billion 247 million manats have been invested in its realization. Intensive work on realization of Plans of socio-economic development of the country’s provinces for 2012-2016 and completion of construction of designated projects in the provinces are next jobs ahead.

The issues of successful realization of investment projects are of the national significance. Today, construction of nearly 1800 facilities is underway in Turkmenistan. Their total cost is 35 billion 400 million US dollars (in growth of investments – 116.6%).

President of Turkmenistan Gurbanguly Berdimuhamedov particularly underlined that in the second half-year of 2012 – “…we have to realize complex programs and reformations intended for long-term effect in socio-economic development of the country and it continues to remain as a priority trend”. Only at the recent enlarged meeting of Cabinet of Ministers, the Programs of development of financial-economic and banking systems, oil and gas complex, chemical industry and fishing industry, agriculture, transport and communications, State Programs of development of science and education, sphere of culture of Turkmenistan until 2016, National development program of civil aviation of the country for 2012-2030 have been approved. From viewpoint of stability of the country’s development, solidity of its fiscal system and discipline, instruction of the President given to the relevant officials of the country on beginning of work at the State Budget of Turkmenistan for 2013 is very important. According to the definition of the nation leader, budget “…should fully focus on social purposes”.

A regular step, testifying about concern, welfare of the people, is the decision on increase of wages, state benefits by 10%, pensions – by 15% from January 1. Henceforth, maximal level of pensions will come to 742 manats per month, for participants of war in 1941-1945, their minimum rate will come to 725 manats per month, maximum – 978 manats per month, etc. As before, the privileges for natural gas, electricity, water, dietary salt, petrol are unprecedented and tariffs of housing and communal services, communication services, fare in city buses, etc. is minimal. Like in the last school year, all first formers of the country’s comprehensive schools (over 71 thousand children) will receive laptops as a gift from the state this year as well.

At the last meeting of Cabinet of Ministers, the President of Turkmenistan directed the attention of officials, governors to the issues of wide involvement of entrepreneurship into the agro-industrial sector, introduction of new working methods in village. Time has come and the nation leader reminds again about it: “Don’t be afraid of giving people a land for long lease. Let them sense the real owners of land!” President Gurbanguly Berdimuhamedov underlines: “Without participation of representatives of the private sector, reforms in agriculture will never yield necessary results!”

Setting concrete goals for future, President Gurbanguly Berdimuhamedov underlined special role and significance of organizational peculiarities, diligence, and ability to solve independently difficult and complicated tasks of new time. “We will attach great importance to the level of high-minded training of an official and his patriotic awareness, his devotion to the policy of the state and people, his modesty and generosity, honesty and respectability, in general, his human qualities” – noted the head of state.

New stage of accomplishments, chain of deeds for welfare of the Motherland is ahead.
