Today, flower-laying ceremonies were held at the Monument to the Constitution and the Main Flag of the country in the capital with participation of President Serdar Berdimuhamedov.

In the annals of independent neutral Turkmenistan, Day of the Constitution and National Flag takes a special place, personifying a celebration of national statehood, unity of people and fidelity to creative ideals. This double holiday embodying the continuity of generations and strengthening of democratic values, clearly testifies to aspiration of Turkmen society to follow principles of peace, progress and humanism.

The Main Law of Turkmenistan serves as a strong basis of the legal system of the country and guarantees the sovereignty of our fatherland, protection of the rights and freedom of citizens, and further development of all spheres of public and state life. Based on rich historical experience, the Constitution proclaims the individual the highest asset and legislatively fixes priority areas of development of society and the state in the present period.

The sacred national flag, which is proud fluttering in the peaceful sky of our land, is an embodiment of the glorious past, creative present and great future of Turkmen people. In its colours and unique carpet patterns one can see a reflexion of the nation cultural wealth - peaceful disposition, good neighbourhood, justice, creation and high humanistic ideals.

It is remarkable that two main symbols of statehood are united by one holiday, personifying their strong semantic coherence: the Constitution defines a legal basis of development of society, and the national flag inspires citizens onto new labour and creative achievements. Together they serve as powerful uniting force, bringing up in the younger generation a pride for their fatherland.

In the congratulatory message of President Serdar Berdimuhamedov to the people of independent neutral Turkmenistan on the occasion of the significant date, it is underlined that the Constitution confirming the individual the highest value of society and the state, and the national flag personifying unshakableness of our independence and neutrality, unity and coherence - national relics. The green colour of the cloth of the national flag marks renewal and life. The carpet ornaments placed on it display honour of the nation, its peaceful disposition and well-being, and olive branches - adherence to humanism. The half- moon with five stars personifies unity of people, inspires to move by the path of glorious achievements to heights of progress.

«Increasing the feeling of patriotism, the national flag inspires us into achievement of new boundaries. The heavenly bodies represented on its cloth – an eternal symbol of unity of the nation. The Main Law makes a strong basis of constant neutrality three times recognised by the United Nations Organization, peaceful disposition and good neighbourhood, principles of which we successfully advance on the global arena. At the same time, in the Constitution of Turkmenistan democratic foundations of our people developed during several thousand years are fixed. Based on these relics, we today, in the Era of Revival of the new epoch of the powerful state, build a legal, secular state, a fair civil society. We also successfully put into practice social and economic and political-legal reforms», - the message of the President of Turkmenistan reads.

The national flag is an invaluable property that personifies our independence and neutrality, our great past, the happy present and bright future, our honour and advantage.

The green banner, on the cloth of which ancient carpet ornaments are placed, a half-moon with five stars and olive branches as a symbol of legal status of neutrality recognised by the General Assembly of the United Nations, glorifies our land and valorous people in the world.

During the new historical epoch, Turkmenistan shows to the world a unique model of development in which economic transformations are harmoniously combined with the social policy. The principles of the Main Law find an embodiment in building modern cities, development of industrial, transport-logistical and social infrastructure, cardinally changing the shape of our land.

The special attention in the country is given to perfection of national legislation and its compliance with the conventional norms of international law. The consecutive work in this sphere strengthens the authority of Turkmenistan as a reliable and responsible partner on the world scene, supporting general well-being.

… in the morning, at the Monument to the Constitution, which harmoniously combines with the beauty of picturesque foothills of the Kopet Dagh, Chairwoman of the Mejlis, deputy-chairmen of the Cabinet, heads of ministries and departments, military and law enforcement bodies, diplomatic missions and international organisations accredited in our country, honourable elders, representatives of public organisations, mass media, student youth, numerous residents of the capital gathered.

The head of the state lays a wreath at the foot of the Monument to the Constitution personifying unshakableness of state pillars of our sovereign fatherland, its democratic foundations and centuries-old traditions of people’s power, which nowadays received a worthy continuation.

Following the example of the head of Turkmenistan, wreaths and bouquets of flowers are laid by members of the Government, heads of the Mejlis, military and law enforcement bodies, ministries and departments, honourable elders, representatives of public organisations, and also all participants of the celebration.

Successfully realising grandiose programs and projects aimed at maintenance of well-being and prosperity of our beloved fatherland, our courageous people confidently build the happy life and bright future.

The spiritual heritage of our ancestors, which have been carefully preserved and augmented, attaches a special importance to the Constitution and National Flag of Turkmenistan. Precepts of great thinkers of Turkmen people about unity, justice and an independent state find the reflexion in grandiose fulfilments of the present.

The all-around development of human potential, creation of conditions for disclosing abilities of the youth, support of education, sciences, public health services and culture remain major areas of the state strategy fixed by the constitutional guarantees. Investments into the individual, its intellectual and physical health make a basis of all programs realised in the country.

On completion of the flower-laying ceremony at the Monument to the Constitution festive events moved to the festively decorated square where the 133-metre flagstaff - one of the highest in the world, on which the Main Flag of Turkmenistan is majestically flutters, is established.

Turkmens were always careful with the use of the flag. The sacred banner, which has deep roots in national history, personifies sovereignty and rights of people for the path of independent development, political self-determination and individual social and economic model.

Proudly fluttering the emerald cloth of our banner on flagstaffs of international forums and the largest world sports competitions fills heart of every Turkmen national with a feeling of deep pride, symbolising new heights of development in all spheres.
