Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers to consider a number of issues of state life.
Deputy-Chairman of the Cabinet Kh.Geldimyradov, who reported on the work implanted to develop the state budget of Turkmenistan for 2027, was the first to take the floor at the meeting.
As he reported, with a view of development of drafts of the state budget, the basic areas of social and economic development of the country and the investment program for the next year, the draft of the Resolution of the President of Turkmenistan «On development of the state budget of Turkmenistan for 2027» was prepared.
In the given draft, the procedure and concrete terms of preparation of corresponding estimations and data for development of the main financial plan of the country by ministries, sectoral departments and khyakimliks were defined. The state budget and financial and economic indicators for the forthcoming year will be prepared proceeding from the corresponding Program of the President of Turkmenistan, real possibilities and expected estimate indicators.
In the next year it is planned to take the measures aimed at maintenance of macroeconomic stability, rates of increase of GDP, stability of financial and monetary and credit systems, and dynamical development of branches of economy. In addition, further large-scale transformations will be also carried out, a considerable part of investments will be made in new manufactures, introduction of digital system and high technologies in branches will proceed. It is expected to give great attention to formation of favourable business environment, improvement of social standards of living of the population.
In this connection, the Deputy-Chairman of the Cabinet submitted the draft of the relevant document for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov pointed out that productive work on social and economic development of the country is carried out. With a view of its continuation in the forthcoming year, the head of the state signed the Resolution «On development of the state budget of Turkmenistan for 2027» and gave the Deputy-Chairman of the Cabinet corresponding instructions.
Further, Deputy-Chairman of the Cabinet G.Agajanov reported on development of licensed sea blocks located in the Turkmen sector of the Caspian Sea.
As he informed, for attraction of foreign investments into the national economy fruitful cooperation is maintained in the oil and gas branch with large foreign companies on the basis of the created legal, economic conditions and favourable investment climate.
In particular, a large-scale work is carried out and important projects aimed at development of licensed sea blocks of the Turkmen sector of the Caspian Sea are realised.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that development of oil and gas deposits of the Turkmen sector of the Caspian Sea promotes increase in reserves of hydrocarbon raw materials, attraction of foreign investments. Having approved the proposal on the further joint activity with foreign partners in this area, the head of the state instructed the Deputy-Chairman of the Cabinet to implement corresponding work to that end.
Deputy-Chairman of the Cabinet T.Atahallyev reported on the state of affairs in the agricultural branch and course of seasonal campaigns in velayats.
As he reported, at present, in cotton fields interrow cultivation, weeding, thinning, top dressing by mineral fertilizers, watering are carried out. In Dashoguz velayat the rice sowing, and in Lebap velayat - preparation for the rice sowing continues.
In addition, with a view of increase in volumes of cultivation of potato, vegetables and gourds, supply of the population in sufficient volumes with these produces in regions, in agricultural fields according to agro-technical standards, due care of spring crops and gathering of the crops is provided.
With a view to gather in the shortest terms of a rich yield of wheat, the Deputy-Chairman of the Cabinet asked the President of Turkmenistan to appoint the date of seminars to be held in velayats with participation of skilled agriculturists, experienced specialists, scientists and machine operators, and start of the grain-harvesting harvest season with participation of honourable elders and to bless the beginning of wheat harvesting.
Having heard the report, the head of the state underlined that one should hold complex development of agricultural branch, strengthening of the material and technical basis of the given sector in the centre of constant attention and instructed the Deputy-Chairman of the Cabinet to provide proper care of cotton fields according to agro-technical standards.
Addressing members of the Cabinet, President Serdar Berdimuhamedov marked that this year, regions of the country have grown a rich crop of wheat. In this connection, the head of the state blessed to give a start for the grain-harvesting season in Akhal, Lebap and Mary velayats on June 3 and in Balkan and Dashoguz velayats - on June 10 of this year, and asked honourable elders to start to the beginning of wheat harvesting with words «Bismilla!». The President of Turkmenistan wished big successes in their work to hardworking grain-growers and all workers.
Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on practical steps adopted to build comprehensive schools, a kindergarten and the health house in Buzmeyin etrap of Ashgabat city.
As he informed, with a view of successful fulfilment of the goals defined in the corresponding Program of the President of Turkmenistan, measures on erection of 2 comprehensive schools for 720 schoolchildren each, a kindergarten for 320 children and health house are realised in the populated area of Bagyr of the given etrap. At the schools and a kindergarten planned to build all conditions will be created to receive modern education and training of the younger generation. With a view of further development of national spheres of public health services and strengthening of its material and technical basis, the health house is planned to equip with modern medical devices and advanced technologies.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov noticed that goals on social and economic development of the country, including Ashgabat are successfully carried out. With a view of further transformation of the architectural-construction shape of the capital, the head of the state signed the Resolution «On construction of comprehensive schools, a kindergarten and a health house» in Buzmeyin etrap of Ashgabat city and instructed the Deputy-Chairman of the Cabinet to implement corresponding work.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation for the celebrations timed to the holiday of Turkmen carpet.
As he reported, on this occasion, it is planned to hold an exhibition of carpets and carpet products, XXVI Conference of the World Association Connoisseurs of Turkmen carpet. In the national museum of Turkmen carpet, it is planned to organise a festive ceremony for carpet weavers awarded for their big merits in development and perfection of national art of carpet weaving the state award - honorary title «Türkmenistanyň at gazanan halyçysy».
In the conference of the World Association Connoisseurs of Turkmen carpet, famous carpet weavers, admirers of art of Turkmen carpet weaving, scientists, specialists, representatives of the companies, which are engaged in carpet weaving from different countries of the world, are expected to participate. In the capital, it is also planned to organise conferences «Arşyň nepisligi» and «Janly rowaýat».
Summing up the report, President Serdar Berdimuhamedov pointed out that in the country the great attention is given to development and perfection of the art of carpet weaving. The head of the state instructed the Deputy-Chairman of the Cabinet to prepare properly for celebrations on the occasion of the holiday of Turkmen carpet, the exhibition of carpets and carpet production, conference of the World Association Connoisseurs of Turkmen carpet and to provide a high level of these events.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of basic events planned for June 2026.
As she informed, various celebrations, song and musical, cultural events, exhibitions, sports meetings, competitions are planned for the forthcoming month on the occasion of the motto of the current year «Independent neutral Turkmenistan - the homeland of purposeful winged racers», 35th anniversary of sacred independence of our fatherland, International Day of Protection of Children, World Bicycle Day, World Wildlife Day, Day of Science, Day of workers of art and culture and poetry of Magtymguly Fragi.
Besides it, in the capital Days of the culture of the Azerbaijan Republic in Turkmenistan, a number of international conferences, Olympiads and exhibitions will be held.
At the same time, final rounds of the competition «Çalsana, bagşy!» by Dashoguz, Lebap and Mary velayats and the final stage of the creative festival «Talyp joşguny - 2026» are planned to hold.
In Balkan velayat, it is planned to organise the Week of culture, song and musical events on the occasion of Day of workers of culture and art and poetry of Magtymguly Fragi.
In June of the current year on the festive square of Arkadag city, it is planned to hold a celebration timed to the 3rd anniversary of the opening of the city.
In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that one should prepare for events, which will be held on the occasion of International Day of Protection of Children, World Bicycle Day, World Wildlife Day, Day of science, Day of workers of culture and art, and poetry of Magtymguly Fragi properly. Having emphasised the significance of maintenance of a high level of forthcoming events, the head of the state gave the Deputy-Chairwoman of the Cabinet corresponding instructions.
Further, Deputy-Chairman of the Cabinet B.Mammedov reported on preparation for the physical culture and sports and health actions timed to World Bicycle Day.
As he reported, on June 3, in the capital it is planned to organise the mass bicycle race. On the occasion of the holiday from May 30 to June 3 in velayats, Ashgabat and Arkadag cities bicycle races, sports meetings, scientific-practical conferences, explanatory and educational and other actions are planned.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal fro consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov noticed that World Bicycle Day - international sports holiday popularising the healthy and happy life and instructed to hold planned physical culture and sports actions in our country properly.
Then, the Deputy-Chairman of the Cabinet reported on the draft of the Resolution «On approval of the national strategy for prevention and control of non-contagious diseases in Turkmenistan for 2026-2030».
As he reported, at present, as a result of indefatigable efforts of the President of the country. A large-scale work on protection of public health as the highest assets of the state, prevention and liquidation of diseases, development of sphere of public health services and pharmaceutical industry at world level is carried out. In particular, drafts of the national strategy in this area and the Plan of actions on its realisation were prepared.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov focused attention on the importance of the work aimed at increase of life expectancy of people, propagation of the healthy way of life. Having signed the document aimed at strengthening health of citizens, prevention and control of non-contagious diseases among the population, the head of the state gave the Deputy-Chairman of the Cabinet a number of instructions in this respect.
Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the new Resolution adopted by the General Assembly of the United Nations Organization.
As he marked, throughout a number of years at the initiative of Hero-Arkadag, our country brings out proposals of international significance on the agenda of the Community of the Nations, which find a wide support of the world community.
The President of Turkmenistan, continuing this course at high level, acts with initiatives concerning the strengthening of global peace and security, maintenance of sustainable development, expansion of humanitarian interaction and international cooperation in various spheres. The United Nations Organization adopted a number of resolutions in these areas.
As he reported, at the 82nd plenary meeting of the 80th session of the General Assembly of the United Nations, the Resolution «The role and importance of the policy of neutrality in maintenance and strengthening of international peace, security and sustainable development process», proposed by Turkmenistan was unanimously adopted.
The Deputy-Chairman of the Cabinet, Minister of Foreign Affairs warmly congratulated President Serdar Berdimuhamedov on this important political event and conveyed wishes of sound health, longevity and further big successes in his activity.
Addressing members of the Cabinet, the head of the state noticed that at the initiative of Hero-Arkadag the course of our permanent neutral fatherland on maintenance of universal peace is successfully realised.
At the 82nd plenary meeting of the 80th session of the General Assembly of the United Nations, the Resolution «The role and importance of the policy of neutrality in maintenance and strengthening of international peace, security and sustainable development process», initiated by Turkmenistan was unanimously adopted.
For us it is a great honour that the majority of member countries of the United Nations Organization has supported this Resolution, and the fact that many states have acted as its co-authors, President Serdar Berdimuhamedov said and underlined that Turkmenistan will develop further fruitful cooperation with the United Nations.
The head of the state warmly congratulated participants of the meeting on the good news – adoption of the Resolution of special significance.
Then, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on cooperation of Turkmenistan with the World Trade Organization (WTO).
As he marked, on the basis of initiatives of Hero-Arkadag, interaction of Turkmenistan with WTO found a new shape. With a view of active integration into world economy, adjustment of market relations according to international law in 2013 the Governmental commission on study of the issues connected with the joining of Turkmenistan this Organization was created.
The given Commission had been in details analysed all areas of cooperation with the World Trade Organization, meeting national interests, multilateral trading agreements and other standard legal acts required for joining the Organization were carefully studied. The working group was created for giving a new impulse to the work carried out in this area and with a view of preparation «Memorandum of foreign trade rules of Turkmenistan». The Ministry of Finance and Economy opened the department of cooperation with this Organization.
At present, with a view of activization of interaction with the World Trade Organization a number of proposals were prepared. In particular, for discussion of a definitive version of the «Memorandum of foreign trade rules of Turkmenistan» it was proposed to hold the next meeting of the corresponding working group on June 10.
In connection with the joining of our country WTO for presidency in the working group by Turkmenistan, created within this Organization, it is necessary to define one country from among member states. In the given context, the proposal together with the World Trade Organization was sounded to start corresponding work on selection and definition of the country from states of European, Asian-Pacific regions.
Further, it was noticed that one should create the national negotiation group, which will carry on the negotiations connected with the joining of our country the World Trade Organization. In that connection, it was proposed to define and confirm the composition of the given structure with WTO, to prepare the working plan on participation of representatives of the Group as observers in corresponding preparatory trainings and sessions of the Organization.
Summing up the report, President Serdar Berdimuhamedov marked that our country attaches a huge significance to promotion of cooperation with international structures, including with the World Trade Organization. Having stated the presence of high potential for deepening these relations, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue work on development of productive partnership with WTO.
Then, Deputy-Chairman of the Cabinet B.Annayev reported on the work implemented to strengthen the material and technical basis of railway branch.
As he reported, at present, in the given sector, the new technologies answering to the international standards are introduced, necessary practical steps are taken to render high-quality services and increase of culture of service for population. Besides it, due measures are implemented for major repairs of carriages. Effective interaction with leading foreign companies is maintained.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that in the country productive work is realized to strengthen the material and technical basis of the railway sphere, rendering to the population high-quality services. Having approved the proposal on repair of carriages of "Demirýollary" open joint-stock company, the head of the state gave the Deputy-Chairman of the Cabinet corresponding instructions.
Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that Ashgabat City Day and the ceremony of «Last bell» of school-leavers on May 25 will be widely marked.
In our country three days, in particular, on May 27, 28 and 29, Gurban bayramy will be also celebrated, the head of the state added and signed the Decree «On celebrating of Gurban bayramy».
«Let the sadaka given during Gurban bayramy be accepted!», the President of the country said and, taking an opportunity, warmly congratulated participants of the meeting and people on Ashgabat City Day, celebration of «Last bell», and sacred Gurban bayramy.
