It gives an effective impulse to the further perfection of the national educational system aimed to bring it out to the level of international standards, introduction of advanced practice, education of the growing generation in the spirit of national and universal values and creation of all conditions for getting modern education for young people of the country.
The training of the well-educated youth - one of the key factors defining further development of our fatherland, the happy future of our people. In Turkmenistan, consecutive steps are taken to ensure a comprehensive support for the youth, realise their possibilities and modernise profile legislative framework. In this connection, the special attention is given to perfection of the system of higher education with a view of preparation of highly skilled specialists for various branches of national economy.
Today, higher educational institutions of Turkmenistan are not only educational centres, which are properly equipped, forges of young professional personnel with broad outlook, but also serve as a reliable basis of intellectual, cultural and spiritual development of our society and further social and economic progress of our native land.
… Early in the morning, President Serdar Berdimuhamedov arrived in the square before a new complex of buildings of the Turkmen state institute of architecture and construction.
Participants of the celebration with great enthusiasm welcome the head of the state.

Having warmly greeted the gathered, the head of the state pointed out that every day of this year, which will mark the 35th anniversary of independence of our sovereign land, is filled with a train of significant events for its contemporary history. On Day of Knowledge and Student Youth under solemn conditions, a complex of buildings of the Turkmen state institute of architecture and construction and Turkmen state teachers training institute named after Seyitnazar Seydi are put into operation. In that regard, President Serdar Berdimuhamedov warmly congratulated participants of the ceremony and our people with the remarkable holiday and with the opening of modern educational institutions.
As was underlined, all-round development of the spheres of science and education, their development into a qualitatively new level are considered as priorities of the state policy of our fatherland.
In the Era of Revival of the new epoch of the powerful state, in independent Turkmenistan program measures are implemented to perfect the national education system and to strengthen its material and technical basis. The particular attention is also given to introduction of advanced achievements of science, preparation of highly qualified professionals, and promotion of target international cooperation in this area.
- In the country, effective measures are adopted to build modern establishments of the education system. So, today in Ashgabat and Turkmenabat city of Lebap velayat, a complex of new buildings of higher educational institutions is opened. The present event reflects the scale and success of educational reforms realized in Turkmenistan, - the head of the state marked.
Further, President Serdar Berdimuhamedov underlined that today in various corners of the country modern general educational and preschool educational institutions are put in operation. Children, who enter the world of knowledge, as a memorable gift, are given computers "Bilimli". All this speaks of successes of activity carried out in Turkmenistan in development of the education system.
Having made an emphasis on the fact that a significant role is attached to the Turkmen state institute of architecture and construction in the training of highly skilled specialists for building and industrial sectors of economy, the head of the state noticed that the complex of new buildings of the higher educational institution for 5 thousand students was constructed by the member of the Union of Industrialists and Entrepreneurs of Turkmenistan in full conformity with modern requirements.
The higher educational establishment includes a 13-storeyed main building, eight faculties and twenty eight departments, a library and a conference hall. Educational buildings are equipped by the latest technologies and have all conditions for effective work of the faculty and study of students. Besides it, in the campus’s territory there is a hostel for 2600 students and the residential block of two buildings with 40 apartments each for teachers. Speaking of it, President Serdar Berdimuhamedov expressed confidence that this modern higher educational institution will become a centre of architects, builders, engineers and industrialists with high qualification.
Further, the head of the state pointed out that among new buildings opened today - a complex of buildings of the Turkmen state teachers training institute named after Seyitnazar Seydi in the city of Turkmenabat of Lebap velayat. It is designed for 5 thousand students and was constructed by the member of UIET.
The educational complex consists of a five-storeyed main building, eight faculties and twenty two departments, a conference hall and a library. All buildings are equipped by the modern technologies and have the possibilities necessary for fruitful work of professors and teachers and effective study of students. In the higher educational establishment, there is hostel for 2 thousand students and conditions for practising sports and holding cultural actions.
The complex of new buildings of the higher educational institution bearing the name of famous Turkmen poet Seyitnazar Seydi, will allow preparing highly qualified teachers and workers of the education system.
- Today, a generation of the young citizens with a feeling of patriotism and high spirit grows. In them, we see the great future of our people and beloved fatherland, - the head of the state underlined and expressed firm confidence that with their diligence in study and selflessness in work they will considerably augment the glory of our land.
Once again, having sincerely congratulated participants of the ceremony on Day of Knowledge and Student Youth, marked in the year «Independent neutral Turkmenistan - the homeland of purposeful winged horses», and with the opening of new complexes of buildings of two national higher educational establishments, President Serdar Berdimuhamedov wished all sound health, happy life and great successes in their work and study.

Further, Honoured architect of Turkmenistan President Serdar Berdimuhamedov under solemn conditions cut a festive ribbon and opened a new complex of buildings of the Turkmen state institute of architecture and construction. During this moment, balloons of various colours were released into the sky.
Then, the head of the state familiarised with the conditions created in the higher educational establishment for effective educational process.
The information on the new complex of projects was presented in the foyer of the institute by the specially established monitor to the President of Turkmenistan.
The higher educational institute’s total area makes up 32,2 hectares. The complex of new buildings personifies a harmonious combination of modern trends and national architecture. The facade of the main building intended for the administrative block, crowns the image of compasses and a measuring tool that is a symbol of architectural art and engineering. As a whole, the new buildings erected within the large-scale town-planning program realised under the leadership of President of Turkmenistan, are harmoniously combined with the architectural shape of our white marble coated capital.
In the complex of new buildings of the institute, optimum conditions are created for the organisation of educational process at the level of modern requirements, for high-quality education of the youth according to the world standards and mastering of chosen trades.
On behalf of students they expressed sincere gratitude for possibilities created in the country for getting modern education for young Turkmen nationals, for their becoming highly skilled experts, and for building and commissioning of the new complex of buildings of the Turkmen state institute of architecture and construction to the President of Turkmenistan and Hero-Arkadag.

Then, President Serdar Berdimuhamedov proceeded into the conference hall of the higher educational institution where by means of the digital system, the opening ceremony of a new complex of buildings of the Turkmen state teachers training institute named after Seyitnazar Seydi constructed in the city of Turkmenabat.
Honoured elder of Turkmenistan E.Talipov in the online mode addressed the head of the state with the request to give his blessing to the opening of the new building.
The President of Turkmenistan gave his blessing to commission the new complex of buildings of the higher educational establishment into operation.
Honourable elders participating in the ceremony under solemn conditions cut a festive ribbon.
Then, the video clip was shown, allowing receiving evident representation of the new complex of buildings of the Turkmen state teachers training institute named after Seyitnazar Seydi and the conditions created there.
The new building’s area makes up about 26 hectares. It possesses all necessary things for training of students, work of the faculty and specialists. The new complex of buildings of the institute includes the main building, an assembly hall, educational buildings, a canteen for 1000 students, a library, 6 hostels with all conveniences for 2000 persons, athletic fields, and corresponding technical facilities.
Lecture rooms of the higher educational institution are equipped by digital technologies. In educational buildings, tens of laboratories for research works of students function. These are laboratories in chemistry, biology, physics, fundamentals of labour and technologies, defectology and other areas, provided with the modern equipment.
The new complex of buildings of the institute also houses museums of history, archaeology and ethnography, plant and animal life. They exhibit the information on the rich heritage, historical and cultural monuments, flora and fauna of our country, and features of digital education system and history of the higher educational institution.
The structure of the new complex of buildings of the Turkmen state teachers training institute named after Seyitnazar Seydi includes a modern building of the library designed for holding 1 million books. There are a reading room for 700 persons and an electronic library for 100 persons there. The presence of rich fund educational, scientific, scientific-journalistic, methodical and fiction, new educational editions and their electronic copies in the library of the higher educational establishment is of great importance in the context of maintenance of students with necessary educational means, and deeper learning of received knowledge.
The sport centre and institute athletic fields correspond to the international standards. There are a football ground, specialized sports halls for volleyball and basketball, other profile constructions there.
Further, the ceremony of awarding of the international certificates to the new complex of buildings of the Turkmen state institute of architecture and construction took place.
In the beginning, the floor was given to the representative of the international organisation «CERT International» by Marat Habibulin.
Having greeted the President of Turkmenistan and all the gathered, M.Habibulin noticed that it was a great honour for him to participate in the opening ceremony of the new complex of buildings of the Turkmen state institute of architecture and construction. Further, it was informed that on behalf of the «CERT International» certificates are given to the higher educational institute for conformity with five international standards of ISO.
The new complex of the institute opens ample opportunities for educational and scientific activity, development of digital technologies and international cooperation, showing a high level of high school. The Turkmen state institute of architecture and construction is the first higher educational institution in Turkmenistan and CIS countries to get certifications simultaneously for these five international standards.
Then, Marat Habibulin handed the international certificates confirming the conformity of the new complex of buildings of the institute to the international standard of system of quality management ISO 9001:2015; to the international standard of system of ecological management ISO 14001:2015; to the international standard of system of management of health protection and safety of work ISO 45001:2018; to the international standard of system of management for educational organisations ISO 21001:2018 and to the international standard of system of management of information security ISO 27001:2022.
Then, the floor was given to Ms. Narine Sahakyan, UNDP Resident Representative in Turkmenistan.
Having congratulated all with the present significant event, Ms. Narine Sahakyan underlined that UNDP is a long-term and reliable partner of Turkmenistan.
As was marked, employees of UNDP in close interaction with scientists and experts of the institute promoted introduction of innovative and ecologically effective technologies. Prestigious international certificates confirming the conformity to modern ecological standards and principles of sustainable development given to the new complex of buildings of the higher educational institution also speaks of the fact.
It was underlined that the given complex is not only a modern educational platform, but also scientific and practical basis for preparation of future architects, engineers and builders.
Taking an opportunity, Ms. Narine Sahakyan expressed to the Government of Turkmenistan her gratitude for adherence to principles of sustainable development and fruitful cooperation with the United Nations Organization. Then, the UNDP resident representative handed to the higher educational establishment the "Green" certificate for power efficiency; "Green" certificate for water saving technologies; "Green" certificate for attraction of student's youth to development of sustainable energy; certificate for economy and water resources management; the certificate for power efficiency and monitoring and the certificate for training and increase of professional skills.
Further, the floor was given to Ty Joseph Kenworthy, manager of division "Certiport" of «Pearson VUE» company.
Having noted that it was a great honour for him to participate in the present celebration, on behalf of «Certiport» the guest expressed to President Serdar Berdimuhamedov gratitude for special attention to development of modern education, digital technologies and international cooperation.
As the manager of «Certiport» noted, today we become witnesses of an important step to expansion of educational possibilities in Turkmenistan. The higher educational institution obtains the status of the authorised international examination centre of "Certiport". It will allow the institute to hold examinations according to the international certificate of «Certiport», and will give the chance for students and experts to confirm the professional and digital skills by international to recognised standards, Mr. Kenworthy Ty Joseph marked and handed the Certificate of Certiport Authorized Testing Centre - CATC - creation of authorised international examination centre of "Certiport" under the institute.
On completion of the awarding ceremony of international certificates, the President of Turkmenistan examined lecture halls of the educational building of the institute, equipped with the high-quality modern technologies.
In the beginning, the head of the state visited an experimental laboratory of architecture and aseismic construction.
The teacher and students of the institute informed President Serdar Berdimuhamedov on specificity of the equipment established there.
As was marked, the laboratory is provided with the equipment from Italian companies “Moho” and “Sara electronic instruments”, intended for research of earthquakes and seismic researches. The equipment of manufacture of Swiss company "Leica" is applied to carrying out high-precision geodetic measurements. In the laboratory, there is also an equipment from the Turkish company "UTES", intended for measurement of corresponding indicators of building materials, paints and concrete.
There, the head of the state was acquainted with the equipment of technical characteristics «Motion Systems PS-6TM-550».
As was marked, it represents the modern high-precision test platform specialising in the area of architecture, building engineering and seismic researches. The given equipment is used in vitro for modelling influence of fluctuations of real earthquakes and check of stability of buildings. On this platform the reduced models of two houses, different in the various ways of building and architectural decisions take place. Their stability is checked by artificial creation of fluctuations of real earthquakes. During tests the data about fluctuations and other parameters, received by means of special gauges on bearing columns of buildings, is transferred in digital system and by means of the special software is displayed in 3D mode. As a result, influence of earthquakes on objects is defined by practical methods.
Then, the President of Turkmenistan familiarised with the equipment of manufacture of the company «Sara electronic instruments».
As was marked, it is intended for registration of earthquakes, long-term control of vibrating condition of important objects and carrying out seismic monitoring. High-sensitivity sensor controls allow to fix even the most insignificant fluctuations of the earth and objects, and to analyse them in a digital format. Thus, the given equipment provides constant control of condition of buildings, bridges, industrial objects and other important constructions.
The teacher and students of the higher educational institute expressed to Hero-Arkadag and Arkadagly Hero Serdar sincere gratitude for construction of the new complex of buildings of the Turkmen state institute of architecture end construction.
Then, the President of Turkmenistan congratulated students with the opening of the new complex of buildings of the institute and has proceeded into the electro-mechanics laboratory.
There, students will spend practical works in such areas as mechanical engineering, electric power industry and manufacture automation.
By means of the modern equipment established in the laboratory, the functioning of electric systems, engines and control means is studied, and various tests are carried out.
The advanced interactive educational equipment is available there from the Canadian company «CM LABS» and it is intended for training to manage heavy machinery and building mechanisms. It is provided by programs of work on 10 various kinds of building technics. The equipment is applied to training to safe management of heavy building vehicles in the digital environment. By means of this training apparatus students learn to use correctly control panels of profile technics, and with split-hair accuracy and quality to carry out such actions, as alignment and dredging, lifting of cargoes.
For preparation of experts-welders in the laboratory, the virtual simulator «Soldamatic» of Spanish company "Seabery" is used. It is a modern system for training welding works, based on technology «AR». The given equipment allows to create various welding seams and to estimate a course of works in the virtual environment.
Further, the head of the state was acquainted with a complex of the design testing facility from the company «Lucas Nülle» of the Federal Republic of Germany.
As was marked, the given complex is equipped by the industrial robot «CRK 11 Kuka». It performs complex research works with the help of mechatronic test station. Various gauges check or test structure of the preparation placed in capture of the equipment. Results of tests are transferred to the robot through specially developed system "Profinet". Depending on results of tests, the robot is capable to carry out corresponding actions.
Students expressed to Hero-Arkadag and Arkadagly Hero Serdar sincere gratitude for building of the new complex of the higher educational establishment.
Then, the President of Turkmenistan warmly congratulated teachers and students on the beginning of the new academic year and visited the laboratory of general chemical technology where he took an interest in the created possibilities for work.
There, the equipment «Spectrocube» of famous German company "Spectro" is established. It is intended for carrying out X-ray florescent analysis. The given equipment by means of X-rays with split-hair accuracy defines the quantity of chemical elements as a part of the investigated sample.
Before the beginning of tests, the sample of cement is crushed to particles in the size less than 100 microns. Then it is located in the device in the special container and is investigated. As a result, with high accuracy the quantity of such elements, as Ca, Si, Fe and Al, as a part of the sample of cement is defined. The computer displays results.
In the laboratory, the President of Turkmenistan was acquainted with the researches held by means of the equipment from leading European companies.
There, the partition gas chromatograph, callipers and equipment for a highly effective liquid chromatography are established. It allows defining chemical mixes and their structure in the smallest microliter volumes that creates preconditions for development by students of the received theoretical knowledge in practice.
The student's youth expressed to Hero-Arkadag and Arkadagly Hero Serdar sincere gratitude for building the new complex of buildings of the higher educational institute and the created conditions for training.
The head of the state wished students big successes in their study.

Today, the awarding ceremony of international certificates to the Turkmen state teachers training institute named after Seyitnazar Seydi took place, the new complex of buildings, which was opened with the blessing of the President of Turkmenistan.
Among them - the Certificate of the Naberezhnye Chelny State Pedagogical University of the Russian Federation for introduction of innovative pedagogics, the Certificate of the Charity Foundation «For Contribution into the Future» for a big contribution into improvement of quality of preparation of pedagogical personnel and introduction of innovative technologies into the education system in Turkmenistan, the Certificate of Children's Fund of the United Nations Organization for a special contribution and cooperation in the sphere of improvement of quality of education, in the sphere of social welfare and development of inclusive education in Turkmenistan, and the Letter of thanks of the Institute of UNESCO on information technology in education for building and commissioning of a complex of new modern buildings and the Certificate of membership in the International association of universities of UNESCO.
On completion of the awarding ceremony of Certificates, on behalf of the President of Turkmenistan keys to cars were handed to the given higher educational establishment.
