State-private partnership: prospective trends and mechanisms of realization

Strengthening of businesslike co-operation of the state with private sector as more mobile and initiatory economic entity, actively responding to innovations, is one of the leading tendencies of the Turkmen economy.

Food production, textile and pharmaceutical industries, construction, improvement of infrastructure of housing and communal services, tourism, servicing sector and others are more prospective trends of formation of such partnership in our country.

Contracts of the state with the national and foreign private firms, particularly on the tender basis, are widely held in our country in such sectors as designing and construction, trade-purchase and supply activity.

In particular, the state-private partnership dynamically develops in the construction sphere. Private foreign and national companies realize the construction of dwelling houses, administrative buildings, and facilities of various production-technical, healthcare and recreational infrastructures, sport structures and a series of other important projects. Such countries as Turkey, Russian Federation, Kazakhstan, Great Britain, Iran, Ukraine and China show greater activity on the market of construction services of Turkmenistan.

Leasing relations, arising in connection with letting on lease of the state ownership to private sector, are important form of the state-private partnership. It was the lease of the state ownership, which gained in this stage wider spread in our country. So, the growth pace of quantity of newly concluded contracts in 2011 came to 110.5% with respect to 2010. Within same period, the income from lease of the state ownership has increased by 11.8%. Share of provinces in quantity of concluded lease contracts stably grows.

At that, there are positive structural progresses in leasing on state ownership: the last years are characterized with growth of lease share of ownership complexes, vehicles, equipment and other types of permanent assets.

Other prospective trends of the state-private partnership are created in Turkmenistan within the framework of the Law “On hydrocarbon resources”. According to it, Turkmenistan applies the following types of agreements: Product-sharing agreement; Agreement on concession on the terms of royalty and tax; Agreement on joint activity; Agreement on services with risk and other kinds of agreements.

Such kind of the state-private partnership as product-sharing agreement develops dynamically in our country. The fact that foreign companies constantly increase the share of oil and gas production: in 2001, oil – 46.8% and gas – 12.6% testifies about dynamics of their development.

Creation of joint enterprises and ventures with foreign participation of various legal-organizational forms, including joint stock, is also efficient trend of development of this partnership in Turkmenistan.

Such enterprises promote the entry of Turkmenistan into the system of world economy, play significant role in formation of market infrastructure. Moreover, they play positive role in involvement in our country of new technique and technologies, modern methods of international marketing and leading managerial experience and investments.

At present, over 670 modern and foreign enterprises with participation of the authoritative foreign companies function in Turkmenistan. Moreover, over 950 branches and representative office of foreign enterprises of more than 70 countries were registered in the country. Turkey, Iran, Russia, Great Britain, the USA, UAE, Germany and others actively develop the market of the country.
