Food independence: prospects of development of the national agro-industrial complex

As the first stage for achievement of food independence in the country, it was set a task to provide in enough volume the wheat production. At present, Turkmenistan is in a position to satisfy the needs of its people in flour and bread as well as to provide their export in large volumes.

Technical maintenance of agriculture, introduction of the latest technologies into production are among cardinal measures aimed at attainment of food independence. Another large-size block of measures is connected with exemption of agricultural production from taxes, including land tax, and preservation of the state order for production of important agricultural product. Fifty percents of production inputs made by leaseholders for cultivation of agricultural crops on the state order is covered at the expense of the state. Special prices for fuels and lubricants, and mineral fertilizers, being supported by the state, are also of great significance for national agricultural producers.

The measures on drastic reformation of living conditions of rural population of the country, improvement of living conditions in villages and small towns rank among social measures. National program on reformation of the social and living conditions of population of settlements, villages, towns of etraps and etrap centers is aimed at it. Major part of funds for realization of this program is directed from the state sources of financing.

The program covers 15 trends of social and engineering infrastructure of the village. At that, besides social and cultural facilities, the processing enterprises of agro-industrial complex, light industry, building materials industry and other sectors are created in the settlements and small towns. All these contribute to the diversification of labor of the rural population, integration process of agro-industrial complex.

Moreover, stratum of industrialists and entrepreneurs emerges in the system of agro-industrial complex. Here, the state renders great support. The program on socio-economic development of Turkmenistan for 2012-2016 provides the construction of nearly 100 facilities of agro-industrial complex by the Union of Industrialists and Entrepreneurs of the country.

Experience of Turkmenistan in the field of maintenance of food security excites great interest in the world. In the mid of October, International scientific-practical conference on rise of food security in CIS and meeting of Intergovernmental Council for issues of agro-industrial complex of CIS were held in the capital of Turkmenistan. In the course of them, it was also discussed the issues of integration of agro-industrial complex of Turkmenistan into agro-industrial complex of the countries of the Commonwealth.

Development of production means for sectors of the complex is among prospective for Turkmenistan trends of integration processes, being formed in the agro-industrial complex of CIS countries. At present, this sphere was particularly represented with production of mineral fertilizers. In this connection, one of the prospective trends of integration processes into agro-industrial complex of CIS countries could become the deepening of economic ties on production of agro-industrial technique competitive both in quality and in prices. At that, the list of technical means can be expanded considerably owing to involvement in it of technique for cattle-breeding complexes, processing enterprises, sectors of production and transport infrastructure. The issue of creation of small and medium production on manufacture of technical means for sectors of agro-industrial complex demands particular attention.

Owing to the commissioning of production facilities, which are under construction and planned to be constructed, it will be possible to increase the export of mineral fertilizers to CIS countries. In 2011, construction of carbamide and ammoniac plant was started. Its full capacity is 400 thousand tons of ammonia and 640 thousand tons of carbamide per year. The construction of another significant facility of chemical industry – first stage of the largest ore-dressing complex for production of potash fertilizers with capacity of 1 million 400 thousand tons per year is going on. In future, this capacity can be reached up to 4-4.5 million tons.

Turkmenistan is also interested in accumulation of experience in cultivation of potato, sugar beet on industrial basis. Cooperation in the field of livestock breeding and pond fishes could have great prospects. Turkmenistan, in turn, will be able to become the large supplier of early ripe vegetables, grape, watermelons, melons and gourds. The country has all possibilities for wide-scale development of hothouse farms and export of vegetables in winter.

In the context of the purpose of maintenance of Turkmenistan’s food security, it is worked out for long-term prospect the issues on such trends as optimal unity of the state and market regulation of prices for agricultural products. Regulation of import volumes on major strategic kinds of foodstuff, successive decrease of import to the territory of the state of those foodstuffs, which production could be realized in the country, and others.

With a view of successful integration into the international markets, Turkmenistan creates quite developed transport nets. In this respect, it is worth mentioning a series of initiatives of President of Turkmenistan Gurbanguly Berdimuhamedov on creation of new transport corridors North-South and East-West urged to solve the tasks of food security alongside with other tasks.
