An enlarged meeting of the Cabinet of Ministers

President of Turkmenistan Gurbanguly Berdimuhamedov chaired an enlarged meeting of the Cabinet of Ministers, during which the results of Turkmenistan’s economic development in the first half of the year and the progress in implementing the social and economic programmes were considered and priority tasks set to the country in the second half of the year were specified.

The Vice Premiers and the heads of the ministries and departments presented the reports. It was noted that the steady GDP growth rate was observed in January-May. The volume of retail trade in the reporting period made up 119.6 percent as compared to the same period of 2012. In January-May, the plan for foreign trade turnover was implemented to 100.02 percent as compared to the same period of 2012.

It was noted that the volume of investment used from all the sources of financing to develop the national economy increased steadily. A large portion of investment was used to boost industrial development, build new production facilities equipped with advanced technologies, further improve the social sphere and develop modern transport and communications infrastructure. According to data, the volume of investment from all the sources of financing made up 107.5 percent as compared to the same period of 2012. The ratio of this macroeconomic indicator to GDP is 43 percent.

The reports also covered the progress in implementing the National Programme of the President of Turkmenistan for the improvement of social and living conditions in villages, settlements, towns in etraps and etrap centres for the period until 2020. It was reported that the plan was implemented to 74 percent in the first half year. This indicator increased by 20.3 percent as compared to the same period of the previous year. 76 social facilities were built in the reporting period which was as high as 2.6 times as compared to the same period of the previous year.

In January-June, the revenues of the state budget amounted to 118.1 percent and the expenditures – to 95.7 percent. 77.8 percent of budgetary funds were spent to promote the social sphere. It was also noted that the lines of the State budget, such as wages, pensions, state benefits payments and scholarship, had been financed in a proper and timely manner.

Secondary schools throughout the country were transferred to the 12-year term of study; 8 schools, 17 kindergartens and 6 children’s recreation centers were put into operation; 156 textbooks and teaching aids were prepared for printing, 71 of them were published in the reporting period. Schoolchildren, participating in the prestigious school subject Olympiads, won 101 – 15 gold, 25 silver and 61 bronze – medals in the reporting period.

6,100 entrants are to be admitted to civil higher educational institutions in the new academic year in accordance with the requests of ministries and departments that are 334 people more than that in the previous year. 42,622 of 98,240 school leavers, i.e. 43.4 percent will be admitted to primary, secondary vocational and higher educational institutions of the country.

Detailed information on the ongoing agricultural activities, in particular the harvesting campaign, was presented. Over 1.6 million tons of grain has been harvested this year. Agricultural workers are currently engaged in taking care of cotton fields in line with agronomic standards.

President of Turkmenistan Gurbanguly Berdimuhamedov signed the Decrees on the Increase in the Salaries, Pensions, State Benefit Payments and Scholarships in Turkmenistan and on the Increase in the Salaries of School Teachers of Turkmenistan. The Turkmen leader signed the Resolutions on the Construction of a Gas Turbine Plant in Ak Bugdai Etrap, Ahal Velayat and on the Construction of a Gas Turbine Plant in Derveze Etrap, Ahal Velayat.

Focusing on the necessity to establish a new structural unit within the Government that would monitor the work in the abovementioned fields, the President informed of the decision to appoint Babaniyaz Italmazov Vice Premier in charge of industry and relieve him from the post of Minister of Industry. Vice Premier in charge of industry will oversee the activities of the Ministry of Industry, the Turkmenhaly State Association, the Ministry of Textile Industry, the State Committee for Fisheries and the Turkmenhimiya State Concern. The Turkmen leader appointed a number of high-ranking officials during the meeting.

Then the President addressed the meeting with a keynote speech, in which he dwelt upon the results achieved in the first half of 2013 and specified priority tasks to be fulfilled in the near future.

Noting once again that the good results had been achieved in the first half of the year, the Turkmen leader said all the heads of ministries and departments would be on leave from July 21 to 31. President Gurbanguly Berdimuhamedov heartily congratulated those present, agricultural workers and people of Turkmenistan on Galla bairamy – the agricultural festival widely and solemnly celebrated throughout the country – and the fulfillment of contractual obligations by grain growers.

Other state policy issues were considered and the documents were signed during the enlarged meeting of the Cabinet of Ministers.
