Turkmenistan occupies a leading place among the world largest oil and gas powers. According to international and national experts its raw material resources make up 71.21 billion tons of standard fuel. Today, the enterprises of the national fuel and energy complex implement large-scale projects aimed at diversification of the oil and gas industry, development of its industrial potential, transport infrastructure and the growth of export of energy resources that are of great demand on the world markets. That is vividly proved by the macroeconomic indicators of development of the fuel and energy complex of our country.
Thus, since the beginning of 2013, the enterprises of the fuel and energy complex of Turkmenistan have demonstrated the high production figures.
Within the framework of the energy policy, Turkmenistan pays significant attention to modernization of all branches of the fuel and energy complex and enhances cooperation with the world leading producers and suppliers of oil and gas equipment. Turkmenbashi oil refineries and Seydi oil refinery increase the volumes of production. Particular attention is paid to the most advanced technologies and progressive developments in the sphere of hydrocarbon production.
During the 67th session of the UN General Assembly on May 17, 2013, the UN member states unanimously adopted the Resolution on Reliable and stable transit of energy and its role in ensuring sustainable development and international cooperation initiated by President of Turkmenistan Gurbanguly Berdimuhamedov. The Resolution developed jointly by 70 states laid the foundation for establishment of the UN International expert group with the aim to develop a new international and legal mechanism to ensure the global energy safety.
The International expert group will focus on three main areas. First of all, the group will adopt a legal basis to ensure the reliable and stable transit of energy resources to the world markets. Secondly, it is required to create a new institutional foundation for implementation of the standards of the international law on transportation of energy resources. Thirdly, it is necessary to establish a new information basis that will ensure monitoring and control over the fulfillment of international commitments in the sphere of transnational supply of energy resources.
The UN Energy Council will become a coordinating authority responsible for taking political decisions in this sphere. The main goal of the authority will be ensuring of “political format and organizational conditions for the systematic and professional discussions of the whole complex of issues of the energy problems”. According to mass media, the Turkmen leader’s initiative is of global significance and its implementation will radically change the whole system of relationship at the world energy space.
President Gurbanguly Berdimuhamedov underlined the necessity of diversification of works to organized high-technology production of chemical products based on hydrocarbon resources. Thus, Turkmenistan will extend its positions on the market of primary energy resources and will occupy a worthy place on the profitable market of expensive chemical products.
Turkmenistan is a key player at the energy market in the Caspian region and Central Asia. This year, it is planned to put into operation the Galkinish largest deposit, which initial capacities will allow producing up to 30 billion cubic meters of marketable gas annually. This deposit is considered to be the second largest in the world due to its reserves. It is expected that in the future it will supply natural fuel to all existing and projectible gas pipelines in Turkmenistan.
At present, Turkmenistan exports natural gas to China, Iran and Russia. The Turkmenistan-Afghanistan-Pakistan-India gas pipeline is under construction and a gas pipeline to Europe is among planned projects.
