President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers, at which the results of social and economic development for seven months of 2013, the priority objectives of implementing the state programmes and draft documents were considered.

Gurbanguly Berdimuhamedov issued the Decree on Amnesty for the Convicted Persons in Honour of Holy Gadyr gijesi, noting that 1,166 persons, who would be granted amnesty, should return home and celebrate the holidays together with their families. Then the Vice Premiers presented the reports on the work done. The reporting period was characterized by high macroeconomic indicators and stable GDP growth. According to preliminary data, the GDP growth rate made up 109.7 percent in January-June 2013. Output of products increased to 112.8 percent as compared to the same period of the previous year. Nearly all the sectors of the national economy achieved performance targets.

The growth rate in retail trade for seven months of the current year increased to 119.7 percent as compared to the same period of 2012. The volume of investment used from all sources of finance made up 107.9 percent as compared to the same period of 2012. The ratio of this indicator to GDP increased to 45.2 percent.

The revenues of the State budget were implemented to 118.7 percent and the expenditures – to 95.8 percent. Salaries, pensions, government benefits and scholarships were paid in a timely and proper manner. The average monthly salary increased by 10.7 percent as compared to the same period of 2012.

The election of Turkmenistan as Vice Chairman of the UN Economic Commission for Europe (UNECE) and Vice President of the 68th session of the United Nations General Assembly in June evidence the high international prestige of our country. The report on the preparations for the working visit of the President of Turkmenistan to the Islamic Republic of Iran, where he would take part in the inauguration ceremony of the newly elected President of the Islamic Republic of Iran, was presented. It was noted that extraction of oil and gas condensate, oil processing and production of oil products, including gasoline, lubricating oils and liquefied gas, had increased for seven months of the current year as compared to the same period of 2012. Priority significance was attached to drilling of exploratory and development wells. The growth rate of drilling operation made up 124.6 percent as compared to the same period of the previous year. The reports covered in detail the progress in seasonal agricultural activities throughout the country.

The information on the measures taken to strengthen the material and technical basis of libraries, museums and other cultural institutions, publishing services and the media, reconstruct and build social and cultural facilities was presented. It was noted that the reporting period was marked by a number of remarkable events testifying to the increased capacity and potential of the national culture. This was evidenced by the international festivals and forums and the participation of Turkmen cultural and art workers in cultural actions held in the country and abroad. The Vice Premier reported on the cultural actions and opening ceremonies to be held in August and the preparations for the IV International Festival of Gifted Children “Avaza – the Land of Friendship”, which would take place in the Avaza national tourism zone. A number of schools, kindergartens, children’s recreation centres, healthcare facilities were put into operation during the reporting period. It was also reported that entrance exams were being held at higher educational institutions and vocational schools throughout the country. 6,100 students are to be admitted to higher educational institutions and 6,522 students to vocational schools this year.

The report on the preparations for the international football tournament for the Turkmenistan President’s Cup, which would take place in September, was presented. The President issued the Resolution on the definition of the share building authority, the Resolution on the construction of a sulphuric acid shop at the Turkmenabat chemical plant. The President issued the Resolution on ak bugdai production in Turkmenistan in 2014, in accordance with which winter wheat would be sown on an area of 860,000 hectares to ensure the production of 1.6 million tons of bread grain.

The Turkmen leader noted that in general, the national economy steadily developed, the GDP growth rate increased and nearly all the ministries and departments had achieved performance targets for seven months of the current year. Upon concluding the meeting, at which other important issues were considered and a number of important documents were issued, the Turkmen leader issued the Decree on Oraza bairamy, in accordance with which August 8 would be a day off.
