The VII Congress of the Democratic Party was held under the chairmanship of President of Turkmenistan Gurbanguly Berdimuhamedov at the Centre of Public Associations of Turkmenistan. The delegates reviewed the work done in the reporting period, developed the strategy for action of one of the major political organisations in our country and determined the main objectives and key areas of activity.
The agenda of the Congress, which is a significant event in the political life of the country, focused on the adoption of the new Programme and the Charter of the Democratic Party of Turkmenistan and a number of organizational issues. President Gurbanguly Berdimuhamedov presented the agenda to the delegates for approval. It was approved unanimously.
The first secretary of the Political Council of the Democratic Party of Turkmenistan Kasymguly Babaev gave the floor to President of Turkmenistan Gurbanguly Berdimuhamedov, Chairman of the Democratic Party, who delivered a keynote speech.
Congratulating the members of the party and the guests on the opening of the VII Congress of the Democratic Party of Turkmenistan, the President emphasized that the forum was of critical importance to the analysis of the work done to strengthen the foundations of our democratic, jural and secular state where the will of the people is the sole source of state power.
Noting that the fruitful work was carried out in the country to promote democracy and strengthen the civil society institutions and the legal framework of the state, President Gurbanguly Berdimuhamedov said the work on the promotion of representative democracy would continue in the future.
Noting that the Law on Political Parties of Turkmenistan, in compliance with which the Party of Industrialists and Entrepreneurs was formed, was adopted with the view to ensure the constitutional right of citizens of Turkmenistan to form political parties, the President noted with satisfaction that the first historic steps on the path towards a multi-party political system had been made.
Focusing on the need to guarantee equal rights and opportunities to all the parties with different political views in conditions of a multi-party system, President Gurbanguly Berdimuhamedov informed of his decision to suspend his membership in the Democratic Party of Turkmenistan and abdicated his responsibility as the Chairman of the Democratic Party.
“I consider it appropriate that the President of Turkmenistan as the guarantor of the Constitution of Turkmenistan should resign from membership in a political party when the society is ascending the new stages of development,” the Turkmen leader said, noting that along with the duties of the President of Turkmenistan, he performed the duties of the Supreme Commander-in-Chief of the Armed Forces, who as a high-ranking military official, is prohibited by law from engaging in political activities. The Turkmen leader said other cabinet ministers, who hold the high posts in the government, should resign from membership in a political party.

It was noted that conducting activities in compliance with the Constitution and laws of Turkmenistan, the Democratic Party had expanded its ranks significantly. As of today, 72 party committee, including 5 velayat committees, 15 town committees and 52 etrap committees have been formed. Currently, over 54,000 primary party organisations unite about 190,000 members.
During the reporting period, the number of primary party organisations increased by 607, and the number of party members increased to 38,546 people, representing different sectors of society. Many of party members represent the intelligentsia. 101,569 members are employees, 11,735 members are young citizens. Approximately 85,000 members of the party are woman.
Then the members of the Democratic Party presented the reports on the major agenda items. The draft resolutions on the approval of the report of the Political Council of the Democratic Party of Turkmenistan and the report of the Central Auditing Commission of the Democratic Party of Turkmenistan were put to the vote after the debate had been closed. The documents were adopted unanimously.
