Turkmenistan and the People’s Republic of China declare the establishment of strategic partnerships

President of the People’s Republic of China Xi Jinping arrived in Turkmenistan on a state visit.

The Chinese leader headed from the airport to his residence at the fashionable Oguzkent Hotel in the Turkmen capital.

The distinguished guest headed to the Oguzhan Presidential palace complex in the afternoon. President of Turkmenistan Gurbanguly Berdimuhamedov cordially and heartily greeted President of the People’s Republic of China Xi Jinping at the entrance to the palace complex. The two leaders shook hands and entered the Oguzhan Hall where the official greeting ceremony took place.


After the photograph was taken against the background of national flags of Turkmenistan and the People’s Republic of China President Gurbanguly Berdimuhamedov invited President Xi Jinping to enter the Golden Hall where they held one-to-one talks. After discussing the progress in implementing bilateral documents, the leader of Turkmenistan and China specified the key areas for Turkmen-Chinese cooperation in a short and long term. In this regard, the two leaders emphasized that ample opportunities existed today to enhance fruitful partnership in the whole spectrum, including the trade and economic, the fuel and energy, industrial and other sectors. In this context, President Gurbanguly Berdimuhamedov and President Xi Jinping called for further enhancement of scientific, educational and cultural contacts between Turkmenistan and China. Then the government delegations of the two countries joined in the talks, which took place in the Sultan Sanjar Hall.

Specifying the fuel and energy sector as a priority vector of bilateral cooperation, President Gurbanguly Berdimuhamedov emphasized that the most important event was the construction of the transcontinental gas pipeline from Turkmenistan to China. The gas pipeline built by joint efforts of our countries is a vivid symbol of indissoluble friendship and cooperation between Turkmenistan and China, opening up ample opportunities for long-term strategic partnership in the energy sector.

The Chinese leader emphasized with satisfaction that the sides had discussed in detail the aspects of Turkmen-Chinese relations and reached full understanding during the talks. Taking an opportunity, President Xi Jinping invited the President of Turkmenistan to pay a state visit to the People’s Republic of China at any convenient time.

After the intergovernmental talks were concluded the presentation of the project of a new line of Turkmenistan-China gas pipeline developed by Turkmen and Chinese experts took place. The projects of a new gas line (line D) and infrastructure facilities, which will enable to supply 25 billion of cubic metres of natural gas a year to China, were presented to the leaders and the members of the government delegations of Turkmenistan and China.

The ceremony of signing bilateral documents was held in the Seljuk Han Hall. The Agreement on Cooperation in financing the second phase of development of Galkynysh gas field between the Turkmengaz State Concern and the China State Development Bank, the contract of purchase and sale of 25 billion cubic metres of natural gas a year between the Turkmengaz State Concern and the China National Petroleum Corporation; the contract for design and turnkey construction of the gas production plant with the capacity of 30 billion cubic metres a year in Galkynysh gas field in Turkmenistan between the Turkmengaz State Concern and the China National Petroleum Corporation, the agreement on friendly relations and cooperation between Mary (Turkmenistan ) and Xian (China ), the Memorandum of Understanding between the Chamber of Commerce and Industry of Turkmenistan and the China Council for the Promotion of International Trade, the Memorandum of Cooperation between Magtymguly Turkmen State University (Turkmenistan) and Peking University (People’s Republic of China), the Memorandum on cooperation in the field of physical culture and sports between the State Committee for Sport of Turkmenistan and the China State General Sports Administration; the Memorandum of Understanding on cooperation in forestry and desertification management between the Ministry of Nature Protection of Turkmenistan and the State Forestry Administration of the People’s Republic of China; the Memorandum on expansion of cooperation in education between the Government of Turkmenistan and the Government of the People’s Republic of China, the Plan of Cooperation between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs of the People’s Republic of China for 2014-2016, the exchange of letters on the delivery of training equipment between the Government of Turkmenistan and Government of the People’s Republic of China, the Agreement on Economic and Technological Cooperation between the Government of Turkmenistan and the Government of the People’s Republic of China were signed.

President of Turkmenistan Gurbanguly Berdimuhamedov and President of the People’s Republic of China Xi Jinping put the signatures under the Joint Declaration on the establishment of strategic partnership between Turkmenistan and People’s Republic of China to the applause of those present.

Then the two leaders gave a press conference in the Magtymguly Hall. The leaders of Turkmenistan and the People’s Republic of China reaffirmed that the two sides showed interest in building up cooperation and enriching it with new, promising areas. The President of the People’s Republic visited Gypjak where he paid tribute to the memory of the first President of Turkmenistan and laid flowers to the mausoleum and visited the Mosque of Spirituality.

An official reception was given in honour of the distinguished guest on behalf of President of Turkmenistan Gurbanguly Berdimuhamedov in the evening. The two leaders exchanged speeches during the official reception.
