President of Turkmenistan Gurbanguly Berdimuhamedov chaired an enlarged meeting of the Cabinet of Ministers, during which Turkmenistan's economic development in nine months of the current year and the state policy issues were considered. Deputies of the Mejlis, the velayat khyakims, the rectors of higher educational institutions, the editors-in-chief of newspapers and journals and the heads of ministries and departments attended the meeting.

The Vice Premiers and the velayat khyakims presented the reports. It was noted that in January-September the production growth rate made up 113.1 percent. In January-August the volume of construction works increased by 20.4 percent as compared to the same period in 2012. The growth rate of passenger transportation in nine months of 2013 made up 105.3 percent, the volume of cargo transportation by all the modes of transport increased by 11.2 percent. The revenues from communications services rendered to the population increased by 3.8 percent as compared to the same period in 2012.

In January-September, the revenues of the State budget were implemented to 120.7 percent and expenditures - 96 percent. In the reporting period, 77.1 percent of the budgetary funds were spent to develop the social sphere.

The trade growth rate at the Ministry of Trade and Foreign Economic Relations made up 120.2 percent as compared to the same period in 2012. The investment plan was implemented to 234 percent.

115 auctions were held at the State Commodity and Raw Materials Exchange in nine months of the current year, the amount of concluded transactions increased by 28.5 percent as compared to the same period in 2012.

The Chamber of Commerce and Industry held 18 exhibitions and 19 conferences during the reporting period. The growth rate of revenues from the services provided made up 133 percent.

Industrial output at the enterprises of the Union of Industrialists and Entrepreneurs increased by 187 percent in the reporting period. Agricultural output increased by 150 percent in the reporting period. The growth rate of construction works carried out by entrepreneurs made up 165 percent. The total turnover at the enterprises of the Union of Industrialists and Entrepreneurs increased by 180 percent, the volume of services rendered to the population doubled.

The oil and gas condensate production plan was implemented to 106.4 percent, the natural gas and associated gas production plan - 106.7 percent in nine months of the current year. Oil refining and production of petroleum products, including gasoline, polypropylene, liquefied gas, rose as compared to the same period in 2012. The volume of drilling operations rose significantly, the growth rate made up 132.1 percent as compared to the same period in 2012.

The report on the participation of the delegation of Turkmenistan in the 68th session of the United Nations General Assembly was presented. It was reported that on September 30 the Turkmen side had presented the important international initiatives in five areas put forward by the President of Turkmenistan and the views of our country on the ways to achieve peace, stability and energy, transport, environment, humanitarian security. It was noted that the Turkmen delegation attended a number of important meetings.

It was noted that the Mejlis had held 4 parliamentary sessions since the beginning of the year, drafted a number of laws jointly with the departments and public organisations and adopted 66 legislative documents, including 34 laws and 32 resolutions. Deputies of the Mejlis are currently working on a number of laws.

8 grain elevators and ginneries are under construction in the regions of the country. The works in the development of new irrigated lands in Altyn Asyr Etrap in Ahal Velayat with a total area of 35,000 hectares and the construction of water storage reservoirs in Kaakha Etrap are to be completed in the near future. The capacity of the water storage reservoirs is 5.2 million and 500,000 cubic metres.

It was reported that the opening ceremony of new facilities of the Ashgabat textile complex would be dedicated to the 22nd anniversary of Turkmenistan independence.

The President signed the Resolution on the Organisation of Exhibitions, Fairs, Conferences and Festivals by the Ministries and Departments in 2014, the Decree on Magtymguly International Prize of Turkmenistan, the Decrees on Kurban Bairam, in accordance with which October 15,16 and 17 were declared the days off and the Memorial Day that fell on Sunday would be moved.

The President relieved Chairman of the State Livestock Breeding Association D. Myratberdiev from the post for the serious shortcomings in his work. Deputy Chairman of the State Livestock Breeding Association A. Myradov was appointed Acting Chairman of the State Livestock Breeding Association.

The Turkmen leader noted that the GDP growth rate made up 9.9 percent in nine months of the current year. The volume of investment increased by 7.1 percent as compared to the same period in 2012. Wages were increased by 10.8 percent in average. The share of industry in GDP increased by almost 7 percent. The Turkmen leader gave specific instructions to the Vice Premiers.

Other state policy issues were considered, and the decisions were adopted during the meeting.
