President of Turkmenistan delivers a speech at the international energy forum

The President of Turkmenistan delivered a speech at the International Conference "Energy Security and Sustainable Development - the OSCE Perspective".

Focusing on the positive impact of cooperation between Turkmenistan and its partners within the OSCE in tackling energy challenges and developing the long-term cooperation strategy, President Gurbanguly Berdimuhamedov emphasized that the solutions to energy security challenges, the topicality of which was clear and undisputed, affected the vital interests of most OSCE participating states and directly impacted geopolitical stability in the continent, the nature and content of the macro-economic processes.

In this context the Turkmen leader focused on the need to foster an energy dialogue within the OSCE, formulate the mechanisms of multilateral consultations on political, financial, economic, technological and environmental aspects of energy security and encourage the development of multi-variant infrastructure of international energy transit. President Gurbanguly Berdimuhamedov said it was necessary to achieve a new level of understanding of modern realities in this sphere, avoid the politicization of the issues of energy transit and promote fair, equitable and transparent partnership, emphasizing the importance and effectiveness of the conference in this regard.

Focusing on the position of Turkmenistan on reliability and safety of exports of hydrocarbons to world markets, which was viewed by our country as an essential component of sustainable development, President Gurbanguly Berdimuhamedov said the Government of Turkmenistan guided by this position had urged the United Nations to start to develop the universal mechanisms to ensure reliable and safe operation of international energy infrastructure.

The Turkmen leader expressed belief that an integral component of the international energy dialogue should be broad discussion on the issues related to energy efficiency and the use of renewable energy sources. President Gurbanguly Berdimuhamedov said an objective requirement of our times was the adoption of innovative technology and management methods to develop energy production and transport infrastructure, noting in this context that Turkmenistan welcomed the approaches of the G-20 Summit to the development of environmentally friendly high-tech energy infrastructure.

We also support the thesis on the need to make the information on energy markets more transparent, anticipating a continuation of a task-oriented constructive international dialogue on these issues in various formats. The President said our country was ready for close cooperation in this sphere with all interested states and international organisations, focusing on the importance of concerting efforts in this sphere at the international, regional and national levels and the need for effective coordination of the activities of states and international organisations, including the OSCE.

In this context, President Gurbanguly Berdimuhamedov expressed belief that special attention should be paid to the conservation of natural wealth of the Caspian Sea. The leader of the Turkmen state said the unique biological complex of the water body and its coastal areas were, without exaggeration, the heritage of all mankind and therefore required close attention of the international community.

Emphasizing the importance of developing modern diversified multi-variant energy infrastructure, President Gurbanguly Berdimuhamedov said stability and balance of interregional and continental contacts depended on its effective functioning.

In this regard, the Turkmen leader focused on the importance of creating new international energy export routes at the regional and continental levels. The leader of Turkmenistan noted that a necessary condition for achieving the sustainable development goals on a global scale was to place this infrastructure at the service of the progress and wellbeing of states and nations and optimization of international economic relations.

Focusing on the elaboration of new universal international legal instruments of the UN to ensure reliable and stable energy transit on a global scale in the interests of producing countries, transit countries and consumer as a key component of these processes, the Turkmen leader said our country suggested forming an international expert group to draft a document.

Then the President of Turkmenistan dwelt upon the energy projects implemented by Turkmenistan.

Touching upon the prospects of international energy cooperation, President Gurbanguly Berdimuhamedov emphasized that the pace of global development set the ambitious and difficult tasks today. The Turkmen leader noted that the world was changing dramatically and new multi-level macroeconomic regions united not only geographically but also conceptually with the specific world outlook, scale of priorities, principles and criteria of interaction were emerging.

In fact, a new configuration of the global economic space are being formed before our eyes, new large markets and transportation and transit hubs and corridors are emerging, which opens up great prospects for development and at the same time requires comprehension, an appropriate and adequate response to modern challenges that arise in the global financial and economic system. "One of these responses, in our view, is the development of multi-variant, modern and protected infrastructure of international energy exports which can be a powerful integrating factor that facilitates the recovery and qualitative growth of the world economy," the President of Turkmenistan said.

In this context, the President emphasized the specific role of the OSCE, noting that Turkmenistan as a responsible OSCE participating state believed that this international organisation was to hold the lead in advancing and advocating new ideas and approaches to the realities of a changing world. The initiative and active position of the OSCE on key issues on the international agenda was in demand today and able to significantly impact the solutions. The Turkmen leader noted that the priorities of the OSCE should certainly include the solutions to energy security challenges.

"We are looking forward to close partnership in this sphere and welcoming the evident steps taken by the OSCE as evidenced by this Conference," President Gurbanguly Berdimuhamedov said, congratulating all those present on the opening of the high-level forum and wished its participants fruitful work.
