The Elders’ Council meeting chaired by President Gurbanguly Berdimuhamedov took place at the Ruhiyet Palace in the administrative centre of Dashoguz Velayat. The forum agenda focused on the priority objectives of the further development of the country.
Among the forum delegates were the elders, the cabinet ministers, the heads of the Mejlis, ministries and departments, military and law enforcement agencies, political parties and public organisations, the khyakims of velayats, towns, etraps and Ashgabat, the members of the national Parliament, workers of various sectors of the national economy, scientists, cultural workers and young citizens of our country. The ambassadors of Turkmenistan in foreign states, the heads of diplomatic representations and missions accredited in Turkmenistan, the major international organisations, the representatives of the Humanitarian Association of the World Turkmen, the foreign business circles and the national and foreign media were invited to attend the forum.
The President of Turkmenistan delivered a keynote speech at the forum. The Turkmen leader informed those present of the fulfilment of the tasks set at the last year’s meeting of the Elders’ Council, which had taken place in Turkmenbashi.
President Gurbanguly Berdimuhamedov noted that the most tasks had been fulfilled in the current year. An area of Ashgabat had been expanded significantly; the new etraps had been formed in the Turkmen capital; a number of facilities in the Galkynysh gas field, recreational centres in the Avaza national tourism zone and industrial and social facilities had been built and the projects for the development of modern road infrastructure and the construction of educational and health care institutions had been launched.
The leader of Turkmenistan emphasized that the integrated development of the industrial sector in the regions of the country had made it possible to increase the share of industrial output in GDP to 51.5 percent and that of the building industry to 14.3 percent. The growth rate in the industry made up 7 percent and the building industry - 17.4 percent. The President said that 1,888 facilities were under construction currently throughout the country and the investment allocated this year was estimated at over US$ 42 billion.
The Turkmen leader placed emphasis on the development of the private sector. The Turkmen leader noted that Turkmen specialists had trained highly qualified builders in a short period of time. The investment estimated at US$ 13.3 billion had been allocated to Turkmen construction companies.
President Gurbanguly Berdimuhamedov said that the volume of investment in various segments of the national economy had risen 8 times, including foreign investment that had risen 8.6 times.
The Turkmen leader focused on the importance of the Decrees authorizing to increase salaries, pensions, state benefit payments and scholarships from January 1, 2014 and salaries of school teachers from September 1, 2013.
The keynote speech spotlighted the areas of development in the key spheres of life of the state and society and their prospects for the future.
The floor was given to the forum participants. Addressing the forum, the representatives of different professions, regions and generations and forum delegates focused on the achievements of Turkmenistan in various areas and expressed profound gratitude to the Turkmen leader, noting that Turkmenistan under the leadership of President Gurbanguly Berdimuhamedov was moving forward resolutely along the path of progressive development.
Ambassador Extraordinary and Plenipotentiary of the United Arab Emirates in Turkmenistan Mr. Hassan Abdullah Al Adab addressed the forum on behalf of diplomatic missions and representations accredited in our country. Emphasizing that he considered it a great honour to attend the Elders’ Council meeting, the doyen expressed deep gratitude to the Turkmen leader on behalf of the heads of diplomatic missions for providing an opportunity to participate in the high-level forum. Taking an opportunity, the Ambassador congratulated the leader and people of Turkmenistan on the forthcoming national holiday – Independence Day.
The President signed a number of documents during the forum. These include the Decree authorizing to present government awards and honorary titles to Turkmen citizens. President Gurbanguly Berdimuhamedov signed the Decree authorizing to confer the title of the Honorary Elder of Turkmenistan.
The ceremony of presenting government awards and honorary titles took place during the Elders’ Council meeting.
Upon concluding the ceremony, the President addressed the national forum. The Turkmen leader informed the forum delegates that the next meeting of the Elders’ Council would take place in Lebap Velayat. President Gurbanguly Berdimuhamedov signed the Decree to the applause of those present. The Turkmen leader Gurbanguly Berdimuhamedov noted that the elders of Lebap Velayat had put forward a proposal to elect Yarashgeldi Myradov from Atamyrat Etrap as Vice Chairman of the Elders’ Council and signed the Resolution.
President Gurbanguly Berdimuhamedov placed the draft Address of the members of the Elders’ Council to the Turkmen people based on the recommendations and proposals submitted during the forum for consideration. The document was adopted unanimously.
Cultural and arts workers performed a gala concert on the stage of the Ruhiyet Palace in the afternoon. The colourful fireworks was some kind of triumphant finale of the forum in Dashoguz. The Turkmen leader returned to Ashgabat on that day.
