At the meeting of the Council of Elders of Turkmenistan in Dashoguz the achievements of the country were summed up and strategic tasks related with priority aspects of the home and foreign policy of the Turkmen state were outlined.

So, as a result of large-scale reforms carried out in the national economy, a complex development of regions of the country, establishment of new and modernization of the existing industrial capacities the share of industrial production has reached as much as 51,5% in GDP .it speaks of the fact that Turkmenistan which earlier has a agriculturally-oriented economy ,has resolutely entered a new phase of industrial development and now becomes the country with a developed industry equipped with the latest machinery and technologies. The oil and gas complex plays a key role in it and here a number of tasks connected with manufacture of such synthetic polymers as polyethylene, polypropylene, polyvinylchloride have been set forward with a necessity of adjustment of high technological manufacture of chemical production by an efficient organization of production of various dyes, glues, construction and composite materials and frames.

The strategy of development of Turkmenistan is aimed at a dynamic development of all branches, further diversification of the economy, gradual transition to market economy and development of the private sector. The fact that a new important phase has been set forward, attests to 1888 ongoing construction projects with a total investment of 42 000 000 000 US dollars in our country. The total capital investment makes up 13 300 000 000 US dollars for development of the national economy is now realized by local constructing enterprises.

The most important aspect of the national strategy is the development of Turkmenistan as social state, which has set forward before itself the achievement of high living standards, development of human, ensuring of its material and spiritual needs. This is the central idea, which stood out through the entire speech of the national leader in the meeting of the Council of Elders and clearly formulated the issues of realization of national programs for improvement of social conditions of populations of regions, environmental protection, ,reforms in the spheres of education and science, development of culture, health care, tourism and sports.

At the end of the past year there was established the Fund of the President of Turkmenistan for financial assistance of young research fellows in their research works and projects and in august of that year the law of Turkmenistan on state youth policy. In this connection, the Cabinet of Ministries has been instructed to determine the courses of state assistance to the youth and to develop the plan of upcoming activities in this direction. Resolute steps to support young families in construction of residential houses at reasonable prices by the state will be also outlined by the government of the country, and local municipalities, Ministry of Construction of Turkmenistan and other departments. The matter particularly concerned supply of young teachers, engineers, doctors, families of servicemen and other young families sent to work in rural areas with houses.

One of the key tasks is continuation of reforms set forth in the education sphere. In compliance with the modern requirements upon completion of 12-year study in comprehensive schools, the youth of Turkmenistan first of all should know three languages - Turkmen, English and Russian. Secondly, school-leavers should obtain a specialty, which will be of use for them in life.

The training of highly qualified specialists for the non-governmental sector of the economy on a paid basis will become a principally new feature of the national education system. Private education establishments are supposed to be set up on a competition basis with private enterprises.
