The Mejlis of Turkmenistan of the fourth convocation held its 22nd session with participation of the cabinet ministers, heads of ministries and departments and mass media.
Among the main documents considered during the meeting were the drafts of the Law of Turkmenistan "On the State Budget of Turkmenistan for 2014" and the Resolution of the Mejlis of Turkmenistan "On the execution of the State Budget of Turkmenistan in 2012". The meeting agenda also focused on the drags of the Laws "On trade unions, their rights and guarantees", "On scientific organzations", "On peasant association of Turkmenistan" and draft laws on amendments to a number of laws considered by the National Parliament committees.
An important task of the State Budget of turkmenistan for 2014 is significant investments to maintain the high paces of the national economy development.
Next year, the revenues of the State Budget will formed due to such important branches as oil and gas, and chemical spheres, power energy and construction. The agroindustrial complex, transport, communications, textile and food industries will be offered with a powerful incentive for development. In 2014, the incomes will grow due to the intensive development and encouragement of the work of the enterprises of the non-governmental sphere of the national economy. Next year, 37 % of the total amount of funds allocated for financing the public and social services will be invested to the sphere of education, 4.5 % - the sphere of culture, 10.4 % - healthcare industry, 37.6 % - social security sphere, 10.4 % - housing and communal services. 37.2 million manats were allocated to development of sports and organization of sports events that is 62 % more as compare to the year of 2013.
Significant amount of funds will be allocated to increasing the pensions, salaries, state allowances and scholarship up to 10 % starting from January 1, 2014.
It is also planned to increase significantly the contribution to implementation of the strategic programmes and large-scale projects initiated by the Turkmen leader, including construction of new facilities in the Avaza National tourist zone, social and cultural objects, industrial and transport and communication infrastructure.
The drafts of the Laws of Turkmenistan on amendments to the Code of Turkmenistan on administrative infractions, the Criminal Code of Turkmenistan, the Laws of Turkmenistan "On the status of the scientific worker", "On physical culture and sports", "On museums and museum work", "On libraries and library work", "On enterprises", "On migration" as well as the project of the Resolution of the Mejlis of Turkmenistan on the approval of the Convention considering Convention of the year of 1958 on certification of sailors.
Within the framework of the session, the Mejlis deputies approved and adopted new drafts of laws.
