President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers, during which the work done in the sectors of the national economy in the ten months of the current year, the domestic policy issues and draft documents were considered.

The Vice Premiers presented the reports. It was reported that the gross domestic product had been increasing steadily during the reporting period and the GDP growth rate made up 110 percent. Industrial output rose to 113.2 percent as compared to the same period of the previous year. The volume of retail sales in the ten months in 2013 rose to 119.8 percent as compared to the same period of the previous year. Foreign trade increased during the reporting period.

The revenues of the State budget were implemented at 121.7 percent and the expenditures – 96.3 percent. Salaries, pensions, state benefit payments, scholarships were paid off in a timely manner during the reporting period. Average monthly salary increased by 10.9 percent as compared to the same period of 2012.

The reports focused on the preparations for the Turkmenistan-US Business Council, which would take place in Ashgabat on November 12-13, and a regular session of the participants to United States – Central Asia Trade and Investment Framework Agreement (TIFA), which would be held in the Turkmen capital on November 11-14. The reports focused on the progress of the tree planting campaign in the Avaza national tourism zone and the preparations for the nationwide tree-planting action – yovar – which would be held on November 9.

It was noted that the oil and gas condensate production plan was implemented at 105.4 percent and the natural gas and associated gas production plan - 106.7 percent during the reporting period. ‘Blue fuel’ exports increased as compared to the same period of the previous year – the growth rate made up 103.4 percent. The processing of oil and petroleum products, including gasoline, diesel fuel, polypropylene, liquefied gas rose. The volume of drilling operations significantly increased during the reporting period.

The volume of works and services performed by the enterprises of the Ministry of Industry of Turkmenistan was reported to increase to 141.5 percent as compared to the same period of the previous year. The production growth rate at the enterprises of the Ministry of Textile Industry made up 108.5 percent. The trade growth rate at the enterprises of the Ministry of Trade and Foreign Economic Relations made up over 20 percent as compared to the same period of the previous year.

The industrial production growth rate at the enterprises of the Union of Industrialists and Entrepreneurs made up 198 percent and the agricultural production growth rate - 157 percent during the reporting period. The volume of construction and assembly works increased to 66 percent. The total turnover at the enterprises of the Union of Industrialists and Entrepreneurs rose 2 times and the volume of services rendered to the population - 2.5 times.

25 schools and 27 kindergartens were put into operation during the reporting period. The reports focused on the results of the meeting of the Turkmenistan-Austria Commission, which took place on November 6-7. The reports spotlighted the preparations for the 9th meeting of Turkmenistan-Uzbekistan Commission for trade and economic, scientific and technical and cultural cooperation, which would be held in Ashgabat on November11-12. The high-ranking officials reported on the preparations for the International Exhibition and Conference on Education, Sports and Tourism, which would be held in Ashgabat on November 12-14, and the International Conference on “The Millennia-old Origins of the Art of Building in Turkmenistan”, which would be held in Ashgabat and Mary on November 13-14. The President of Turkmenistan issued the Resolution on the construction of bridges and underground crossings and the reconstruction of streets in Ashgabat.

Summarizing the results of the country’s social and economic development during the reporting period, the President noted that the economic growth rate had remained high.

The President said that when developing the plans for the next year, the shortcomings identified during the reforms in different sectors should be taken into consideration. “We are working towards the large-scale industrialization of the country,” the Turkmen leader said, noting that the national economy should be rebuilt through adopting advanced technology in all its spheres. The Turkmen leader noted that more apartment houses with modern conveniences should be built in towns and villages throughout the country.

The President also emphasized that the development programme for each ministry and departments should have been devised and discussed by the end of the year. In this context the Turkmen leader emphasized that these programme should provide employment opportunities. The Turkmen leader gave specific instructions to the Vice Premiers to optimize the activities of ministries and departments and train highly qualified specialists.

Other issues were considered and the decisions were adopted during the meeting of the Cabinet of Ministers.
