Dear conference participants,
Ladies and gentlemen,


With all my heart I would like to congratulate you on the opening of the WHO European Ministerial Conference on the Prevention and Control of Noncommunicable Diseases in the Context of Health 2020. We view the fact of holding this representative forum in the capital of Turkmenistan as a sign of respect for our country, the recognition of its achievements in protection of people’s health of people, the evidence for our common goals and objectives in this critical area.

Addressing the challenge of noncommunicable diseases is one of the WHO’s priorities. The importance of this work is recognized in the provisions of the Political Declaration of the High-level Meeting of the General Assembly on the Prevention and Control of Non-communicable Diseases held in New York in September 2011. In this regard, I would like to commend the WHO’s efforts it is undertaking to implement the provisions of this document.

Health 2020 – the new European health policy framework – that is a perspective view of the challenge of improving healthcare in Europe as a whole also focuses on the prevention and control of noncommunicable diseases. It is the ambitious innovation action plan which lays the groundwork for identifying strategic priorities for healthcare development for the coming years. We hope that the discussion of them during the conference will give a powerful impetus to our work, open up new possibilities to prevent and control noncommunicable diseases.

Dear conference participants,

People’s health is the wealth of the country, the foundation of its prosperity. Healthcare development is regarded in Turkmenistan today as an aspect of the state policy. In the context of the development of the healthcare system in Turkmenistan, special attention is paid to the prevention of noncommunicable diseases. The Strategy of the Prevention and Control of Noncommunicable Diseases in Turkmenistan for 2011-2015 provides for the strengthened measures for the prevention and timely detection of diseases. This work continues, and the national strategy for the control of noncommunicable diseases for 2014-2020 is being currently developed with the assistance the WHO Regional Office for Europe in line with the best international and best practices.

Dear conference participants,

The adoption of the Declaration on the Prevention and Control of Noncommunicable Diseases in the context of Health 2020 at this conference is a critical step to concert our efforts on a long-term basis. The document aims to respond to the spread of non-communicable diseases, facilitate efforts to ensure full implementation of the WHO Framework Convention on Tobacco Control, strengthen capacity to address the burden of non-communicable diseases and develop socially-oriented healthcare systems as part of national health policies. Turkmenistan fully supports the provisions of the Declaration and intends to do everything necessary to implement them together with its partners at the national and multilateral levels. I believe that we are able to achieve great results together.

In conclusion, I want to thank the Regional Office of the World Health Organization for Europe and you, Madam Regional Director, for the tremendous personal contribution to the organization of this important conference. I wish all participants fruitful work.
