The elections of the deputies of the Mejlis of Turkmenistan of the V convocation took place in Turkmenistan on December 15. The elections held on a democratic, alternative basis in a transparent atmosphere were marked by the high civil activity of the Turkmen society.
283 candidates were registered for 125 mandates. The candidates were nominated by the Democratic Party of Turkmenistan, the Party of the Industrialists and Entrepreneurs of Turkmenistan, public organizations as well as initiative groups of Turkmen citizens.
Within the framework of the election campaign, 3,063,000 voters were registered.
According to the legislation, the canvass campaign completed at midnight on December 14. On Sunday, December 15, the polling stations opened its doors from 7 a.m. utill 7 p.m. According to the Central Commission for Elections and Referenda of Turkmenistan, by the time the polls closed, that is, by 7 pm, 91 percent of voters participated in the elections of national parliamentarians. In accordance with the provisions of the national law the voting results will be announced after closing the polls in foreign countries. Moreover, the elections of the Halk Maslakhaty members took place in two newly-established etraps of the city of Turkmenbashi in Balkan Velayat - Avaza and Kenar Etraps on December 15.
Festive atmosphere reigned at the polling stations throughout the country. The concerts and trade fairs were arranged at the polls. A lot of young citizens of Turkmenistan who reached the age of 18 voted for the first time. The valuable presents were awarded to them in memory of such a remarkable event in their life.
The elections in foreign countries were held at the high organizational level. Thousands of our compatriots living abroad were provided with an opportunity to give their votes in 33 polling stations opened at the embassies and consular offices of Turkmenistan. The Parliamentary elections were also held in all military units.
According to the Central Commission for Elections and Referenda of Turkmenistan, the elections in the Turkmen capital and all regions of the country were held at the high organizational level in compliance with the national legislation and standards of the international law. That is confirmed by the national observers who monitored the election process on site. The CIS observation mission represented by the CIS member states, the Executive Committee of the Commonwealth of Independent States, the Election Observation Mission of the OSCE's Office for Democratic Institutions and Human Rights (OSCE/ODIHR) as well as the delegation of the OSCE Parliamentary Assembly arrived in the Turkmen capital to monitor the elections.
Many foreign journalists who visited the polling stations on December 15, could receive an evidence that the Parliamentary elections hard been held at the democratic basis.
