Speaking during the meeting with the deputies of the Mejlis of Turkmenistan, President Gurbanguly Berdimuhamedov summed up the work done and specified the programme of actions for the near future as well as for the long-term period given the tasks set to the country.
Underlining that in compliance with the Constitution of Turkmenistan, the deputies of the Mejlis of Turkmenistan of the fourth convocation completed their work this year, the President noted that 23 sessions of the Mejlis of Turkmenistan were held within the last five years. It was noted that in general 466 documents, including 245 Laws of Turkmenistan and 221 Resolutions were adopted within the framework of the meetings. Moreover, 32 Resolutions of the Mejls of Turkmenistan on ratification of the international agreements and conventions or accession to them were adopted.
In line with the forthcoming tasks on reforming and improving the legal system of Turkmenistan, the Criminal Procedure Code, the Air Code, the Housing Code, the Health Code, the Family Code, the Penal Execution Code, the Administrative Violations Code, the Welfare Code and the Forest Code were adopted.
Then the President of Turkmenistan expressed with satisfaction that the people who have the high level of professionalism had been elected to the Mejlis of Turkmenistan of the fifth convocation. Among them are young deputies and highly-educated representatives of various professions as well as people of other nationalities. The number of women has increased and makes up 26.4 percent of the total number of deputies.
The President of Turkmenistan emphasized that protection of human rights and freedoms should be the core area of work of the Turkmen Parliament. The Turkmen leader noted that Turkmenistan's integration into the system of the international economic relations and industrialization of the country required highly-qualified specialists in all sectors of the national economy. In this regard, the Law of Turkmenistan "On education" that provides each citizen with equal rights for education is of particular significance. The President noted that within the short period of time we should develop the regulatory and legal documents to ensure the education of highly-qualified specialists on a paid basis using the funds of employers, including state enterprises and commercial agencies as well as the funds of citizens willing to study.
The President of Turkmenistan instructed the deputies of the National Parliament to continue the work on drafting the laws regulating the healthcare system and pay particular attention to creation of favorable conditions for the work, study, recreation and transportation of people with disabilities.
The Turkmen leader also underlined the necessity to draft and adopt the regulations on allocation of lands for construction of private houses.
The deputies of the Mejlis of Turkmenistan of the fifth convocation should continue developing the legislative acts to ensure the efficient use of the legal mechanisms to improve the work of agricultural enterprises. The President of Turkmenistan also emphasized the need to improve the Codes of Turkmenistan on water and land.
The President of Turkmenistan noted that the deputies of the Mejlis of Turkmenistan of the fifth convocation jointly with the Government of our country should develop and improve the legal acts on the protection of nature, the state commission on environmental monitoring and waste recycling as well as to continue the work on improvement of the Family Code of Turkmenistan.
It is important to continue the work on drafting the laws of Turkmenistan "On legal executives" and "On criminal investigation". Moreover, the deputies should continue the work on improvement of the Law of Turkmenistan "On Public Associations".
The President also instructed the National parliamentarians to analyze the articles of the Constitution of Turkmenistan in order to develop and adopt the goals and objectives of the legal reforms to be carried out based on the Main Law of the country at the present stage of the social development.
