The President of Turkmenistan chaired an enlarged meeting of the Cabinet of Ministers that focused on the social and economic development of Turkmenistan in 2013. In this context, the work done by the Government, ministries and departments and the progress in implementing the national programmes and priority investment projects were considered. The agenda of the meeting, during which the important documents and decisions were adopted, included the priority objectives in the life of the state and society for 2014.

The heads of the Mejlis, the khyakims of the velayats, towns and etraps, the heads of ministries and departments, the mass media, the rectors of higher educational institutions and other high-ranking officials were invited to participate in the meeting.

Opening the meeting, the President appointed the high-ranking officials and signed the important documents.

The Vice Premiers presented the reports on the work done. In 2013, the production growth rate made up 113.3 percent. The high results were gained in nearly all the sectors of the national economy.

In 2013, the revenues of the State budget of Turkmenistan made up 130.9 percent and the expenditures of the State budget - 98.7 percent. 77.3 percent of the budgetary funds were directed to the social sphere.

A rich grain harvest was reaped in 2013. The grain harvest reaped in 2013 was 1.3 times higher than that reaped in 2012. The growth rate of rice production made up 18.3 percent during the reporting period. Production of fruits, vegetables, melons, gourds and watermelons, milk and meat grew during the reporting period. High performance indices were achieved in the construction industry. In particular, the volume of construction works performed during the reporting period increased by 20.1 percent as compared to 2012.

The growth rate of passenger traffic in 2013 made up 105.7 percent. The volume of freight transportation performed by all modes of transport increased by 11.4 percent. The revenues from communications services rendered to the population during the reporting period increased by 18.5 percent as compared to 2012.

74 educational institutions: 30 secondary schools, 37 kindergartens and 7 children's recreational centres were put into operation during the reporting period. The secondary vocational financial and economic schools and two primary vocational schools were opened in each region of our country last year. The Turkmen State Institute of Oil and Gas gained the international status and was renamed into the International University of Oil and Gas in 2013. The faculties of advanced training were opened at three higher educational institutions, four new specialities were introduced at higher educational institutions and twelve new specialities - at secondary vocational schools.

In 2013, the Dental Centre and the enterprise producing infusion solutions were put into operation, and the construction of the building complex of the Clinic Research Maternity and Child Health Centre, the new building of the International Medical Centre and the Training and Research Centre was launched. The building of the Sanitary and Epidemiological Service was opened after reconstruction in Ashgabat.

In 2013, our athletes participated in 167 international competitions, including the IV Asian Indoor and Martial Arts Games in the Korean city of Incheon and the World Summer Universiade in Kazan (Russian Federation) and other championships, in which they won 282 - 100 gold, 96 silver and 86 bronze medals.

The preparations for the V Asian Indoor and Martial Arts Games, which would be held in 2017 in Ashgabat, continued.

The growth rate of work performed, products manufactured and services rendered in January- December 2013 at the enterprises of the Ministry of Industry made up 143.6 percent. The high performance indices were observed at the industrial enterprises. Production of cement grew 193.3 percent, non-metallic materials - 122.5 percent, cladding materials - 120 percent, reinforced concrete structures - 119.9 percent, metal-roll and haydite - 111.7 and 115.5 percent respectively.

The Turkmen leader signed the Resolutions on the allocation of various agricultural crops in an area of over 1.465 million hectares throughout the country and the Resolution on the free transfer of livestock into private ownership to natural entities in accordance with the established procedure. The President signed the Orders on the allocation of land to livestock farms, affiliated velayat livestock production associations of the State Animal Husbandry Association for fodder production and on the approval of the limits of water consumption by consumers in velayats, etraps and towns.

The Turkmen leader Gurbanguly Berdimuhamedov signed the Decree authorizing to move the day off from January 12 to January 13 in accordance with the Labour Code of Turkmenistan and other documents as Remembrance Day fell on Sunday.

During the government meeting the Turkmen leader delivered the keynote speech, in which the President commented on the results gained in 2013 and set the priority tasks to be fulfilled in 2014.
