President of Turkmenistan conducts a working meeting with the heads of the oil and gas complex

President of Turkmenistan Gurbanguly Berdimuhamedov conducted a working meeting with the heads of the oil and gas complex. The meeting agenda focused on a number of organizational issues, the important tasks set to the fuel and energy complex, and the prospects for its further development.

Vice Premiers, and the heads of ministries and departments of Turkmenistan were invited to attend the meeting.

Chairman of the Supreme Control Chamber B. Atdaev reported on the outcomes of the inspection of the work of the Ministry of the Oil and Gas Industry and Mineral Resources, Turkmennebitgazgurlushik, Turkmengaz, Turkmennebit State Concerns, Turkmengeologiya State Corportaion and the Turkmenbashi complex of oil refineries.

The Turkmen leader was informed that in January-March, 2014, the Turkmengaz state Concern fulfilled the plan on production of oil and gas up to 111 percent, gas condensate - up to 126 percent, liquified gas - up to 108 percent.

Within the reporting period, the Turkmennebit State Concern drilled and put into operation 17 new wells as well as reconstructed 134 wells.

13 production wells with the projected depth of 4,800 metres were drilled at the Galkynysh gas deposit.

The growth rate of the contractual works conducted by the Turkmennebitgazgurlushik State Concern in January-March, 2014 made up 111.1 percent as compare to the same period of 2013. The growth rate of production of the Turkmenturba plant affiliated to the Concern made up 107 percent as compare to January-March, 2013.

It was also reported on construction of new production facilities at the Turkmenbashi complex of oil refineries that will allow widening the range of goods and increasing the production of high-quality oil products that are of great demand on the world market.

The head of the State Agency on Management and Use of Hydrocarbon Resources under the President of Turkmenistan reported on the progress in implementing the projects on construction of the Turkmenistan - Afghanistan - Pakistan - India and Trans-Caspian gas pipelines.

Commenting on the reports, the President of Turkmenistan specified a number of tasks to the industry.

The Turkmen leader underlined the necessity to prepare and sign all necessary documents for construction of the Turkmenistan - Afghanistan - Pakistan - India gas pipeline in 2014 and launch the project on construction of this transnational energy bridge in 2015.

Among the important tasks set to the industry the Turkmen leader also specified the importance of completing the construction of the Turkmenistan - China gas pipeline till 2018 and continuing works with Russia and Iran in compliance with the signed contracts.

To implement the agreements achieved with Japan last September, the President emphasized on the significance of signing the relevant documents till July 1, 2014.

The Turkmen leader also suggested to attract the students of the International Oil and Gas University to improve the Turkmen science.

Moreover, the Turkmen leader underlined the necessity of teaching the English language to the specialists of the industry at the International University of Oil and Gas and increasing their qualification.

The President underlined the necessity to build centralized oil purifying units at large oil deposits using the latest technologies.

Speaking about the importance of environmental issues, the Turkmen leader focused on the necessity to find the scientifically based solutions and apply the most advanced technologies and the best international practices in this field.

The President underlined the need to follow the rules of technical safety during drilling operations and establish cooperation with experienced foreign companies specializing in this area.

The President instructed the relevant officials to launch the production of covering materials used during construction of cultural and social buildings. It is also important to ensure production of quartz sand and basalt glass and other fibers, which are used as raw materials for the production of high quality pipes of various diameters.

The Turkmen leader demanded the relevant officials to accelerate the paces of search for rare and precious metals and identify the promising fields for industrial development, launch the production of water from oil and gas wells, which are composed of iodine and bromine.

The President of Turkmenistan instructed the specialists of the Scientific and Research Institute of the Turkmengeologiya State Corporation to apply the results of scientific works conducted at the institute in production.

The Turkmen leader noted that when necessary it would be reasonable to attract the leading authoritative international companies that possess huge experience in this sphere.

The President instructed the head of the Turkmenbashi complex of oil refineries to take all necessary measures to increase the volumes of production and export of high-quality oil products.

President Gurbanguly Berdmihamedov also underlined the necessity to produce high-quality bitumen.

Speaking about construction of infrastructural facilities, the Turkmen leader instructed the relevant officials to analyze the issue on construction of a petrochemical plant in the Ekerem settlement and provided specific instructions regarding reconstruction of the Seydi oil refinery.

The Turkmen leader also demanded to analyze the possibilities of production of synthetic oils that will contribute to increasing the production capacities of the oil refineries.

Other important state policy issues were considered, and a number of the relevant documents and decisions were adopted during the meeting.
