In accordance with the Decree of the President of Turkmenistan, the Constitutional Commission to improve the Constitution of Turkmenistan is established and its membership is approved. It was noted that the Commission was established with the view to develop and generalise the science-based proposals on the improvement of the Basic Law in order to bring national legislation in line with international standards. The Constitutional Commission is to submit the proposals on amendments and additions to the Constitution of Turkmenistan.
It was noted at the enlarged meeting of the Cabinet of Ministers that the first stage of reforms was done in 2008 when the amendments and additions to the Basic Law and the new Constitution was adopted. These amendments and additions fundamentally changed the provisions of the Basic Law. The need to continue the constitutional reform is associated with the accelerated pace of the ongoing social and economic reforms in the country and the adoption of the principles and values of civil society. The reforms will make it possible to address such important social issues as the improvement of the public and political system of the country and the transition to a market economy.
The Turkmen leader Gurbanguly Berdimuhamedov noted that the position of Plenipotentiary Representative for Human Rights should be introduced in our country and the powers of local governments should be expanded in the framework of the forthcoming reforms. The President said that particular attention should be given to the enhancement of the judicial protection of the rights and freedoms of individuals and citizens as well as the individual-state responsibility. These reforms will allow identifying new areas of social and economic development and establishing new bodies of state power and civil society.
