A meeting of the State Security Council

President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, General of the Army Gurbanguly Berdimuhamedov chaired a meeting of the State Security Council, during which the work done by the military and law enforcement agencies in the five months of the current year to achieve the objectives of ensuring pace and cohesion in the country were considered.

The heads of the military and law enforcement agencies reported to the President on the current situation at the ministries and departments under their supervision and the fulfilment of the Turkmen leader’s instructions.

Secretary of the State Security Council, Minister of National Security Ya. Berdiev presented the overview of achievements of the ongoing military reform. Emphasizing the crucial importance of the ongoing military reform, President Gurbanguly Berdimuhamedov focused on three key aspects which should be given priority attention to. In particular, these include the continued strengthening and modernization of the material and technical base of the Armed Forces, the improvement of the training of military personnel and the creation of the most comfortable conditions for life and service of military servants and their families. Also, emphasis was placed on the need to work towards improving the combat skills and patriotic education of young warriors.

Chief of the State Border Guard Service M. Yslamov, Minister of Defence B. Gundogdyev, Minister of Internal Affairs I. Mulikov, Prosecutor General A. Hallyev, Chairman of the Supreme Court B. Charyev, Chairman of the State Customs Service A. Hojamgulyev, Chief of the State Service for the Safety of the Healthy Society A. Osmanov and Chairman of the State Migration Service D. Bairamov presented the reports.

Commenting on the reports, Supreme Commander-in-Chief of the Armed Forces Gurbanguly Berdimuhamedov focused on the particular importance of the tasks set for the State Border Guard Service and severely reprimanded the high-ranking officials of the Service.

Focusing on the unquestionable importance of the responsibilities imposed on the staff of the Ministry of Internal Affairs, President Gurbanguly Berdimuhamedov gave specific instructions to optimize its activities to ensure fire safety and prevent road accidents.

Focusing on the importance of taking the responsible approach to fulfil the tasks set for public prosecutor’s offices, particularly to ensure the rule of law and strictly supervise the execution of the laws, the Turkmen leader demanded that complaints and petitions of citizens should be thoroughly considered and any attempts to violate current national laws should be supressed in a most resolute way.

Noting the enormous responsibility of judges for the decisions taken, the President focused on the need to strictly adhere to the spirit and letter of the law and take the most thorough approach to every criminal case and gave specific instructions to improve the personnel policy.

Specifying the tasks to be fulfilled by the State Customs Service, including the priority ones, President Gurbanguly Berdimuhamedov dwelt upon the thorough selection and placement of personnel as well as re-equipment of customs posts that were to block the way to low quality and prohibited smuggled goods.

Stressing the importance of concerting and enhancing efforts to combat illicit drug trafficking and drug abuse, the Turkmen leader said that Turkmenistan together with the world community would continue to carry on the uncompromising struggle against the spread of dreaded potions, taking extensive measures in the framework of the national programmes as well as within cooperation with the authoritative international organisations to curb illicit trafficking in narcotic and detect and prevent drug abuse.

In conclusion, Supreme Commander-in-Chief of the Armed Forces, General of the Army Gurbanguly Berdimuhamedov expressed overall satisfaction with the work do9ne since the beginning of the year.

Other issues were considered and the decisions were taken during the meeting of the State Security Council.
