President of Turkmenistan chairs the first meeting of the Constitutional Commission

The first meeting of the Constitutional Commission was held under the chairmanship of President Gurbanguly Berdimuhamedov in Ashgabat. As was reported, the Commission was established in accordance with the Decree of the President of Turkmenistan issued this May with the view to promote the constitutional reform and bring the Basic Law in compliance with the international standards and modern requirements.

Opening the meeting, which brought together the Chairperson of Mejlis, Vice Chairmen of the Cabinet of Ministers, khyakims of the velayats and Ashgabat, heads of the military and law enforcement agencies and representatives of government agencies, public organisations and the media, the Turkmen leader said that an important event was taking place in the life of the sovereign Turkmen state and society – the Constitutional Commission was starting its work.

President Gurbanguly Berdimuhamedov noted that the objectives and priorities in this field should be specified during the first meeting of the Commission and the measures should be taken to bring the Basic Law in compliance with the requirements of the current stage of national development.

Then the Turkmen leader gave the floor to the members of the Constitutional Commission.

Chairman of the Democratic Party K. Babaev, Director of the Institute of State and Law under the President of Turkmenistan Ya. Nuryev, Dashoguz Velayat Khyakim E. Orazgeldiev, Prosecutor General A. Hallyev, Chairperson of Mejlis A. Nurberdyeva spoke at the meeting.

They emphasized the positive nature of the ambitious reforms taking place in the country in the epoch of might and happiness and the epoch-making programmes launched in all the spheres of life of the Turkmen state and society.

It was noted that the Turkmen leader’s initiatives to improve the Basic Law would contribute to deepening the comprehensive reforms launched throughout the country, further strengthening the foundations of democracy and enhancing the effectiveness and efficiency of local government and self-government in compliance with modern requirements.

Then the President of Turkmenistan addressed the members of the Constitution Commission with a keynote speech, dwelling upon the priority goals and objectives of the constitutional reform.

The Turkmen leader emphasized that the Constitution of Turkmenistan served as the unshakable legal foundation of our sovereign state. The Basic Law is an embodiment of a modern model of a democratic, jural and secular state that absorbs the age-old national traditions and customs, mentality and life principles of the Turkmen people.

The President said that the Constitution of Turkmenistan adopted in 1992 had stood the test of time. In this context, the leader of Turkmenistan noted that the comprehensive measures were undertaken in 2008 to improve the Basic Law, and, as a result, the important amendments and additions were introduced to the Constitution, creating an enabling legal environment for the reform of state power and local government and rapid economic growth. These steps were taken with close attention paid to the development of diversified economy, particularly entrepreneurship.

Drastic changes, which have taken place in the socio-economic and political life of the country in recent years, require initiating the new stage of the constitutional reform.

The objectives set forth by the certain norms of the Basic Law have been achieved today; therefore the need to bring these norms in line with modern requirements is coming to the forefront. The President said that drastic changes taking place in all the spheres of life of the Turkmen society needed to be legally secured, primarily in the Constitution. We are therefore introducing the new norms to our Basic Law which, laying the legal groundwork for the improvement of the Constitution, should not only highlight the political, economic and social objectives of today, but also take near- and long-term prospects into account.

In this context, the Turkmen leader emphasized that the purpose of the ongoing constitutional reform was to bring the national legal system in line with modern requirements to the development of society as it must meet the standards of the Basic Law and international best practices. This reform also provides for the evolutionary development of political relations in our country and the enrichment of activities of public legal institutions with new content. The President of Turkmenistan said that this necessitated defining the role of legislative, executive and judicial powers and achieving effective interaction between them.

Addressing the members of the Constitutional Commission, the President identified the key objectives to be achieved by the relevant institutions and organisations.

Concluding the first meeting of the Constitutional Commission, the Turkmen leader wished the participants good health, prosperity, fruitful work and every success in fulfilling the important tasks.
