The last year was very rich for the Central Committee on elections and referendums in Turkmenistan. It was held two election campaigns: on elections of deputies of the Parliament – in the districts #99 “Kemine”, #103 “Zarpchy” of Mary province and members of Gengeshes on several districts instead of retiring members, as well as members of vilayet, etrap and city people’s council.
The worthiest candidates, enjoying great respect and confidence of compatriots and nominated by political parties, including the Party of Industrialists and Entrepreneurs of Turkmenistan, social associations and groups of citizens disputed the right to represent their districts.
As is known, in the last year, it was founded new political party – Agrarian, which creation became an important step on the path of democratic reforms, one of major aspects of which is successive formation of multi-party socio-political system. In this connection, its representatives were involved into composition of the group on activity with national observers at the Central Election Committee. In the next election campaign, the party will be able to take full-fledged part, nominating its candidates.
Elections were held on the principles of alternativeness, publicity and openness. It was noted the high activity of the voters. 43 thousand 624 persons, living on the territory of these districts, participated in the elections of deputies of the Parliament on two electoral districts. It is 88.68 percent of total number of voters put on the lists.
42 thousand 707 persons that made 87.38 percent of total number of voters took part in the elections of members of Gengeshes on several districts. Among 298 candidates, it was elected 149 representatives of local national authorities, including in Akhal province – 20, Balkan – 6, Dashoguz – 24, Lebap – 35 and Mary – 64.
Concerning the elections of members of People’s Council, among 3 thousand 524 officially registered candidates, 240 members of vilayet and 1480 etrap and city people’s council have been elected.
Educational and professional level of the elected representatives of the people is quite high – most of them highly qualified specialists, working in the field of agriculture and water economy, fuel-energy complex, sphere of education and public health, public authorities and management, activists of political parties, trade unions and youth organizations. Among them, there are the representatives of different nationalities, living in our country.
Available logistics of the Central Election Committee, efficiency and coordination of actions of the personnel of all election commissions allowed working out and sending the information immediately to the Central Committee on elections and referendums in Turkmenistan.
Principle of electiveness of all representative state authorities on truly democratic basis creates more optimal conditions for activation of citizens in realization of their constitutional rights for participation in the management of affairs of the society and state.
As it was informed, at the recent meeting with deputies of the National Parliament, President Gurbanguly Berdimuhamedov underlined that improvement of legislation related to electoral system of the country always should be in the center of attention of the Parliament of Turkmenistan. In this connection, it was emphasized the necessity, being based on accumulated experience and in accordance with requirements of the time, to improve the Electoral Code of Turkmenistan.
Improvement of provisions of this Code is urged to become a regular important step in realization of democratic reformations in the country, further strengthening of foundations of democracy taking into account the leading world and national experience of conduct of election campaigns as well as in accordance with international norms and standards in this sphere.
