President Gurbanguly Berdimuhamedov attends the UN World Conference on Disaster Risk Reduction

President of Turkmenistan Gurbanguly Berdimuhamedov attended the opening ceremony of the Third World Conference on Disaster Risk Reduction.

The theme of the forum is topical for all countries, including Turkmenistan that experienced the colossal forces of the elements in 1948 which razed Ashgabat to the ground and took away thousands of citizens of the Turkmen capital and the surrounding villages.

The participation of the President of Turkmenistan in the Third World Conference is another evidence for the determination of our country to expand and strengthen fruitful multi-format cooperation.

The fact that the participants of the historic high-level meeting include heads of state and government, the Secretary-General of the United Nations, heads of major UN agencies and delegations from 170 countries illustrates the significance of the Third World Conference Sendai and the topicality of the issues under discussion.

The main theme of the high-level forum is the implementation of the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters. The outcomes of the World Conference are to be incorporated into the new Framework for Action, which will specify disaster risk management measures in order to reduce the mortality and economic losses from earthquakes, floods, hurricanes and other disasters.

Addressing the high-level forum, the Turkmen leader presented the specific proposals aimed at concerting global efforts and exchanging experiences to achieve the prosperity and progress of all.

Turkmenistan comes from the fact that disaster risk reduction, early warning and effective disaster monitoring is a complex task, serving as an integral part of global efforts in building a comprehensive security system. Noting that all the components of the system – political, economic, energy, environmental, technological and others – are inseparably linked with each other, the Turkmen leader expressed belief that the international community should take this factor into consideration when developing consolidated approaches to addressing the challenges of disaster risks.

The Turkmen leader said that Turkmenistan firmly believed that efforts towards the reduction of disaster risk must be systematically integrated into long-term plans and programmes for sustainable development as well as grounded on close cooperation between states on regional and international scale.

President Gurbanguly Berdimuhamedov emphasized the growing urgency of the development of effective multilateral mechanisms with clearly defined goals and objectives. In recent years our country has put forward a number of concrete initiatives to enhance regional cooperation and develop effective tools for regional cooperation.

In particular, these include the initiative to establish the Regional Centre for Climate Change Technology for Central Asia under the aegis of the United Nations. The Turkmen leader said that Turkmenistan stood ready to provide the necessary infrastructure for the Centre in Ashgabat.

The main objectives of the Regional Centre include the encouragement of technical and technological cooperation and the development and implementation of the programmes of support for Central Asia countries to reduce the adverse impacts of global climate change. The key aspects of activity of the Centre include the development of complex measures to prevent and reduce the risk of natural disasters in the region, which is highly vulnerable in this regard.

The leader of Turkmenistan emphasized that the establishment of such an institution was objectively necessitated by climatic conditions and environmental situation in Central Asia, reflected the need of the region for a specific and effective agency which would ensure adequate response to disaster risks and in general, complied with the logic of international cooperation on these issues. In this context, President Gurbanguly Berdimuhamedov said that the Government of Turkmenistan in collaboration with the United Nations Development Programme had developed the legal, organizational, technical, financial and other parameters for the establishment and functioning of the Regional Centre.

The Turkmen leader said that Turkmenistan stood ready to present them to all stakeholders for further discussion, suggesting that this initiative should be supported in order to adopt concrete decisions in the near future. In this context, it was suggested that the issues relating the establishment of the Regional Centre for Climate Change Technology for Central Asia should be incorporated into the Post-215 Framework for Disaster Risk Reduction.

The effective model of regional cooperation is in demand today to ensure environmental and anthropogenic security on the Caspian Sea, the unique biological complex of which, without exaggeration, belongs to all mankind. In this regard, Turkmenistan has initiated and drafted the Agreement on cooperation in prevention and liquidation of emergency situations in the Caspian Sea signed by the Presidents of the five Caspian states at the Summit in September last year.

Our country intends to develop the National Strategy for Action for Disaster Risk Reduction in the near future. Its main provisions include the formation of an appropriate legislative framework, the establishment of a coordinating authority and research institutions, expert and technical working groups in the areas of activity, the creation of a modern emergency medical service system, the development of measures for seismic safety and combating desertification, the establishment of early warning and public awareness systems and consistent development and promotion of international and regional cooperation.

The Turkmen leader said that we were facing the critical tasks of developing the Post-2015 Framework today, emphasizing the need to adopt a comprehensive, integrated and most realistic, substantial and targeted approach based on the compatibility of specific needs of certain countries and regions with global trends to this work.

Our country was involved in the process of the United Nations of national consultation on these issues two years ago. Turkmenistan has submitted the national review to the UN Secretariat, in which our country provided its recommendations concerning the UN programme of action after 2015.

Emphasizing that the proposals focusing on environmental issues had a special place in the national review, the Turkmen leader said that it would require further development of more detailed plans and programmes to address environment and related issues, including disaster risk, in the future.

In conclusion, the Turkmen leader said that Turkmenistan supported the provisions of the Post-2015 Framework and expressed its intention to accede to it. Expressing belief in the need for consistent joint efforts of Member States of the United Nations and international organisations, President Gurbanguly Berdimuhamedov reaffirmed that Turkmenistan stood ready for close cooperation with all stakeholders.

President of Turkmenistan Gurbanguly Berdimuhamedov left Sendai by high-speed train Shinkansen for Tokyo, where the Turkmen leader had a brief conversation with State Minister of Economy, Trade and Industry of Japan Yamagiwa Daishiro at Haneda Airport. After the meeting had concluded, the Turkmen leader left for Ashgabat.
