The Turkmen-Korean top-level talks were held in the capital of the Republic of Korea. The State News Agency of Turkmenistan reported that the leaders of the two states held the one-to-one talks and the talks with participation of the government delegations at Cheong Wa Dae Palace.
In his speech, President Gurbanguly Berdimuhamedov noted that strengthening the confidence building measures in Asia and creating an enabling political environment to promote relations between states in accordance with the recognized norms of international law and the Charter of the United Nations were the key aspects of the dialogue between Turkmenistan and the Republic of Korea.
It was noted that the proposals put forward by our countries to further promote international cooperation were mutually reinforcing. For example, the Eurasian Initiative and the Silk Road Express Project announced by President Park Geun-hye to build reliable energy and transport corridors on the continent in many ways coincide with Turkmenistan’s international initiatives for achieving energy and transport security.
The talks focused on trade and economic relations between the two countries. The major Korean companies, including LG, Hyundai, Samsung, Daewoo and Kia Motors, among others, have been operating successfully in various sectors of Turkmen economy over many years. The ambitious projects implemented jointly with these companies include construction of industrial facilities on the Galkynysh gas field, modernization of the oil refinery in Turkmenbashi town and construction of the gas chemical plant producing polyethylene and polypropylene in Kiyanly village.
The on-going joint projects include the second phase of modernization of the Turkmenbashi complex of oil refineries and construction of the plant producing liquid fuels from natural gas.
Nearly half of the public transport fleet of Turkmenistan is composed of Korean buses and motorcars. In addition, Hyundai Motor Company is one of the official car suppliers to the Asian Indoor and Martial Arts Games, which will be held in Turkmenistan in 2017.
The Turkmen leader went on to note that along with the traditional areas of economic cooperation, such as the power, oil and gas and transport sectors, Turkmenistan and Korea had opportunities to promote partnership in new spheres. These include the textile and chemical industries, urban and road infrastructure development.
President Gurbanguly Berdimuhamedov highlighted a number of specific aspects of cooperation in the high-tech sector. For example, one of the most promising projects that Turkmenistan expects to implement jointly with Korean partners is aimed at creating high-tech plants using solar energy.
In partnership with a number of neighbouring states Turkmenistan is currently building an extensive network of transport and transit and multimodal logistics infrastructures in the east-west and north-south directions. It will include transit corridors which will provide access to the Caspian Sea, the Black Sea and the Baltic States. It will be an optimal route from the Asia-Pacific region to European and Middle Eastern markets through Central Asia. In this context, cooperation in the transport sector is deemed to be one of priority aspects of Turkmen-Korean relations for a short term.
Dwelling upon the education sector, President Gurbanguly Berdimuhamedov suggested considering the possibilities to increase the quota for Turkmen young citizens willing to study in the land of morning freshness and establish direct contacts between education authorities of the two countries as well as major higher educational institutions of Turkmenistan and Korea.
The President of Turkmenistan also touched upon cooperation in the sports sector, focusing on the profound potential and objective needs to establish closer contacts in science, health care and tourism and suggesting jointly developing specific plans for cooperation at the interagency level in these spheres.
After the intergovernmental talks had concluded, the ceremony of signing bilateral documents took place.
