President of Turkmenistan Gurbanguly Berdimuhamedov chaired a regular meeting of the Cabinet of Ministers.
The State News Agency of Turkmenistan reports that at the beginning of the meeting the participants discussed the aspects of the work done by the national Parliament to improve the Constitution of Turkmenistan so as to meet the objectives of the present stage of national development. Chairperson of Mejlis A. Nurberdyeva reported that the Committees had analyzed the proposals on the improvement of the Basic Law and prepared the draft Constitution which would be presented to the Constitutional Commission chaired by the President of Turkmenistan for consideration. Presenting the report, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov focused on the preparations for the working visit of the President of Turkmenistan to the Republic of Turkey.
Deputy Chairman of the Cabinet of Ministers in charge of the agricultural sector A. Yazmyradov reported on the progress of the cotton campaign and spring agricultural activities and the preparation of the Turkmen Horse Day celebrations. 500 foreign guests from 50 countries of the world are expected to participate in the festivities. These include delegates of the V Meeting of the International Association of Ahalteke Breeding and participants in the VII International Science Conference “Turkmen Horses and the World Art of Horse Breeding” and the specialized fair, equestrian competitions and other guests of honour.
The programme of the festivities includes the horse marathon, show jumping competitions at the International Equestrian Sports Centre and horse racings. The first junior equestrian competitions will be held at the Ashgabat equestrian sports centre.

Deputy Chairman of the Cabinet of Ministers B. Hojamuhammedov reported on preparatory work being undertaken at Turkmenbashi complex of oil refineries under a new large-scale investment project. New plants for purifying diesel fuel and separating sulphur from gasoline and delayed coking and catalytic cracking unit are to be built at Turkmenbashi complex of oil refineries. The contract between Turkmenbashi complex of oil refineries and the consortium of the Korean companies LG International and Hyundai Engineering for the design and turnkey construction of these facilities was signed during the visit of the President of Turkmenistan to the Republic of Korea.
The project of the centre for cultural events in Mary city was presented for consideration during the meeting. The new facility will accommodate 3,000 spectators. The building will have the original architectural and design solutions: it will have the shape of a giant Turkmen yurt.
Reporting on the current situation in the sectors under his supervision, Deputy Chairman of the Cabinet of Ministers B. Ereshov presented the project for the structural reorganization of a number of textile enterprises in Ashgabat and the inclusion of them in a single technological chain.
In particular, the necessary measures will be taken to improve the manufacturing processes at Argac wool-spinning enterprise of the Turkmenhaly State Association, the Bahar garment production association of the Ministry of Textile Industry and the Ashgabat tannery and their location.
Reporting on the current situation in the sectors under his supervision, Deputy Chairman of the Cabinet of Ministers S. Toylyev focused on the progress in drafting the Development Programme for Research and Innovation of Turkmenistan for 2015-2020. The Programme is to bring scientific and technological research to a qualitatively new level, facilitate the practical application of scientific advances in industry and promote international cooperation in this field.
Deputy Chairman of the Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and the Cabinet of Ministers of Turkmenistan Sh. Durdylyev presented the 15th stage construction projects. The projects provide for construction of apartment houses for 1,472 households in Ashgabat: 18 twenty-storey houses, 8 four-storey houses, 8 three-storey houses and 208 two-storey cottages, 11 shopping centres, a kindergarten for 160 children, a school for 600 children, a park and 13,638 metres of roads. A significant portion of the above facilities will be built by Turkmen construction companies.

Artykov reported that specialists of the Ministry of Energy and the Ministry of Justice had done the work on the development of the electricity and heat use rules and the protection of electrical power systems in accordance with the Law of Turkmenistan on Electric Power.
