Social and economic development of the country in the first five months of 2015 was discussed and priority tasks to be achieved in the near future were identified during a meeting of the Cabinet of Ministers.
President of Turkmenistan Gurbanguly Berdimuhamedov said that real GDP growth was maintained at 9.5 per cent in the reporting period. Substantial investments were directed towards the development of the national economy. The volume of investment increased by 7.8 per cent as compared to the same period in 2014, and made 16 billion manat. Monthly salaries, pensions, scholarships and state allowances rose by 9.7 per cent. The high growth rate was observed in the industry, building and other sectors.
President Gurbanguly Berdimuhamedov said that the total value of buildings and facilities being built under the contracts throughout the country exceeded US$ 50 billion. The large-scale construction projects include the international sea port in Turkmenbashi and the Olympic Village in Ashgabat.
Focusing on the development of the 2016 State Budget, the Turkmen leader emphasized the need to provide for an increase of salaries, pensions, scholarships and state benefits by at least 10 per cent.
The information on the unanimous adoption of the Resolution “Permanent Neutrality of Turkmenistan” co-authored by 47 countries at the 69th session of the United Nations General Assembly by 193 countries on June 3 was presented.
Guided by friendly, brotherly and good neighbourly relations between Turkmenistan and Afghanistan, the Turkmen leader signed the Resolution on the construction of a maternity hospital for 20 patients in Turghundi village in Herat province of Afghanistan.
The Deputy Chairmen of the Cabinet of Ministers presented the reports at the meeting. In January-May, the volume of retail trade increased by 19 per cent as compared with the same period in 2014. Positive dynamics in foreign trade was observed in the reporting period. The construction of large-scale industrial, social and cultural facilities was in full swing. The ratio of this indicator to GDP made 39.2 per cent.
In January-May, the State budget was implemented successfully; the revenues made 102.6 per cent and the expenditures – 90.2 per cent. Construction work on 145 social facilities and 947,000 square metres of housing facilities was carried out in the framework of the rural development programmes.
50 laws and 32 resolutions were adopted at the two sessions of Mejlis for the first five months of the year. 23 parliamentary groups of friendship with other countries carried out activities in the reporting period.
The report on the outcomes of the working visits of the Turkmen delegation to Uzbekistan and Mongolia was presented. The report on the work done in the fuel and energy sector for the first five months of 2015 was presented. The growth rate of drilling operations made 143.2 per cent as compared with the same period in 2014, and the total volume of investments used in the fuel and energy sector increased by 18 per cent.
It was reported that starting from June, Turkmen specialists would control the first artificial satellite of Turkmenistan TürkmenÄlem 52°E, which will broadcast in Ku-band frequency range.
In January-May, the volume of production and works at the enterprises of Turkmenhimiya State Concern made 118.1 per cent of the plan, or rose 2 times. In particular, the growth rate of mineral fertilizers production made 222.8 per cent.
The total volume of production, services and works at the enterprises of the State Committee on Fishery made 150.5 per cent. The catch rate made 186.2 percent, the rate of fish processing and production of canned fish made 141.2 per cent.
In January-May, the plan of investment from all sources of financing was implemented by Ashgabat Hyakimlik to 132.5 per cent.
In January-May, the plan of works and services in the building and power industries was implemented to 127.1 per cent, the growth rate made 120 per cent.
The President signed the Decree on the appointment of M. Abilov Hyakim of Kopetdag Etrap of Ashgabat.
The Turkmen leader signed the Resolutions on the construction of the international quarantine centre for 120 horses in Ak Bugdai Etrap, the purchase of equipment and materials and the performance of services for the construction of a gas compressor station in the Korpeje oil and gas field, the XI specialized commodities exhibition of the Islamic Republic Iran, which will be held in Ashgabat on August 19-21.
Emphasizing the advisability of including the war veterans’ organisation in the Elders’ Council with the view to further improve the legal status and enhance the state support for the organisation, President Gurbanguly Berdimuhamedov signed the Resolution on the improvement of the activities of the Elders’ Council of Turkmenistan.
