President of Turkmenistan chairs a meeting of the Cabinet of Ministers

President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers, during which the draft documents and the important issues of the domestic policy were discussed.

The Deputy Chairmen of the Cabinet of Ministers presented the reports. The report on the progress in drafting the Investment Programme of Turkmenistan for 2016 was presented. According to preliminary calculations, the volume of investments used throughout the country in 2015 will amount to 51.5 billion manat. It is planned to spend 56.2 billion manats from all sources of financing of the development of the economic sectors in 2016. It is planned to direct 65.5 per cent of investment to the construction of industrial facilities and 34.5 per cent – to the construction of social and cultural facilities and buildings in the coming year.

The President signed the Resolution on the organisational issues of the 34th OCA General Assembly, which will take place in Ashgabat next month. Representatives of the National Olympic Committees of countries in Asia and Oceania and the high-ranking officials of the International Olympic Committee and the Olympic Council of Asia are expected to participate in the forum.

The information on the preparations for the V Asian indoor and Martial Arts Games and the measures taken by the Executive Committee together with the Ministry of Communications to create the website of the 2017 Asian Games was presented. It is planned to create the website, which will play an important role in promoting the 2017 Asian Games, in three stages: the first stage – by December 2015, the second stage – by May 2016 and the third stage – by December 2016.

The report on the progress in implementing the Oil and Gas Industry Development Programme for the period till until 2030 and the current situation in various sectors of the energy and fuel industry was presented.

The report on the preparations for the IX International Exhibition of telecommunications, telemetry, information technology and broadcasting equipment Turkmentel-2015 and the science conference, which will be held in Ashgabat on September 16-18, was presented. The forum will bring together Turkmen and foreign exhibitors. Foreign participants in the exhibition will include major satellite and mobile networks operators and manufacturers.

The President signed the Order on the extension of the contracts for electricity exports from Turkmenistan to the Islamic Republic of Afghanistan.

President Gurbanguly Berdimuhamedov said that the agreement on the enhancement of electricity exports from Turkmenistan to Afghanistan had been reached during the recent Turkmen-Afghan top-level talks. Currently Turkmenistan exports electricity on favourable terms to the northern provinces of the IRA. The Turkmen leader said that it was planned to significantly increase electrical power supplies from Turkmenistan to Afghanistan with the completion of construction of new facilities.

The reports on the progress of reconstruction of apartment houses and improvement of adjacent territories in the districts of Ashgabat was presented.

In accordance with the Resolution of the President of Turkmenistan of April 13, 2012, the Union of Industrialists and Entrepreneurs has launched the construction of industrial and social facilities, the reconstruction of existing facilities in the regions and the capital. The multi-storey car park for 300 cars with a shopping centre, located on the ground floor, in Ashgabat is ready for operation. It is planned to put the shopping centre Aşgabadyň ýalkymy and the multi-storey car park for 300 cars, located on Gerogly Street, into operation.

The information on the progress of seasonal agricultural activities was presented. The winter wheat sowing campaign and the preparations for the cotton campaign are in full swing. The sugar beet campaign continues in Balkan and Mary Velayat.

The report on the fulfilment on the instructions to increase the production of vegetables, watermelons, melons and gourds and develop science-based crop rotation was presented. In particular, it is planned to allocate 33,600 hectares of farmland for potatoes and other vegetables and melons in 2016. It is planned to allocate 66,840 hectares of farmland for fodder crops and clover.

The information on the preparation of the equestrian sports complex for the autumn horse racing season was presented.

The Turkmen leader instructed the high-ranking officials to conduct thorough analysis of the effectiveness of the use of agricultural lands and take the necessary measures to optimize land reclamation, restore soil fertility and improve the Land Cadastre.

President Gurbanguly Berdimuhamedov disapproved the Ministry of Nature Protection for the unsatisfactory care for young trees.

The information on the fulfilment of the Turkmen leader’s instructions to optimize the volume of imports of certain types of food products and develop the production that would substitute these types of imported goods. Sausages, canned fruits and vegetables, fruit juices and soft drinks are produced in sufficient amounts in the country, which testifies to the potential to reduce imports and saturate the domestic market with domestically manufactured goods. The proposals concerning the customs duties on certain types of imported food products were presented to the Turkmen leader for consideration.

Focusing on the importance of establishing the enterprises that produce food products from local raw materials and broadening their range, President Gurbanguly Berdimuhamedov emphasized the need to explore the possibilities for exports of domestic products. The President approved the proposals in whole and gave specific instructions to the high-ranking officials.

Other issues were discussed and the decisions were adopted at the meeting of the Cabinet of Ministers.
