President of Turkmenistan Gurbanguly Berdimuhamedov chaired a regular meeting of the Cabinet of Ministers, during which the domestic policy issues and a number of draft documents were reviewed. The Deputy Chairmen of the Cabinet of Ministers presented the reports.
The reports spotlighted the on-going work of the Parliament on the further modernization of the national legal and regulatory framework. The preparations for the nationwide discussion of the draft Constitution were in full swing. The work is being done to draft the laws on arbitral tribunal, pharmaceutical manufacturing, horse breeding, equestrian sports events, space activities, etc.
The report on the preparations for a working visit of the government delegation led by President Gurbanguly Berdimuhamedov to the United States to attend the 70th session of the United Nations General Assembly, scheduled for September 24-27, was presented. The agenda of the global forum would cover a wide range of important issues of modern times.
The information on the measures taken to implement the tobacco control action plan for 2012-2016 was presented. With the view to comply with international practices and implement the provisions of the Ashgabat Declaration and the regulations of the Tax Code of Turkmenistan the proposal to draft the Decree on the use of excise stamps for tobacco products and alcoholic beverages, imported to the customs territory of Turkmenistan, and alcoholic beverages produced in our country was put forward.
The President issued the Resolution approving the statutes of the state commercial banks of Turkmenistan.
The reports on the preparations for the X International Book Fair and Conference entitled “Book – the Path to Cooperation and Progress, which will take place on September 21-23, Kurban bairamy celebrations and the events marking the 24th anniversary of independence of Turkmenistan were presented.
The report on the progress of seasonal agricultural activities, the winter wheat sowing campaign, vegetation irrigation and other farming activities was presented. The cotton campaign was in full swing. Defoliation was being done.
Commenting on the reports, President Gurbanguly Berdimuhamedov expressed dissatisfaction with the slow pace of the cotton campaign. The Turkmen leader demanded that the necessary measures must be done to manage and complete the cotton campaign in a proper and timely manner.
The information on the preparations for the autumn tree planting campaign, when thousands of young coniferous, umbrageous and fruit trees and grapes will be planted, was presented.
The report on the preparations for the Tourism and Travel International Exhibition and Conference, which will be held in the Avaza national tourism zone, was presented.
Touching upon on the aspects of the comprehensive education reform, President Gurbanguly Berdimuhamedov gave specific instructions to increase the number of foreign languages, in particular Chinese and Japanese, taught at higher educational institutions, language faculties and technical, economic and other vocational schools. The Turkmen leader instructed to develop the methods for teaching Chinese and Japanese at secondary schools, starting from the fifth form, and use them in practice.
The detailed information on the measures taken to further develop Turkmenistan’s gas processing industry and the construction plan of new gas processing plants, which will produce polypropylene, polyethylene, caustic soda, gasoline, diesel fuel, kerosene, polyvinylchloride, acrylic and other gas chemicals, a total of 17 items, developed jointly by Turkmen and Japanese experts, were presented.
The report on the work carried out by the State Committee for Fishing Industry was presented. Complex measures were taken to promote commercial fish farming. The Ahalbalyk State Enterprise is planning to produce 800 tons of fish in artificial ponds, covering a total area of 1,100 hectares. New fishing vessels, delivered for the Balkanbalyk State Enterprise in January 2015, made it possible to catch 393 tons of Caspian fish this year.
The information on the measures taken to modernize the merchant marine of Turkmenistan through purchasing new specialized vessels was presented. The projects for the purchase of oil tankers, passenger ships and freight barges, which will ensure smooth operation of marine and oil and gas facilities in the Caspian Sea, are to be financed under the relevant Programme of the Islamic Development Bank.
The report on the measures taken to further develop the main city of the country and the progress in implementing the Ashgabat development plan for 2015-2016 in preparation for the 2017 Asian Games. Consistent measures are taken to modernize power networks and replace overhead lines for underground cables. The project aimed at enhancing reliability of power supply of the city was being implemented.
Noting that housing facilities throughout the country are built on concessional loans, the President instructed to systematically monitor and supervise the registration of real assets bought with a mortgage. The President instructed to introduce GPS networks in order to effectively monitor traffic flows, ensure traffic safety and prevent congestion, by using the technologies of satellite tracking. The Turkmen leader also instructed to take the necessary measures to ensure that cars were parked in designated areas.
The draft project of the hotel, which will be built on the shore of the Issyk-Kul Lake in Kyrgyzstan, developed by the Union of Industrialists and Entrepreneurs was presented to the Turkmen leader for consideration. The project is to be financed by the Union of Industrialists and Entrepreneurs and implemented by the Dowlet gurlysyk economic society.
