President of Turkmenistan Gurbanguly Berdimuhamedov chaired a regular meeting of the Cabinet of Ministers, during which the important issues of the domestic policy, the progress in implementing the national programmes and a number of draft documents were discussed. The Deputy Chairmen of the Cabinet of Ministers presented the reports.

Commenting on the reports on the progress in implementing the 13th construction stage projects, President Gurbanguly Berdimuhamedov demanded that strict control should be kept over the achievement of the objectives in this sphere. The Turkmen leader ordered that the necessary measures should be taken as soon as possible to eliminate the shortcomings revealed in the implementation of the 13th construction stage projects and ensure that construction work would be completed in a proper and timely manner.

The President severely reprimanded Deputy Chairman of the Cabinet of Ministers Sh. Durdylyev for the unsatisfactory performance of his official duties and the weak control over on-going construction work in Ashgabat.

The report on the draft State budget for 2016 was presented. When drafting the main financial plan, particular attention was paid to the financial support of the projects aimed at the development of the priority spheres. The State budget was drafted with consideration of the Decree on the President of Turkmenistan on a 10% increase in wages, pensions, state benefits and scholarships on January 1, 2016. As in previous years, substantial financial resources will be spent on the implementation of the national, state, regional and departmental programmes.

The revenues of the State budget are to be replenished through the privatization of state-run objects and enterprises and dwelling houses from the state housing stock and the distribution (sale) of the bonds of the state fund (government loans).

The information on the preparations for the science conference marking the Second World Statistics Day, which will be celebrated on October 20 in accordance with the Resolution of the UN General Assembly adopted on June 3 this year, was presented. The forum will be held on the eve of the 24th anniversary of independence of Turkmenistan. It will bring together specialists of ministries and departments, higher educational institutions and UNDP Office in Turkmenistan. The reports on the development of the national statistical system and Turkmenistan-UN cooperation in this sphere will be presented at the forum.

The report on the progress of seasonal agricultural activities, including the cotton campaign and the winter crops planting campaign, which is nearing the completion, was presented. The information on the current situation at the fuel and energy departments and the progress in implementing in a number of large-scale investment projects was presented.

The information on the measures taken to broaden the range and increase the volume of output of import substituting and export products was presented. In accordance with the contract between the Ministry of Industry of Turkmenistan and the Chaly private enterprise of the Union of Industrialists and Entrepreneurs, the plant that manufactures hydraulic insulating materials was built and put into operation in Ak Bugdai Etrap in Ahal Velayat.

The report on the preparations for the XVIII Conference of the Humanitarian Association of World Turkmens, which will be held in Ashgabat on October 24, was presented. Representatives of the Turkmen diasporas will arrive in the capital of Turkmenistan from different countries to participate in the XVIII Conference.

The programme of the events, marking the opening of the sculptural ensemble and the museum of the great Turkmen poet and thinker Magtymguly in Magtymguly Etrap in Balkan Velayat of on October 17 was presented to the Turkmen leader for consideration. Cultural and art workers, heads and specialists of the Ministry of Culture, the Publishing Service, newspapers and journals, TV and radio channels, higher educational institutions and scientists will participate in the opening ceremony.

The information on the preparations for the horse races, which will be held at the International Equestrian Sports Centre in Ashgabat and the racetracks in Balkan, Dashoguz, Lebap and Mary Velayat in the framework of the Independence Day celebrations, was presented.

Other issues were discussed and the decisions were adopted at the meeting of the Cabinet of Ministers.
