President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers, during which the important issues of the domestic policy were reviewed and a number of documents were adopted.
The Deputy Chairmen of the Cabinet of Ministers presented the reports on the work done in the sectors under supervision. The information on the preparation for the commissioning ceremony of the East-West gas pipeline scheduled for December 23 was presented. The new gas pipeline connects the Shatlyk gas compressor station in Mary Velayat and the Belek gas compressor station in Balkan Velayat. The project was implemented at the request of Turkmengaz State Concern by the subdivision of Turkmennebitgazgurlusyk State Concern. The largest portion of design work was done by the Institute of Oil and Gas at Turkmengaz State Concern.
The reports on the preparations for the commissioning ceremonies of the crude oil refining units ELDAD-HT-7 and a number of infrastructure facilities at the Turkmenbashi oil refineries were presented.
President Gurbanguly Berdimuhamedov signed the Resolution on the Issues on the issuance, sale and redemption of government securities of Turkmenistan. The Turkmen leader noted that this decision was to encourage the qualitative development of the securities market in the country.
In accordance with the Budget Code and the Law of Turkmenistan on Securities, the Ministry of Finance is planning to issue government securities for a five-year period as an additional source of revenues to the State Budget for 2016. The issuance of government securities will make it possible to create a single stock market and encourage the use of effective financial instruments.
In this regard, Turkmen leader instructed the Deputy Chairman of the Cabinet of Ministers in charge of this sector to create a stock exchange and develop its instruments, involve a wide range of investors in this work and improve banking activities and the relevant legal framework.
The reports on the preparations for the introduction of compulsory fire insurance in the State Programme of insurance activity in Turkmenistan for 2011-2015 and the Law of Turkmenistan on Fire Safety were presented
It was reported that at the tenth session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage of UNESCO, held in the Republic of Namibia, the destan Gyorogly was inscribed on the List of Intangible Cultural Heritage with the unanimous support of the Committee members.
The information on the programme of the festive events and New Year celebrations was presented. Concerts and cultural actions will be held on the central squares and at the cultural centres in the capital and the regions of the country. Circus artists from the Russian Federation will be performing at the State Circus of Turkmenistan for a month, starting from December 22. The New Year celebrations with the participation of children’s artistic groups, theatre artists and young performers will begin on December 23 with the New Year’s tree lighting ceremonies which will take place on the central squares in the regions and at the Alem cultural and entertainment centre in Ashgabat.
Following the tradition, the award ceremony of the Ýylyň parlak ýyldyzy contest among young talented singers and the gala concert of the ceremony participants will be held at Maslahat Kosgi on December 24. Festive concerts will be held on the squares in front of the State Circus, in the Ylham Park and at the Turkmenistan and Watan Cinema and Concert Centres on December 30. The concert and television spacebridge between Ashgabat and the regions of the country will be held on the central squares of the regions of the country and on the square in front of the Alem cultural and entertainment centre on December 31. The New Year celebrations on the square in front of the Alem cultural and entertainment centre will be concluded with the spectacular fireworks.
The national TV and radio channels are preparing the festive programmes, and the national newspapers and journals are colourfully designed.
The reports on the current situation in the agro-industrial sector and the progress of seasonal agricultural activities were presented. Currently, agricultural workers are taking care of winter wheat fields, watering and applying fertilizers on plantations and preparing agricultural equipment and machines for the spring cotton planting campaign. Agricultural workers in Balkan and Mary Velayat were harvesting the autumn varieties of sugar beet. Sugar beets are supplied to the sugar refineries.
The information on the ongoing work on the operation of the artificial communications satellite of Turkmenistan TürkmenÄlem 52°E.
The reports on the work done by the State Fishery Committee of to develop the fishing industry were presented. This year, 1,100 young carps, silver carps and other fish have been raised in the reservoirs with a total area of 1,100 hectares, located in Ak Bugdai and Altyn Asyr Etrap in Ahal Velayat.
The report on the completion of construction work on the cold storage warehouses in Mary town of Mary Velayat and in Lebap and Dashoguz Velayat was presented. The warehouses are to be put into operation in the near future.
In addition to these facilities that will create over 1,200 new jobs, two facilities at the Turkmenbashi oil refineries, a children’s recreation centre and an apartment house in Balkan Velayat and a kindergarten and an apartment house in Ashgabat will be put into operation by the New Year celebrations.
Emphasizing that 2016 was marked by the significant date – the 25th anniversary of independence of Turkmenistan, the President instructed the national parliament to draft the document on the establishment of the jubilee medal and commemorative insignia.
